Lessons from America’s first war against Islamic terror.

London At the dawn of a new century, a newly elected United States president was forced to confront a grave threat to the nation — an escalating series of unprovoked attacks on Americans by Muslim terrorists. Worse still, these Islamic partisans operated under the protection and sponsorship of rogue Arab states ruled by ruthless and cunning dictators. Sluggish in recognizing the full nature of the threat, America entered the war well after the enemy’s call to arms. Poorly planned and feebly executed, the American effort proceeded badly and at great expense — resulting in a hastily negotiated peace and an equally hasty declaration of victory. As timely and familiar as these events may seem, they occurred more than two centuries ago. The president was Thomas Jefferson, and the terrorists were the Barbary pirates. Unfortunately, many of the easy lessons to be plucked from this experience have yet to be fully learned. The Barbary states, modern-day Morocco, Algeria, Tunisia, and Libya, are collectively known to the Arab world as the Maghrib (”Land of Sunset”), denoting Islam’s territorial holdings west of Egypt. With the advance of Mohammed’s armies into the Christian Levant in the seventh century, the Mediterranean was slowly transformed into the backwater frontier of the battles between crescent and cross. Battles raged on both land and sea, and religious piracy flourished. The Maghrib served as a staging ground for Muslim piracy throughout the Mediterranean, and even parts of the Atlantic. America’s struggle with the terror of Muslim piracy from the Barbary states began soon after the 13 colonies declared their independence from Britain in 1776, and continued for roughly four decades, finally ending in 1815. Although there is much in the history of America’s wars with the Barbary pirates that is of direct relevance to the current “war on terror,” one aspect seems particularly instructive to informing our understanding of contemporary Islamic terrorists. Very simply put, the Barbary pirates were committed, militant Muslims who meant to do exactly what they said. Take, for example, the 1786 meeting in London of Thomas Jefferson, John Adams, and Sidi Haji Abdul Rahman Adja, the Tripolitan ambassador to Britain. As American ambassadors to France and Britain respectively, Jefferson and Adams met with Ambassador Adja to negotiate a peace treaty and protect the United States from the threat of Barbary piracy. These future United States presidents questioned the ambassador as to why his government was so hostile to the new American republic even though America had done nothing to provoke any such animosity. Ambassador Adja answered them, as they reported to the Continental Congress, “that it was founded on the Laws of their Prophet, that it was written in their Koran, that all nations who should not have acknowledged their authority were sinners, that it was their right and duty to make war upon them wherever they could be found, and to make slaves of all they could take as Prisoners, and that every Musselman who should be slain in Battle was sure to go to Paradise.” Sound familiar? The candor of that Tripolitan ambassador is admirable in its way, but it certainly foreshadows the equally forthright declarations of, say, the Shiite Ayatollah Ruhollah Khomeini in the 1980s and the Sunni Osama bin Laden in the 1990s, not to mention the many pronouncements of their various minions, admirers, and followers. Note that America’s Barbary experience took place well before colonialism entered the lands of Islam, before there were any oil interests dragging the U.S. into the fray, and long before the founding of the state of Israel. America became entangled in the Islamic world and was dragged into a war with the Barbary states simply because of the religious obligation within Islam to bring belief to those who do not share it. This is not something limited to “radical” or “fundamentalist” Muslims. Which is not to say that such obligations lead inevitably to physical conflict, at least not in principle. After all peaceful proselytizing among various religious groups continues apace throughout the world, but within the teachings of Islam, and the history of Muslims, this is a well-established militant thread. The Islamic basis for piracy in the Mediterranean was an old doctrine relating to the physical or armed jihad, or struggle. To Muslims in the heyday of Barbary piracy, there were, at least in principle, only two forces at play in the world: the Dar al-Islam, or House of Islam, and the Dar al-Harb, or House of War. The House of Islam meant Muslim governance and the unrivaled authority of the sharia, Islam’s complex system of holy law. The House of War was simply everything that fell outside of the House of Islam — that area of the globe not under Muslim authority, where the infidel ruled. For Muslims, these two houses were perpetually at war — at least until mankind should finally embrace Allah and his teachings as revealed through his prophet, Mohammed. The point of jihad is not to convert by force, but to remove the obstacles to the infidels’ conversion so that they shall either convert or become a dhimmi (a non-Muslim who accepts Islamic dominion) and pay the jizya, or poll tax. The goal is to bring all of the Dar al-Harb into the peace of the Dar al-Islam, and to eradicate unbelief. The Koran also promises rewards to those who fight in the jihad, plunder and glory in this world and the delights of paradise in the next. Although the piratical activities of Barbary genuinely degenerated over the centuries from pure considerations of the glory of jihad to less grandiose visions of booty and state revenues, it is important to remember that the religious foundations of the institution of piracy remained central. Even after it became commonplace for the pirate captains or their crew to be renegade Europeans, it was essential that these former Christians “turn Turk” and convert to Islam before they could be accorded the honor of engagement in al-jihad fil-bahr, the holy war at sea. In fact, the peoples of Barbary continued to consider the pirates as holy warriors even after the Barbary rulers began to allow non-religious commitments to command their strategic use of piracy. The changes that the religious institution of piracy underwent were natural, if pathological. Just as the concept of jihad is invoked by Muslim terrorists today to legitimize suicide bombings of noncombatants for political gain, so too al-jihad fil-bahr, the holy war at sea, served as the cornerstone of the Barbary states’ interaction with Christendom.
