Dr. Rice serves as a senior national security adviser to our campaign while she is on leave from the Brookings Institution in Washington, D.C. During the Clinton administration, Dr. Rice served in various capacities, including as the U.S. Assistant Secretary of State for African Affairs. She has expertise in, among other things, the national security implications of global poverty and inequality, transnational security threats, terrorism, weak and failed states, development issues, foreign assistance, post-conflict peace-building, the United Nations, and U.N. international stability and peace operations.
