It's part of the House Bill. Now they vote on the Republican alternative for health care reform. That will fail. Lastly, they'll vote on the majority's bill, which now includes the Stupak anti-abortion amendment - and that will pass!!!

Technically, they only need a majority vote. That means 51 votes (there are a total of 100 Senators). We have 58 Democrats and 2 Independents that supposedly vote with the Democrats. So, technically we have enough votes in the Senate to pass a bill.
BUT.
There is a Senate rule that allows the minority party to filibuster, or delay bringing the bill for a vote for an unspecified amount of time. The Republicans use this filibuster procedure to deny the chance for bills like the health care bill, to be brought to the floor for a full vote.
In order to defeat a filibuster and bring the vote to the floor, the party wanting the vote needs 60 votes.
Therefore, in this case, the Democrats actually need 60 votes to defeat a Republican filibuster, and then they need 51 votes to pass the bill.
Lieberman is one of the 2 Independents who claim to vote with the Democrats. He has already come out and said he will NOT be one of the 60 votes Democrats need to allow the bill to be brought to the floor for a vote. So that is a little glimpse into the problems in the Senate. Getting to 60 votes is the issue.

I would not care to have a relationship with a person of your character. You seem to oppose self responsibility, self reliance, and doing the right thing. I am so tired of you on the left preaching the right of the women. What about the right of the child. What about the right of the unborn child.
If a women does not want to get pregnant then she should not be involved sexually. Abortion is an easy way out for someone being irresponsible. In the few instances where it does endanger a womens life or it was out of rape or incest then yes it should be allowed.
Then some of these Congress women stating that it will impact low income women. Well again, if you cannot afford to have a child then they should be responsible

Once there was a boy
who liked to tell everyone else how to be
He liked to preach ideology
to everyone, especially where the ideology was not wanted.
To those he preached his zealotry (which was not based in any Gospel or other religious creed) the question did occur. Was this boy, at the very least, paid for his repetition. I so hope the answer is yes, because the alternative is that your heart is lonely and since I do not know you personally, I can offer you little solace.
Friend, I hope you find a better way.

Isack--
As a woman, I can tell you Thank Goodness this bill passed!
... the amendment was a diversion and Congressman Stupak got stuck in the diversion current (unfortunately, thanks to some of America's Catholic Bishops). Obviously, I can only speak for myself.... but this woman is very tired of GOP lead diversions.
What is truly wonderful about this bill though is that one Republican decided NOT to simply hold the tail of the elephant in front of him, but instead decided to use his own head to do his own thinking.
(President John F. Kennedy once said "You have all seen elephants in the circus, and you have seen how they grab the tail of the elephant in front of them, and they pull themselves around that way." --- well, this was not true for one tonight.

this amendment is horrible and goes further than the existing Hyde amendment already in place. This amendment says that there will be no insurance available to women to choose that would cover abortion. Even if they pay with their own money. Monday I start my calls to the Reid to not only get the Senate bill out, but to strip this amendment out in conference.

Honestly, if I were predisposed to a Republican ideology, I'd be scared out of my mind after listening to them today. They were off the hook fearmongering. Death panels, rationing, job killing, Pelosi takeover, government in my doctor's office - it would be overwhelming if it were all true.
So I don't blame Republican voters out there who are freaking out. The Republicans have been peddling fear in a massive way today - and for the entire summer for that matter. It has to get to their voters after a while.

So maybe we have a chance to get 1 Republican (not Tea PArty), to vote for the Democrat's bill!

Regarding Stupak... we must remember that every one in the democratic party is not pro-choice. That does not make them an enemy of the party. If the language goes beyong the Hyde Amendment, I have no doubt it will be adjusted during conference. Pelosi had to do this to get the bill passed. This is not the end of the debate.