In times of conflict, America tends to focus on personalities over ideas or movements, trying to play the man, not the board — as if capturing or killing Osama bin Laden, for example, would instantly end the present conflict. But such thinking loses sight of the fact that ideas have consequences. If one believes that God commands something, this belief is not likely to dissipate just because the person who elucidated it has been silenced. Islam, as a faith, is as essential a feature of the terrorist threat today as it was of the Barbary piracy over two centuries ago. The Barbary pirates were not a “radical” or “fundamentalist” sect that had twisted religious doctrine for power and politics, or that came to recast aspects of their faith out of some form of insanity. They were simply a North African warrior caste involved in an armed jihad — a mainstream Muslim doctrine. This is how the Muslims understood Barbary piracy and armed jihad at the time, and, indeed, how the physical jihad has been understood since Mohammed revealed it as the prophecy of Allah. Obviously, and thankfully, not every Muslim is obligated, or even really inclined, to take up this jihad. Indeed, many Muslims are loath to personally embrace this physical struggle. But that does not mean they are all opposed to such a struggle any more than the choice of many Westerners not to join the police force or the armed services means they do not support those institutions. Whether “insurgents” are fighting in Iraq or “rebels” and “militants” are skirmishing in Chechnya or Hamas “activists” are detonating themselves in Israel, Westerners seem unwilling to bring attention to the most salient feature of all these groups: They claim to be acting in the name of Islam. It is very easy to chalk it all up to regional squabbles, economic depression, racism, or post-colonial nationalistic self-determinism. Such explanations undoubtedly enter into part of the equation — they are already part of the propaganda that clouds contemporary analysis. But as Thomas Jefferson and John Adams came to learn back in 1786, the situation becomes a lot clearer when you listen to the stated intentions and motivations of the terrorists and take them at face value. — Joshua E. On my travels for the past few days, I have been reading a book which tells the story of a quite astonishing part of British history of which I was previously unaware. In ‘White Gold’, Giles Milton records the appalling details — gleaned,it appears, from a wealth of historical documents including diaries and letters — of a seaborne Islamic jihad against Britain which lasted for no less than two centuries.
From the early seventeenth to nineteenth centuries, thousands of British men women and children were kidnapped by Arab corsairs and sold into slavery in Morocco where they were kept in conditions of unspeakable barbarism. The astounding thing is that these British victims were not merely seized at sea where they ran the gauntlet of such pirates in places such as the Straits of Gibraltar. They were actually abducted from Britain itself.
Corsairs from a place in Morocco called Sale — who became known in Britain as the ‘Sally Rovers’ — sailed up the Cornish coast in July 1625, for example, came ashore dressed in djellabas and wielding damascene scimitars, burst into the parish church at Mount’s Bay and dragged out 60 men women and children whom they shipped off to Morocco. Thousands more Britons were seized from their villages or their ships and dispatched to the hell-holes of the Moroccan slave pens, from where they were forced to work all hours in appalling conditions building the vast palace of the monstrous and psychopathic Sultan, Moulay Ismail, who tortured and butchered them at whim. Most of them perished, but the book records the survival of a tenacious Cornish boy Thomas Pellow, who survived 23 years of this ordeal and whose descendant, Lord Exmouth, finally ended the white slave trade when he destroyed Algiers in 1816.
