Change from the Bottom Up Proposal
Dear Senator Obama, I believe in you because I believe in change, and I strongly feel that you are the best canidate to promote, inspire, and encourage; therefore, you have my vote. You have said that you will bring about change from the bottom-up. As an American citizen with some college education, I still fail to understand your economic proposals as a collective whole. In other words, your economic plans is not clear and detailed enough for me.Before the bailout was passed, I created this proposal as a detailed plan to strengthen America by simply empowering the heads of household. If the citizens of the United States of America trust you to become our President, then you must trust the citizens (or heads of household) as well. Because of this exchange of trust, my suggestions for

is historical and unpresidented. It will not cost the US government billions upon billions of dollars for the US citizens to experience some immediate relief. What I am proposing will resolve the issues of environment, economy, employment, health insurance, education, and so forth. If I were president, then I would give a $ 1,000,000 government card to the head of each household meeting the following criteria. This give the heads of household purchasing power regarding issues of high priority as prescribed in this proposal. May this proposal serve as an example of a plan in which every day citizens can see its purpose, recognize the issues of its importance, experience and economy thriving with millions of job opportunity, begin to realize how a resolution for one issue may very well be a solution for all the others through interconnectedness, feel their confidence rekindle in the US government, know a serious deposit has been established in their children’s educational savings account, have pride in knowing globally that American policies are revolutionary and paradaigm-shifting, observe the US government going far and beyond in creating a city or cities for veterans’ acclamation back into American society, proclaim that American immigration policies examplifies that which is missing all other countries, witness how a strong American economy can provide a blueprint for shelters & food & transportation & other aid to countries suffering from natural disasters, etc. Naturally, there are some questions with this proposal, such as where will funding for this proposal come from and how will the economy be impacted if every citizen has her or his medical insurance, home, and automobile completely paid for? Regarding the first question, I guestimate that their are no more than 200,000,000 heads of household in the US. Therefore, to use $ 200,000,000 from the bailout out plan is just a drop in the bucket to financial this proposal or you can simply find most of those who are responsible our clumbling economy and seize their funds, property, and other assets to sell in order to come up with the $ 200,000,000 needed for this proposal. Regarding the latter question, I do not know because its way beyond the scope of my intelligence and knowledge. It is my belief that the following which is highlighted in BROWN will bring you overwhelming bonus points with voters. As a citizen of the United States of America, it is easy to complain; however, it is much more difficult to conceive solutions for our pressing issues. I also feel that this proposal impacts heads of household earning less than $ 250,000 a year. If anything in this proposal in use as a possible remedy for any issues described in this proposal, then I would like to request a letter of recommendation typed and the other hand written by you Senator Obama and some help with my student loans when you are President of the United States. I.
Head of Household.
A. Must be a US citizen by birth or naturalization.B. Must have a record of paying taxes to United States IRS.1. At least 2 years record of paying taxes.C. Must not owe IRS any money in taxes.D. Must be debt free with the exception of 1. Mortgage2. Student Loans3. Car paymentE. Must not have had any felonies or convictions of any type.1. First DUI does not counted as felony.F. Must have a bachelor’s degree.1. By June 1, 2012G. Musr pass a mandatory drug test1. From January 1, 2009, a monthly drug test is required til December 31, 2017
II.
Juniors and Seniors in High School
A. Must meet all the criteria in I.B. Guidance counselors will provide the guidelines for becoming head of household.C. Must work with guidance counselors to have a plan on obtaining a bachelor’s degree by June 1, 2012.
III.
Disqualifications that will prevent US citizens from having the $ 1,000,000 Government Card and/or revocation.
