West Virginia Voting Rules
Voter Registration Form:

Deadline to Register:
21 days prior (October 14).
Voter Eligibility:
A resident of West Virginia and the county where you register, a U.S. citizen, at least 17 years old and 18 before the next general election and not currently under conviction for a felony, including probation or parole, or a court ruling of mental incompetence. (Voting rights are restored when the term of conviction ends.)
Identification Requirements:
Must have proof of physical address. (i.e. driver's license, utility bill, bank statement; paycheck, and other government document).

In person or mail to your County Clerk’s office.
How to Register Others:
To register others you must request additional registration cards through the SOS. Up to 100 mail-in voter registration forms will be available per organization/individual per election. The following information is required for requests of 10 or more forms:
--Name of Organization/Individual Requesting Forms
--Name of Contact Person
--Address (if to be mailed)
--Amount Picked Up (or mailed)
--Date of Drive
--Location of Drive
Absentee Voting:
Absentee voting is available. No excuse is required.
Begin the Application Process
Applications to vote absentee should be sent to the voter’s local County Circuit Court. Please address applications to Absentee Election Manger in care of the local County Circuit Court. A list of local County Circuit Courts can be found at this website .
Dates: Your application to vote by mail must be received no later than the 6th day (October 29) before the election.
Early Vote:
The regular period of early voting in person begins twenty days (October 15) before the election and continues until three days (November 1) before the election. Voting is available during regular business hours, additionally; it may be available two Saturdays before the election. Check local office for dates and times.
