Although the use of electronic devices to control people are pervasive in law enforcement and the intelligence community, the most effective controls over Americans are still propaganda, half-truths, and lies. In fact, Americans are so anesthetized toward a crisis that panic sets in immediately like chicken little, the oft used character the conservatives call on when they are telling lies. The lie is being used today to promote all manner of things: war against Iran, the economy ("the fundamentals of the economy are healthy." No, they are flawed and will be flawed as long as policymakers promote the myth of the "free market" economy.), and consumption taxes.
Oregon is reported among a growing number of states exploring ways to tax drivers based on the number of miles they drive instead of how much gas they use, even going so far as to install GPS monitoring devices in 300 vehicles. Have these folks not heard of mass transit? Well, apparently so, because if sustainable mass transit systems were implemented, then they too would cut into tax revenues that feed the salaries of politicians. Well, here's an idea, let's get rid of salaries for officeholders because their maintenance budgets (which are rarely reported) are insanely bloated. There's too much funding going into the road construction cartel. Americans would be better served by an integrated mass transit system. That's policy to fight for.