The book makes clear that this assault upon the British people (and upon Europeans and Americans who were similarly seized) was a jihad. The Sally Rovers, writes Milton, were called ‘al-ghuzat’– the term once used for the soldiers who fought with the Prophet — and were hailed as religious warriors engaged in a holy war against the infidel Christians who were pressurised to convert to Islam under threat of hideous punishment. What is even more striking was the response of the British crown. For almost two centuries, it made only the most ineffectual attempts to rescue its enslaved subjects. Those who had succumbed to the torture and inhumanity of the Sultan and converted to Islam were deemed to be no longer British and therefore outside the scope of any rescue. The pleas of Pellow’s parents were simply brushed aside. Popular outrage forced successive Kings to dispatch a series of feeble emissaries to try to get the Sultan to end this vile traffic and release the slaves, all to no avail.
But this went on for virtually two centuries. For almost 200 years the British state either sat on its hands or wrung them impotently while the Islamic jihad seized, enslaved and butchered its people. And then it appears, this staggering onslaught was all but airbrushed out of our history.

Muslim pirates operating off North Africa’s Barbary Coast were seizing U.S., as well as European, ships sailing in international waters, holding them for tribute payment or plunder. In 1786, John Adams and Thomas Jefferson, meeting in London with Tripoli’s Muslim ambassador to Britain, inquired as to the reason for such Arab hostility. Acknowledging their attacks were unprovoked, the Tripoli ambassador explained it was their right and duty under the Koran as faithful Muslim followers to plunder and enslave the unfaithful - with those Muslims dying in the process going to paradise. To stop the attacks, the United States initially agreed to pay the Barbary pirates tribute, equal to about 20 percent of government revenues. Only later did an indignant United States launch two wars against them, ending in victory in 1815 and no further payments. European nations, acting individually and collectively, suppressed pirate activity as well, with the French conquest of Algiers in 1830 providing the last nail in the Barbary Pirates’ coffin. Today, Muslim pirates again sail the seas off Africa’s coast. Mostly Somalis, these pirates have already attacked more than 60 ships this year in the vicinity of the Gulf of Aden - almost 5 times more than occurred all last year. Rashid Khalidi (on c-span 2, books) (Author: 'Sowing Crisis') wants us to believe that Islamic republic of Iran is "not" linked to the terror organizations: Hamas, Hezbollah and that these groups have "legitimate" concerns.
Desperate as he is to act as if he's on a 'research' row and making a show of someone who's really "looking at the region from a broader angle", he did talk at first quite smoothly, dancing around and mentioning "other" problems we the USA have (supposedly) created in the region, like Afghanistan, Iraq and Iran (no, he didn't mention Carter's role in indirectly overthrowing the Shah, that led to the current Islamofascistic totalitarianism), you almost thought that Rashid might really be an academic, in the real sense of the word.
But as an average Arab Muslim "academic" he can never escape his burning Arab-racism against the Jews, though polishing his way to the maximum, he had to come to his essential venomous point, all in all, his punch line is really, the same old hateful cliche theme, "It's all Israel's fault", especially towards the end, when he was asked some questions, you could see how he was "lit" as if by a switch that turns on the Arab "moderates" hatred flames - they can never seem to resist, and fall into it each and every time.To his credit, most Arab propagandists are less patient... you don't have to wait even that long to see their outbursts.It was a small room, filled by either Arabs, or the gullible, one Arab "American" journalist is even a brazen open Jihadists-Hamas-Hezbollah supporter, none has asked about his propaganda statement that Iran fears Israel's nukes - as a "reason" for why they might be pursuing nuclear weapons, no one has asked the obvious: Did (democratic) Israel ever threaten to wipe out (oppressive) Iran like the Islamic fascist genocidal Republic did? or did Israel ever attack Iran like Iran attacked Israel via Hezbullah, Hamas, Islamic Jihad?

First, my grandfather Haedi Sabaot, is a FRENCH-TUNESIAN citizen and was a FRENCH ARMY OFFICER stationed in the Germany city of Kaiserslautern, Germany in 1945 after World War II.
He was born in North of Africa and he was a so called Black-African man.
He has been in LOVE with my grandmother, Mrs. Martha Kolcaz (born as Maier) and she has delivered a child: My mother in 1946.
People in Germany in 1945 have been still indoctrinated by the NAZI doctrine. The "Fuehrer" liked not this much so called coloured people and my grandmother was persecuted in the city in which she used to live.