THE MOTION TO RECOMMIT |
Report to Admin
Reply
By
Marbwi
Nov 7th 2009 at 10:46 pm EST (Updated Nov 7th 2009 at 10:46 pm EST)
THE MOTION TO RECOMMIT
After the third reading of a bill (or resolution), but before the Speaker orders the vote on final passage of the bill (or resolution), a motion to recommit the bill, either with or without instructions, to the committee which originally reported it is in order. (Rule XVI and XVII) This motion is traditionally the right of the Minority and gives them one last chance to amend or kill the bill. Under the Republican changes to the rules of the House incorporated at the beginning of the 104th Congress, the Rules Committee may not report a special rule that denies a motion to recommit with instructions if offered by the Minority Leader or his designee (Rule XI, clause 4(b)). There are two types of motions to recommit under the rules of the House:
If the motion to recommit is without instructions, adoption of the motion has the practical impact of killing the bill without a final vote on its passage. In other words, the House has said, "send it back to the committee from whence it came. We don't want it as it is." The motion is not debatable if it does not include instructions.
If the motion to recommit is with instructions, the originating committee to which the bill is returned is bound to follow those instructions. Usually the instruction is for the committee to "report the bill back to the House forthwith with the following amendment." The text of the amendment is then given in full. In effect, this is a last chance for the Minority to make a germane change in the bill. The motion to recommit with instructions is debatable for 10 minutes, equally divided, but not controlled (which means neither side may yield time) between the proponent and the opponent, although the time may be extended to one hour at the request of the Majority Floor manager. If the bill is recommitted with such "forthwith" instructions, the bill is immediately reported back to the House on the spot with the amendment, the amendment is voted on, and the House proceeds to final passage of the bill. The bill does not disappear into some legislative limbo as some seem to think. It either is killed (by adoption of a straight motion to recommit without instructions) or comes immediately back (by adoption of the "forthwith" motion to recommit with instructions).

The motion to recommit is the prerogative of the Minority party. In order of priority, the Minority leader and then Minority party Members on the committee handling the bill, by seniority, have the right to offer the motion. They "qualify" to offer the motion if they state that they oppose the bill, at least in its current form. The Member who qualifies and offers the motion should also vote against final passage of the bill if the motion to recommit fails.
It is also worth noting that a motion to recommit need not instruct that an amendment be adopted. The motion may also direct that further hearings be held, or that an investigation be conducted and that a report of that investigation be made to the House, so long as the instruction is germane to the bill as amended. However, in the case of such general instructions, the committee cannot be required to report the bill back to the House forthwith, although it is certainly not precluded from doing so.

Biography:
Anh "Joseph" Cao was born in Saigon (now Ho Chi Minh City), Vietnam.
His father, an officer with the South Vietnamese Army, was imprisoned by the Communists.
Joseph first arrived in New Orleans in 1992;
...left to earn a Master's degree in philosophy from New York's Fordham University, returning to Loyola University to teach philosophy and ethics. As he prepared for priesthood, his faith was strong.
However, his confidence in government's ability to care for those in need weakened by the day.
Before long, Joseph ended his quest for priesthood in a personal crusade for social justice.
Rest of the story.......

Wonderful!
I've been here for hours, glued to this site with another screen on NYT & a third screen on Huffpost. Huffpost was quicker to report than NYT!!
A historic step in every sense. NOW if you think this was ail biting, the Senate will be worse. But I think it will pass there, maybe with a few unpopular changes, but getting it though will be the real victory.

tonight. Just think about it. Had we not won NY-23 and the CA race on Tuesday, we might not be looking at a passed bill. When you look at the Democrats that voted no, those two new pick ups were very important which is exactly what David Axelrod told Andrea Mitchell last week. They thought it was quite silly, to compare to House seat pick ups to two governorships lost, but I guess they will see the importance now won't they?

Mr. President
2 years ago you would never have heard me say...
"I am a Democrat"
Sir...you not only opened my eyes but opened my ears to LISTEN...to pay Attention..."
And the more I did, the more I looked into the real facts instead of the rhetoric...
I learned..I'd been had...I'd been fooled..I'd bought into the pull the wool over their eyes crowd..
So Sir..I see your balance...
I understand your pragmatism
I see the real radicals

*Urge him to set a time frame like Pelosi, she had her team working at nigh and the weekend. Reid needs to take notes from her, and cancel some vacations, and work night times.

He had an amendment that didn't get to the floor. He was strongly in favor of single payer. He didn't vote for the stimulus either. It wasn't big enough. He's left of most in the House.

Yeah - disappointed in Kucinich that's for sure. I'm not thrilled about the abortion amendment (to say the least) and some other things but I'll take what I can get. It was pretty scary that the vote was so close...very annoying that Kucinich was a part of it.

Why would anyone want to fight Dennis Kucinich?
Why do men invent? Why do humans think? Why do we dream about going to Mars? Those folks don't recognize limits. Representative Kucinich has a such voice we need to hear.
That does not make him right. But it does mean we need to give him the courtesy of a listen.
Now.... please don't mistake me. I am neither utopian, nor visionary.
Representative Kucinich envisions a Country in which we can be true to every word in Matthew 25:35.

And the package even had provisions of his in it!
I'm sorry but he's not trustworthy.
He's the Ralph Nader of the Democratic party and for me personally that is not a good thing in the slightest.
Ralph Nader gave us four more years of George Bush.