A. Not US citizen by birth or naturalization.B. Having no record of paying taxes to US IRS for at least 2 years.C. Owing IRS money for previous taxesD. Having debt other than mortgage, student loans, and car payments.1. credit cards2. phone bills3. electric bills4. and so forthE. Any claim of bankruptsy between January 1, 2009 and December 31, 2017.F. Receiving a felony or conviction.1. Second DUI is a felonyG. Failure to obtain a bachelor’s degree by June 1, 2012.H. Testing positive on any monthly drug test between January 1, 2009 and December 31, 2017.I. If a child fails any grade between 1st and 12th due to a nonexisting medical or mental condition during the New Administration
IV.
Veterans
A. Build a new veteran hospital in an isolated, where the first ever veteran town will be built.B. Build a community to house the veterns’ families in order to give the wounded soldiers the emotion support that they need to go through rehab or on the road to recovery.
C.
Defer or stop payment on mortages of veterans’ homes until the veterans are ready to reenter the workforce. Under no circumstances whatsoever will any veteran and service member lose their home. –
THIS IS A PROMISE
D. Provide job education and training in this new veteran community for integrating back into the workforce.E. Give veterans first dibs on new jobs created by the New Administration.
V.
What the US Government Need to have in Place by June 1, 2012 before the the $ 1,000,000 Government Card is Issued
A. Laws prohibiting the selling of traditional gasoline-fuel-based cars in AmericaB. Laws prohibiting the manuafracturing of traditional gasoline-fuel-based cars in AmericaC. The equivalent to gas stations for electric cars, solar cars, and so forth1. The number of these stations can either be government owned and privately owned.2. As an incentive, offer oil companies the opportunity to invest in these stations in order to share the financing-a reasonable size tax cut for companies investing therein.3. These stations are to be dispersed though the United States of America Grid according to population demograhpics.D. Create government factories that will store all traditional gasoline-based-cars, where they cars are converted into the new environmentally sound (0% carbon moxide transmission into the atmosphere) cars.
Provides New Jobs
. 1. Foreign auto manufacturers must make cars that are environmently sound (0% carbon moxide transmission into the atmosphere) in order to be authorized to sell cars in the United States.2. The foreign car manufacturer must give us (US government or domestic car manufacturing plants of foreign cars) the permission to convert their foreign traditional gasoline-fuel-based cars into environmentally sound vehicles3. The US government will collect all traditionally gasoline-fuel-based cars, convert them, and give them to China for free due to our debt to China. China pays only the shipment cost from US to China.a. US government will help China switch out and convert all it automobile factiories into environmentally sound factors.b. I am ignorant of our relationship with India, but it would be necessary to do something with India similar to what I proposed with China.c. It does not do the environment too much good if the US is the only one getting rid of our current hazzardous vehicles. An individual that is highly skillful and professional at these types negotiation is needed, and I believe the individual is you.4. Car owners will turn in the vehicles to car dealerships. The car owner will be given the equivalent vehicle as what was turned in. The owner will pay off the remainder of the old vehicle in addition to a shipment fee in order to ship the traditional car to the government factories for conversion processing.a. The shipment fee consists of the following.1. the actual shipment fee2. car’s conversion fee (which will finance a significant portion of the cost of the previously specified factories.3. when the Government Card (GC) is used for this automobile transaction, a fixed fee amount automatically gets deposited into the government bank or treasury4. Example: I have a 2004 Toyota Camry, which cost $ 25,000. I put $ 7,000 down, and my monthly payment are $ 300. For the last 4 years, I have paid $ 14,400; therefore, I have paid all together $ 21,400, which lead me with a balance of $ 3,600. When I go to swop my traditionally own vehicle with the environmentally sound car, my Government Card (GC) will be charges $ 3,600 for my balance $ 6,000 goes back to the governmeent for converting my old vehicles, and $ 500 for shipment for instance. The car dealership never sees or receives the government’s $ 6000 because of how the card is designed and programmed. 5. this concerns only the number of vehicles the head of household is legally responsible for6. addition vehicles can be purchased with the Govenment Card (GC) only after the following is done.7.
The head of the household has now one less stress or burden to worry ahout
.5. E. All parking garages, mall parking losts, and so forth are to be outfitted with the solar and electrical technology to accommodate the environmently sound cars.