In 1950 she has made the hard decision to leave GERMANY forever and she moved to the STATE OF VICTORIA, city of MELBOURNE in AUSTRALIA and even changed her citizenship from the German citizenship into the AUSTRALIAN citizenship.
Already when I have been a teenager I became the unpaid "family interpreter or translator" and all of the communication by phone with my own grandmother, Mrs. Martha was ONLY in the English language.
Certainly I wanted to be able to communicate with my own grandfather, a FRENCH-TUNESIAN citizen which is missing since 1945. Therefore I have studied and learned also the FRENCH language.
For some reason already in 1984 I became very excited about the AMERICAN DREAM and the United States of America and its people.
Therefore I have placed several ads with the Los Angelos Receycler and other papers which do offer ads for free and contacted some organization to find some pen pals in the United States of Amercia.
In 1984 I have been in the happy position to find some pen pals in the United States of America. Since that early time im in touch by regular mail, phone and in these days also by email and the internet with my FRIENDS in the United States of America.
However I do have a dream, which is to become an American citizen.
In 2001 / 2002 I have been traveling two times to New York City and the United States of America. I wanted to help the American people and therefore I became a volunteer with the American Red Cross, although I do hold a GERMAN passport.
Soldiers, policer officers and many other people got exicted about my nice uniform which I have brought with me from Germany as I am not only a journalist, broadcast journalist and author, but as a secondary profession a registered nurse (R.N.) and paramedic also.
In New York City a fire fighter got in trouble after his own house got hit by lighting. However I have made the decision to help him as good as possible. After our mission was completed in the midst of NEW YORK CITY the fire fighter has said in front of his colleague, my ARC supervisior and me: "I wish you that you will become soon an American citizen."
My hope is that the fire fighters good wishes will be heard in the right and good office, soon, as I am waiting so long and longing to become an American citizen.
In New York City I have been laboring hard, 18 hours and I have been meeting hundreds of people face to face. Even those which lost loved ones after 911 and I guess because if all the impressions and the hard work I got a bit traumatized by 911 also.
However it was a honor to help many people and to meet precious, wonderful and good American citizen, which will be a great example for me how to help the communities in New York City.
My favourite city in the United States of America is New York City, followed by Boston, Chicago, Seattle (because a friend lives close to this city) and some other cities.
In 1986 I became the founder of British Newsflash Magzine (which was called first The Newsflash but its title has been changed to British Newsflash Magazine to avoid any kind of misunderstanding). And in 1986 I became with some friends and colleague in the German city of Speyer am Rhein and the English city of Leeds, England the founder of IBS Independent Broadcasting Service Liberty, Radio IBS Liberty, IBS Television Liberty, which is supporting international understanding since 1986.
The country where I want to live, work and marry is the United States of America and I am longing for to become an United States of America citizen. However because of my international family background in many ways (not in all !) I do think cosmopolitan and as a WORLD CITIZEN also.
For many reason I do believe the United States of America is the defender of democracy and a leader or a leading country in defending democracy and this is another reason for supporting the people of the United States of America.
In 2006 I became with other author the founder of the international media project "Liberty and Peace NOW! Human Rights Reporters" which is dealing with social issues and international human rights issues.
In December 2008 I had the great chance to meet a wonderful and excellent colleague in the city of Stockholm, Sweden as she has received there on the side of Krishnammal Jagannathan, Asha Hagi and Dr. Monika Hauser the Right Livelihood Award by the Right Livelihood Award Foundation which is also know as alternative Nobel Prize - the precious woman which I have been meeting and my colleague in her role as journalist, broadcast journalist and author is Amy Goodman from Democracy NOW!
However I do believe because of very precious citizen like her and so many others, the people of the United States of America and the United States of America are so special.
As U.S. President Barack Obama believes that America will be restored, I do believe the same thing and by the way I do believe President Barack Obama, his wife Michelle and his children are precious and special, too.
Since 1984 I am working as journalist, broadcast journalist and author. Some awards from the department for political education I have received in 1986, 1987, 1988 and 1989.
To be a registered nurse (R.N.) and paramedic is a secondary profession only, since 1993. In the past I have been working also as an ITU (Intensive Therapy Unit) nurse for major German University Hospitals and for the Clementine Churchill Hospital in London in the United Kingdom, also.