Statement from Cao:
"Tonight, I voted to keep taxpayer dollars from funding abortion and to deliver access to affordable health care to the people of Louisiana.
"I read the versions of the House [health reform] bill. I listened to the countless stories of Orleans and Jefferson Parish citizens whose health care costs are exploding - if they are able to obtain health care at all. Louisianans needs real options for primary care, for mental health care, and for expanded health care for seniors and children.
Today, I obtained a commitment from President Obama that he and I will work together to address the critical health care issues of Louisiana including the FMAP crisis and community disaster loan forgiveness, as well as issues related to Charity and Methodist Hospitals. And, I call on my constituents to support me as I work with him on these issues.
I have always said that I would put aside partisan wrangling to do the business of the people. My vote tonight was based on my priority of doing what is best for my constituents."

One GOP Vote?
Josh Marshall | November 7, 2009, 9:36PM
Rep. Anh "Joseph" Cao (R-LA)Roll Call reports that the House Dems may be able to pick up one Republican vote for the health care bill: Rep. Anh "Joseph" Cao (R-La.) A former Jesuit seminarian, the Dems move to allow a vote on the pro-life "Stupak amendment" appears to have been key for Cao.
But also remember Cao's political position.
He was elected in 2008 in an overwhelmingly Democratic and African-American district in New Orleans. And the only reason he was able to do so is that he was running against Rep. Bill Jefferson (D-LA), who at that point was under indictment but not yet convicted of various public corruption charges, the most well-known of which was tied to that notorious $90k found in his freezer. To understand Jefferson's political position at that point, remember that the crux of the accusations against him first surfaced in 2005. So despite his popularity and strong political base at that outset, his constituents had had three years to absorb the seemingly overwhelmingly evidence of his corrupt acts.
Cao's ability to hold that seat against a non-indicted Democrat seems highly questionable. It went 75% for Obama. And the White House has been in close touch with him through the day. An aide tells Roll Call, "Rahm is going all in to get him."
Those would be some interesting conversations to listen to.

This is a great step forward, but we know that we have a long ways to go and we must continue to fight. Both of my Senators from North Carolina will be hearing from me constantly until the Senate pass their version of the HCR bill.
Great job by OFA. I hope Ed Shultz and others realize that a President does not have to take names and kick butt in order to get things done. He just need to be persistent in reminding the Democrats that he was elected to bring about meaningful change to our great country and let them know that as long as they work with him he will support them.

It was too good to be true. The trolls will not allow us to have our moment of joy. Why do they hate America and its democratic system? We lived with Bush and his incompetence as well as his administration for eight years and did not try to bring down his administration even though they trash America's image, made the gap between the rich and middle class even wider with tax cuts for the most wealthy, promoted shipping jobs overseas instead of providing incentives for companies to stay in America and took in to a war which was not necessary (Iraq).
Will the trolls please stay the GNOP websites and blogs and leave us alone as we try to straighten out Bush's and Republicans' mess of the last eight years?

My rep, Chet Edwards voted no. McCain won here with about 65% of the vote to Obama's 35%.
Unfortunately, Chet barely won his election. Since the bill passed without his vote, I am ok with his no vote if that is going to help him win against the republican in 2010. If he was the deciding vote, I'm not sure what he'd have done, but I have to hope he would have voted for it.
I plan to work very hard to help Chet get re-elected. I hope people will think carefully about the big tent strategy and be careful about criticizing the blue dogs. If we can make the debates always center on democrats vs. blue dog democrats in deciding what bills look like, the country will be much better off than democrat vs. republican debate. The blue dogs need to become the leadership of the new republican party that replaces the idiots like Boehner.
Signing Off... it has been a very long day! |

I was more nervous today than on election day this past Tuesday. When republicans talk about how they were the big winners this week, remind them that our 2 new representatives (plus one republican) gave us the winning votes for HCR.
Before I go, I would like to highlight a couple of things that have happened in less than 10 full months on the job:
1. President Obama has become the Most Admired Leader in the World (according to Pew Research).
2. The USA moved from #7 to the #1 Most Admired Country in the World, and the #1 destination for 140 million people in other countries.
3. The USA has become the #1 Country Brand in the World, chosen for the first time in the polls 5-year history.
4. President Obama was awarded the Nobel Prize for Peace.
5. After inheriting a Great Recession, the Dow has surged from 6500 to 10,000, GDP grew for the first time in a year, the stimulus saved or created 1M jobs, and is on track for 3.5M total.
6. The House of Representatives just PASSED an historic healthcare reform bill; something that has eluded this country for 100 years.
Think about those things for a moment... now think about the other legislation that has passed (like the hate-crimes bill)... now reflect on all the garbage the media, pundits, and comics have said about this President lately.
Enough said... good night to all!
