Maryland Voting Rules
Voter Registration Form:
Forms can be found here.
Deadline to Register:
21 days prior to the election (Oct 14, 2008).
Voter Eligibility:
In order to register to vote in Maryland, individuals must: be a US citizen; be a Maryland resident; be at least 18 years of age by Election Day; not be under guardianship of mental disability; not have been convicted of a felony; not have been convicted of buying or selling votes.
Identification Requirements:
Individuals must fill out the driver’s license section or provide the last four digits of their social security number on the voter registration form.
Where to Turn in Your Registration:
Registrations should be mailed to the voter’s local County Board of Elections. A list of County Boards of Elections can be found at here. Forms cannot be faxed.
How to Register Others:
In order to register voters, individuals must become a Voter Registrar Volunteer. In order to become a Voter Registrar Volunteer, individuals must receive a ten-minute training at their local County Board of Elections. A list of County Boards of Elections can be found at here. The training will provide the Voter Registrar Volunteer with any other necessary information involving the requirements of registering voters.
Absentee Voting:
Absentee voting is available. No excuses are required.
Excuses: No excuse is required on the application, but voters must affirm on the oath that is returned with their voted ballot that they "will be absent or unable to vote in person in the election."
Application Process:
Applications for absentee ballots can be found here. Applications should be turned in to the voter’s local County Board of Elections. A list of local County Boards of Elections can be found here.
Applications for absentee ballots are due on the Tuesday before the election (Oct 28, 2008) at 4:30pm if mailed and 11:59pm if faxed. A late application (past the above due dates) can be filled out in person at the voter’s local County Board of Elections. Absentee ballots are due at 8pm on Election Day.
Early Vote:
No early voting is available.