Actually I do believe there are millions of precious American people and citizen and if the friends of those people will co-operate for SOMETHING GOOD I believe it will be possible not only to restore the situation of the people of the United States of Amercia and for many other people in many different places in this world also.
So far as possible I am trying to encourage on US NY friends my American FRIENDS to contiune to co-operate and work together for something good in the United States of America and in this world.

The answer to these spinning words (hinting a possiblity to interpret it by the Muslim world, as if peace and pro Israel are contradictory), in fact, you can be pro democracy, pro freedom, pro Israel (anti Jihad) and wanting to achieve peace.
How about some true words, like: 'Pro Palestinian' means more Jihadism, oppression and dictatorship in the name of Islam, terrorism masked as "freedom fighting", war using kids in the theater of war under the banner of "freeing land"?
Next time Mr. Obama, please be clear in what you say don't intentionally mislead and create room for different "versions".

The suffering that Hamas causes (Dec 2008) ...But it isn't only Israelis whose fundamental human rights Hamas is violating. It is those of the Palestinian population about whose welfare Hamas professes to care. We have counseled our ally Israel to be very cautious about protecting innocents, and I do think that the Israelis take great care to do so. I saw the reports about the school. I don't have any information about that. I think that we should not jump to conclusions, and we should wait to find out what the evidence says. What we do know is that Hamas often hides amongst innocents, and uses innocent people, including children, as human shields.

Unleashing Terrorist Network in Pakistan

The Pakistani Media has again as usual,mis-quoted the recent statements of President Karzai in which he issued a forceful warning to militants in Pakistan, saying he will send Afghan troops across the border to combat Taliban insurgents. The mis-interpretation of the President's statements is done intentionally by the Pakistani media to provoke the Tribal Pashtuns against their fellow Afghan brethren despite of the fact that President Karzai has been warning Pakistan regarding cross border infiltration of Pakistani religeous and military terrorists into Afghanistan.
What President Karzai said in his statement was : 1) That terrorists from Pakistani tribal areas are entering Afghanistan for suicide bombing to target Afghan and ISAF forces. 2) That these Terrorists are [ISI-backed] Taliban whose leader is Baitullah Mehsud or Mulla Umar in Pakistan. 3) That Afghanistan and ISAF forces reserve the right to take the revenge of killings by these Talibans in Afghanistan even if Afghan and NATO forces have to chase them to their houses in the FATA. 4) That Afghanistan is also concerned about the atrocities being committed to Pashtuns in Pakistan. 5) That Afghanistan only trusts ANP among the political parties in Pakistan.
It is obvious that if the govt of Pakistan does not take any action against these terrorists entering Afghanistan but rather facilitates and trains them to do these nefarious activities then Afghanistan would feel insecure and it would be compelled to take precautionary measures for her security.
Pakistani media projected the statement as provocative and tried to hide factual position from the world which implied :1) That Afghanistan is neither interested to violate the so called sovereignty of Pakistan nor does it want to harm or attack its fellow Pashtun brothers in FATA. 2) That Pakistan is behind the suicide attacks in Afghanistan. 3) That Pakistani agencies are behind the planing and training of the suicide bombers and terrorist. 4) That Pakistan is not sincere to see peace and progress in Afghanistan. 5) That Afghanistan reserves the right to take revenge of all the suicide bombs done by the invisible hands which get activated from FATA – the land of non-local terrorists trained by Pakistani army and agencies with the help of local religious demagogues.
Let us unleash the multi-tier terrorists network active in Pakistan under state supervision .
It is a well established fact that the Taliban as well as other religious prototype groups are the products and terrorist wings of ISI. The statements of Baitullah Mehsud and Mulla Umar of Taliban Movement Pakistan are just the Pashto translation of ISPR's statements regarding Afghanistan and Pakhtoonkhwa.
The nomenclature of the terrorist network in Pakistan is as follows: 1. The planning and strategy formation is done at the GHQ Rawalpindi both against Pashtuns,Balochis or Sindhis and against India and Afghanistan. 2. The plan is executed by the intelligence agencies (ISI,MI,IB etc) of Pakistan. 3. Depending upon the geopolitical situation of the region, the modus operandi of the terrorist activities is customised accordingly. In Pukhtunkhwa, the religious parties and clerics are bribed to provide "manpower" for the suicide bombs and other terrorist activities while the more technically sensitive operations like killing of political leaders are carried out by the intelligence agencies themselves.