VI.
Housing Market.
A.
Once the primary source (cars) of global warming is resolved, then home owners will first install solar paneling and/or other alternative energy conservation methods and technologies to their homes. I do not know for sure, but I believe is cost approximately $ 30,000 to make these conversions. Government agents are need to approve the Government Card transitions

Provides New Jobs. Naturally, this helps stimulate the economy

The Government Card is authorized to pay for the total cost of these conversions.
2.
The Government Card will not pay for alterations to increase the value of the homes
3.
The Government Card can be use for home repairs (Must show the government agency that regulates the Card’s use with adequate proof of need repair) only and only after the following conditions are fulfilled.
Conditions
:
a.
20 years of medical insurance payments are to be paid at once (1 single payment that covers the medical insurance policies for 20 years) with the Government Card for every member of the head of household’s family. (Insurance companies must furnish either a bracelets, dogtags, or ID medical card)
b.
Head of household with children must establish a trust and put $ 100,000 for each child in the trust for education. Once the trust is establish and the moneys are deposited. The parents are prohibited by law to touch this money unless children accidently die from accidents or disease.
c.
20 years of life insurance payments are to be paid at once (1 single payment that covers the life insurance policies for 20 years.)

After these conditions are met, then only then can the head of household purchase her or his home with the remainder of the balance on the card.

The remainder of the funds are strictly used to food, an additonal vehicle corresponding to your income level, and an additional house also corresponding to your income. Whether it is a house and/or, it must be paid in full. Your level of income earning will determine the range for houses and cars you can buy.
6.
With every transaction made with the Government Card, there is a 20% tax paid on the transaction amount because the government provided this $ 1,000,000 Government Card without its citizens paying any tax. Therefore, the actual value of the Government Card is worth $ 800,000.

With what I have proposed so far, the head of household is free from:
a.
paying car payment
b.
paying home conservation-innovation conversions
c.
paying children’s education
d.
paying for medical insurance for the next 20 years.
e.
paying for life insurance for the next 20 years.

With what I have proposed so far, the head of household contributes to:
a.
drastically slowing global warming
b.
our children environmental and educational future
c.
setting a trend for other countries to follow
d.
many new jobs created in the workforce

