Welcome to this new e-group on barackobama.com for Washington state Obama delegates emerging from local precient caucus's on the path forward to the next round of caucus's. The following is my opinion about the administration of this e-group.

Sugest the new e-group have both a moderator on blog and moderator on listserver. a moderator has a duty to manualy approve each posting prior to electronic distribution commencing. It would also be great if you could find a third person for your mini-team. That third person would attempt to address the needs of Obama Delegates who do not have internet access. Fiftey percent of the general population of Washington stte does not have internet access. Obviously you can't try for one-on-one contact with these non-internet people. You would have to address them thru staged distribution. Encourage the people who have internet access to establish personal relationships with non-internet Obama delegates in their local precient, legislative district, county or social circle to relay information to/from your (our) e-group). next phase of caucus's is a team sport. The precient caucus was pretty much an "indivdiual" type of participation. For example: Suggest just a very general format for blog or e-mail content on the new e-group be enforced. For example: Request authors state explicityly...1) This information is relevant to L.D. caucus / County caucus preparation effort because of.........2) MEMBERS (by role) OF THE precient / l.d. / county caucus team who should pay particular attention are .....3) Content of this message is categorized as a) information only, b) action item stated, C) status update from field requested by such and such a date, 4) Author's contact information should be explicitly stated as barackobama.com screen name, e-mail addy, l.d. and precient location, and (optional) phone number.5) general media reference sources provided by hyperlink such as ....

The background and context upon which my opinion is based is continuous observationof other e-groups on barackobama.com since February 10, 2007. Most e-groups have a low level of participation and effectiveness. Most existing e-groups are open architecture with a bare minimum of administration, merely providing a bit of infrastructure.

It has been visible for some time that on other e-groups that average citizen participant is turned off by the volume (quantitiy) and relative content (quality) of e-mails circulated by listserver.

Given that the task at hand is preparation of Obama delegates for the next round of caucus's commencing in April 2008 and thereafter, I suggest a project oriented and steered focus to our submissions to this e-group. In other words, if the infrastructure is formated as a open general free-for-all then there is not any reasonable expectation that this new e-group will be any more effective than prior e-groups.

Additionaly, would like to see prominent posting on the welcome page of additional resources and how to access them electronically. This is due to inherent limitations of present barackobama.com infrastructure capabilities. We cannot post files here, and sometimes hyperlinks are corrupted (mangled to the point they are non=functional).

Would also like to see volunteers offer more detailed Point of Contact information in whatever tiered access distribution they see fit.

I am Obama precinct 208 chairman, largest in Whatcom county. I have 13 delegates and 13 alts. I need to keep apprised of activity to co ordinate them. Only 3 have no email contact. We need to preserve the activity for Obama in WA State.