Religeous groups like Taliban along with the local criminal elements are guided by the professionals of the intelligence agencies to control the local people through religious authority. The network of Taliban is extended across Pakhtunkhwa regionwise in order to hijack the freedom and liberty of the local people anytime and to terrorise the people constantly.
Baitullah Mehsud in Waziristan,Mangal Bagh in Khyber agency, Mulla Fazlullah in Swat,Mulla Omar in Bajaur etc are all the ISI puppets playing with the lives of innocent Pashtuns - a nation which has never been conquered with sword but has been falling prey to the authority of religion in history. On top of it all ,the military is carrying out operations in the name of war on terror but infact killing all those among the local population who might potentially become a power to reckon with against the designs of the state sponsored terrorist activities and hegemony of Punjab dominated Pakistan army.
In Afghanistan,there is peace in all those cities that are bordering other neighboring countries except Pakistan.It is the border with Pakistan which has been experiencing political unrest and insurgency due to Taliban. The Talibans in Afghanistan – who were the product of ISI in the early 90's - are under the complete control of Pakistani agencies and plotting plans to destabilise Afghanistan in every possible manner.
Pakistani agencies export experts and expertise to the Taliban in Afghanistan via FATA.The same notorious agencies are propagating against the ISAF forces to deceive the world media on one hand and motivate the local population for "Jihad" on the other in order to justify its anti-Afghan activities.
It is therefore suggested that the world community should pressurise Islamabad so that it stop its interference in the internal affairs of its neighbouring contries specially Afghanistan. A stable Afghanistan is in the best interest of Pakistan as Afghanstan is the gateway for all the trade routes to central Asia. Based on an ambiguous state ideology and having no roots and bonds of integrity among the various nationalities ,Pakistan is already on the brink of another collapse due to the prevalent system of injustice and exploitation and therefore is fastly loosing its chances of survival.

The United States, Russia and China are sending a terrible message to the rest of the world by refusing to take part in the historic signing of a treaty that bans the production and use of cluster bombs. In a world that is plagued by war, military occupation and terrorism, the involvement of the great military powers in signing and ratifying the agreement would have signaled - if even symbolically - the willingness of these countries to spare civilians' unjustifiable deaths and the lasting scars of war.
Nonetheless, the incessant activism of many conscientious individuals and organizations came to fruition on December 3-4 when ninety-three countries signed a treaty in Oslo, Norway that bans the weapon, which has killed and maimed many thousands of civilians.
The accord was negotiated in May, and should go into effect in six months, once it is ratified by 30 countries. There is little doubt that the treaty will be ratified; in fact, many are eager to be a member of the elite group of 30. Unfortunately, albeit unsurprisingly, the US, Russia, China, Israel, India and Pakistan - a group that includes the biggest makers and users of the weapon - neither attended the Ireland negotiations, nor did they show any interest in signing the agreement.......

Greetings all and thank you for reading this blog. At this time we are creating an event we hope many will come to participate in. We have been fortunate enough to secure a facility for 150 people to have seats but we can squeeze a few extra into the space if needed. We have noticed many of the small gatherings can facilitate perhaps 20 persons, and they have been turning people away. Now we have the space for meaningful numbers, so if you are in the Portland area, then come on and sign up for the event.
As our soon to be President said, we have the person in the White House to facilitate change, but we still need the people to make it happen. He cannot do it himself, and we all know how Congress and the Senate are rife with special interests and agendas for the status quo. Change HAS to come from US. We have to be prepared to voice our desire for change from the grass roots level. We HAVE to participate in this change, instead of leaving it for others to do for us. We have to be ready to let the career politicians who would stand for the ststus quo, know that we will not stand for obstruction to the plan we are developing here in the trenches of our neighborhoods.
