Virginia Voter Registration Information
Who Can Register to Vote?
Any U.S. citizen who is a legal resident of Virginia and will be at least 18 years old on November 4, 2008 can register to vote.
Can College Students Register to Vote?
Yes, if a college student considers him or herself to be a resident of the locality in which they attend college, they can register to vote there.
Can Felons Register to Vote?
Yes, following a judicial restoration of rights. However, the deadline for that process for this election cycle was generally August 1, 2008.

Yes. Some voters MUST but all voters SHOULD bring ID to the polls on Election Day. If you registered by mail and did not send in a copy of a valid ID with your registration application, you are required to present ID on Election Day. Valid ID includes a valid photo ID or an official document with your name and address on it -- a current utility bill, a bank statement, a paycheck, or a government document (such as your Voter Registration Card). If you have previously voted in that jurisdiction or included a valid ID with you registration application you are not required to present ID at the poll. When is the Voter Registration Deadline?
Application must be postmarked no later than October 6, 2008.
When is the Absentee Ballot Application Deadline?
Applications for an Absentee Ballot must be postmarked no later than October 28, 2008 or delivered in person by November 1, 2008 to the address and according to the instructions on the voter registration application.
When is the Absentee Ballot Return Deadline?
Absentee Ballots must be received by 7pm on November 4, 2008 at the address and in accordance with the instructions on the absentee ballot.
How to Register Others
You or your organization may conduct a voter registration drive at public locations within the community. The Board of Elections can assist you by providing voter registration application forms, display boxes, signs, and materials to advertise your drive, call the office at 703-222-0776. Virginia law requires that anyone who agrees to mail or deliver a signed voter registration application who fails to do so “in a timely manner” is guilty of a misdemeanor. Applications mailed or delivered within fifteen days of signature are deemed timely, unless a book-closing deadline is sooner.
