We refer to Lisa Lindo, National USCAN Administrator e-mail dated February 22, 2009, and wish to inform that we’re highly pleased that you (National Council for Obama's Angels - Headquarters, SLC - Utah) embark on the empowerment of the less privileged across the globe. It’s a responsible decision you’ve made. We’re readily available to partner with you and follow through. We fully share and support your initiatives, the Obama administration for its supportive/determination engagement in helping to bring about more positive outcomes, especially in the areas of rule of law and due process for the economic and social development of The United States of America and the world at large. We encourage the structural reforms that support the acceleration of economic growth and the full development of human capital resources. In Africa, the central development challenge before us is the attainment of sustained high rates of economic growth more than double that of the population (about 400 million people, accounting for about 47 per cent of the continent’s population living in absolute poverty) so that meaningful advances towards poverty reduction can be realized. We’re aware that effective mobilization of funds depends on a system of good governance being in place, especially the laws and regulations that protect the public interest without impeding unnecessarily private initiative and a judicial system that protects property rights and guarantees fair and expeditious settlement of disputes.By encouraging the growth of a socioeconomic environment that promotes entrepreneurship and industry, good governance makes investment from both domestic and foreign sources more attractive.Poverty is obviously a fundamental obstacle to education, health and overall development, especially in the least advantaged nations i.e. Ivory Coast, and among the most vulnerable population groups, and that’s where your attention is mostly needed to promote solidarity. Once again, we welcome your initiatives towards the same in particular the beneficial effect it could have on socioeconomic development, the environment and the impact on the local populace in Africa.Human resources constitutes the backbone of the development and implementation of poverty alleviation strategies at all levels. Building human resources for poverty alleviation is influenced by many factors such as the burden of disease, social and economic conditions, gender issues, demography factors and the organization of the education system. All these factors will have an impact on the number and type of poverty alleviation projects personnel, and affect the financial resources devoted to human resources. We remain very optimistic!Jean pierres basseyPresident/FounderChange International (non governmental organization)P.o.box: 27 BP 1044 Abidjan 27Ivory Coast, West AfricaPhone: 00225 08288046