America has the tendency to forget her friends. With a cannonball fire by Dewey at the onset of the 20th century,hehad Spain surrender to her and pay the last Spanish Governor-Generals US$20M for keeping Las Islas Filipinas. Education & democracy were made available to all; America kept the business. An abundance of gold, oil and natural resources were exploited. In the '40s,Japan destroyed Pearl Harbor. Manila was left to rebuild itself. Japan, meanwhile, almost beat the American automakers in their own turf afterwards, in electronics,too. America didn't bomb Korea, according to my uncle, aide to Douglas MacArthur, so communism flourished. And had not the young North Korean dictator been failing by his health, communism will be around forever. America lost everything in Vietnam in the '70s, yet,she rebuilt it into an emerging tiger economy, even leading its neighbors Bangladesh, Pakistan and PH to some extent, today. America bombed Iraq, she destroyed ancient history in the process. America is trying to rebuild Iraq; let's see if eternal peace in the Middle East can be achieved at last? And Communist China, once an archenemy of the US?America from all fronts is wooing Mainland China. Never mind if there are many Chinas. How about Soviet Russia? Not much of a threat now, after Berlin Wall fell. And so, therefore, America is pouring in all resources onto China so that when the sleeping dragon finally wakes up, the billion-Chinese will find a friend in America who, in the end, she can co-reign with in world. In the meantime, real friends have to fend for themselves. Will Obama change the course of that (unfairness and inequality in) history? Only God knows...

I implore the use technology as a fundamental tool on the mission to change the way the Government operates starting with the administration. Technology is the underpinning of the modern business competitive advantage. Does this not hold true also for the modern Government? Run the US Government as if it were a business competing for efficiencies with other governments. Track and monitor how the US compares with Key Performance Indicators (KPI).
Technical Leadership: Cabinet level CIO/CTOAccess to and control of quality information is imperative to the success of your mission.America and your administration need experienced leadership from outside the beltway possessing the ability to balance both technical and business goals. These cabinet level leaders have the vision and ability to achieve long term goals with iterative wins with accountability quarterly to the bottom line of the budget and the American citizen shareholders. One must be careful in choosing senior technical leadership as many CIO/CTO's in the private sector are purely management and political positions. Additionally, many of these senior leaders are lodged in a previous generation's technology making them resistant to change by adopting new technologies and processes. These incumbents often see their position as secure and change as risk. Avoid status-quo oriented technical managers. The President's CIO/CTO will need to assure presidential level access to the information systems operated by the pentagon and intelligence communities.Growing Opportunity, Program Scorecard/ROI and Cutting Cost:Business opportunities and growth are often facilitated by technical capabilities and innovation. With a solid and extensible foundation of technology framework, new programs, private sector partnerships can be implemented efficiently with complete transparency. Using a program development factory model that leverages process automation with program dashboard feedback and control, your administration can institute a new generation of efficient program on boarding, governance and administration.It is well known the waste found within government programs. I've heard personal accounts from Homeland Security employees regarding the level of mismanagement of resources and funds.Leveraging a structured program management information systems for storage, query and retrieval performance, program scorecards provide the administration with decision making information. Program scorecards make possible structured comparative Returns On Investment (ROI) assessments of historical and real time program performance. Program ROI is a primary input in the budgetary planning process. Each program defines goals, dependencies, risks, delivery dates and costs at a project milestone level of granularity. Project milestone status toward goal achievements are tracked and reported regularly. This program project level management system can also be leveraged to identify redundancies across programs which drive consolidation and cost savings. This leadership team will work with key thought leaders and Universities (eg -MIT, Stanford, University of California, University of Chicago, etc) that have proven leadership in technology innovation to reform the US Govt programs and systems. The result is a blueprint of an integrated technology platform, principles, methodologies and best practices that can be replicated across all agencies at the federal and state level. Create a Govt campaign to "ELIMINATE PAPER AND STOP KILLING TREES". If paper must be used, leverage recycled paper only. Every citizen facing Govt system needs to leverage the latest in web 2.0 and 3.0 technology interfaces. Interdepartmental communication and collaboration likewise must leverage these technologies.Technology Corps:Leverage summer internships to recruit gifted and dedicated students from across the country to develop a Technology Corps workforce. The Tech Corps will also foster on the job training and knowledge transfer from technology leaders to the next generation of technologist and engineers. Students will receive scholarships and credits to be used toward loan payments.Implementing Evolutionary Change:Do not underestimate the scale and scope of the problem and the need to apply technology as a key tool. Technology alone is the least difficult challenge though. The natural resistance to change for fear of loss is a far greater barrier to progress. Federal employees will fear for the loss of their jobs at a low level. Contractors will fear the loss of lucrative contracts at a high level.Continuous Communications:The campaign has masterfully leveraged the internet and sms technologies to provide unprecedented levels of outreach and communications to voters. In the years ahead, there are ways in which this outreach can enhance the building of distributed yet federated local support groups.