repaying our debts to China and other countries

Domestic Issues
A. The morning after Hurrican Gustav pass through Louisiana, CNN played Louisiana’s governor providing guidelines and instructions for an orderly re-entry. I have never been so impressed by any politician as the man. I was impressed not because of the man, but of the plan governing re-entry because the second time, he and his official got it right. As President, the US citizens and I need you to have such plans available for fires in California, flooding throughout various regions of America, ....B. All new school building whether elementary, jurior high, or high school are multi-levelsC. Classrooms with automation equipment are prohibited from being on the first flood due to flooding from hurricanes and severe raining.D. Power generators are all located on the roofs.E.
VIII.
Immigration
A. Before visas are issued out, a $ 3,000 deposit per adult is taken by the American Embassy in that country. The deposit is returned when the adult individual returns as expected. If the adult individual does not return when expected by visa terms or the visa extension terms, the that individual forefeits her or his deposit.1. The deposit is then used to help absorb the costs associated with immigration.2. The deposit can also be used to fly the individual back to her or his native country if hospitalization extends beyond the visa exit date.3. Whatever amount you recommend to Congress, it must be consistent or the same amount for every single foreigner regardless of which country she or he is from.B. All foreigners visiting the US solely for vacation, must provide proof of medical insurance company.for a year’s time.1. It is our American Embassy personnel’s job to verify the insurance. If insurance is a GO, then it is in order. If not, then visa is denied for lying, and the requestee must wait 6 months before reapplying.2. If the foreign individual can not offer this proof of medical insurance paid up to a year, then she or he must purchase medical insurance from an American vendor for at least one year. The full amount is to be paid all at once before receiving the visa.3. The foreign individual must sign a wavior, which states that the United States of American has the permission to fly the individual back to their native country if hospitalized. The deposit can and should be used for this.C. A law should be made regarding foreigners having babies in America. Just because foreigners are on vacation and have a child here in America, does not give the parent(s) the legal rights to become a legal residence. 1. The baby is given an American birth certificate and social security number.The baby can come and claim its American citizenship after reach age 18 and having aquired at least a bachelor’s degree or serve 4 years active duty in the US Army once successfully passing the ASBAV test in English.2. There should be a document signed the foreign couples who a granted visas when the woman is expecting. It should state that although my child is born in the USA during my visit, I will return to my country of origin.3. In order to avoid this scenario all together, the American Embassy has its doctors to confirm whether of not a female is pregnant. If results are negative, then visa is to be granted. If found positive, then visa is to be denied.D. If American citizens opposite anything of what I have specifically laid out here, then they must all agree to pay higher taxes to combat immigration issues.1. It is not the reponsibility of the United States of America government to pay for the hospitalization of foreign individuals whether for the individual or child of the individual.2. Because of past and recent evernts concerning hospitalized foreign individuals, it is best that the protocol presented here be implement to avoid social pressures of conflicting feelings among Americans. It is already bad enoungh the we have an array of issues dividing citizens of this great country. I do not need any more.E. I also encourage that American citizenship should be granted to current illegal immigrations and foreigners of non-Eastern countries for enlisting and serving in the US Army for a minimum of 4 years. Of course, they must pass the ASBAV test in English.
IX.
Foreign Policy
A. Act upon my suggestions regarding sending China and India the traditionally gasoline-fuel-based cars that have been converted to environmentally sound technology.B. Act upon my suggestions regarding immigration and make these laws universally global in order to demonstrate unity and equality among a countries.1. Twice, I have had my money stolen while in Europe. If I would have given a $ 3,000 deposit to my entry country’s (Visas are not required for American citizens visiting most countries for under 90 days) consulate, then I would pay a fee for just wiring the money from the country’s consulate to the bank or Western Union closest to me.2. What we expect from foreigners to do for visiting the USA, we, Americans , must do the same. Double standards are unacceptable; therefore See VIII – ImmigrationC. Carribean and Central America countries of mud slides, hurricanes, and earthquates.1. America forms a co-op with each individual country to build Noah’s Center.a. A naturally, geographically sound location where several relief centers are built and established.b. These relief centers are designed like Army barracks in Basic Training with latrines and washing-and-drying facilities.c. The numbers of these buildings in the various countries are based upon population size and demographics.d. The contain everything you would expect to find in Basic Training barracks, such as a bay of bumpbeds a wall lock, chest drawer, towels, wash clothes, shaving equipment, toilet paper, and so forth in order to prevent disease among many people living in such tight quarters. Towels, wash clothes, soap, shaving equipment, etc are hand out upon registering for emergency habitation due to projections of some natural disaster occurring or immediately occurring.e. Keep in mind, military basic training barracks are occupied from the second floor and up. The first or ground floor is opened up underneath as a communal area.f. These Noah’s Centers must have runways to airplanes to bring in aid (such as medical supplies and food) by air and helicopter landing strips for aid as well.g. When not in use, that country’s leadership is to provide a guard detail to secure that the property in the Noah’s Centers are not stolen and/or damaged.h. The Noah’s Centers are tightly packed together emergency communities, which has a huge cafeteria, barber ship, and other necessary service in promote healthy survival during times of crisis.D. Support all European Union policies that promotes peace. If citizens of the EU can obtain work permits and visas to come live and work in USA, then I one-for-one exchange is need. For example, if Johannes Schmeil from Austria obtains a work visa to live and work in America, then the American, John Doe, should be given an Austrian work visa to go and work in Austria. My girlfriend has been a licensed massage therapist for 20 years with a tremendous amount of education in the medical or clinical aspect of massage therapist. She desires to work in Austria just for a year in order to experience something new and different. However, she can not obtain an Austrian work permit to do so. Even though she does not speak German, it should not be held against her because most Austrians speak English. Therefore, a one-for-one work visa permit exchange for qualified professionals. E. Promote foreign exchange student programs between US and other countries for high school student.F. Federal Aid or Student Loans should be available for any student entering into a master’s program to spend a little time in another country to help globalized education and perspective since the world’s economy is global.G. In cities of countries where extreme flooding is becoming more and more frequent, technologies to catch and clean flood waters must be implemented in order to provide more drinking water, watering crops, etc.1. I do not remember off the top of my head the scientists and organizations that have figured out how to grow vegetables in caves here in America. This technology must be duplicated and implement in third-world countries. Water catch and purified from flooding may play a role in this pursuit.H. Teach cave vegetable growing to third-world or underdeveloped countries.I.

The Other Things of Consideration.
A.
For those who use the buses as public transportation, there should be benches and something sheltering those citizens from intense sunlight and rain accompanied with a cement base for those confined to wheel-chairs for easier access to bus services.
B.
For those who collect social security for disabilities, the local administrations should not take their social security away for educational pursuits. Educational pursuits act as a medium to offer employment opportunity outside of current disabilities. Thus, the disable will have a chance to reenter the workforce and pay taxes. Not until this occurs, should the disable be denied their social security. Hence, the disable should has rights to student aid without becing punished.
C. There should be tax statements supplied to food stamps recipients that are required to taxes. Many food stamps recipients’ financial situation change while collecting food stamps, so they contuinue collecting food stamps although they now have income. No one knows how much this costs the government due to no regulation. I know someone who was umployed.D. For those who have been found innocent after doing time because DNA testing was not available or existed.E. For those who have been arrested for protesting what they belienve should have the arrest erased from their records if the arrest violated the citizens constitutional rights.F. XI. XII.
