This proposal is coming too late to ease *my* way through college, but as someone who's delayed buying my course books because I couldn't pay for them, I can attest that four thousand bucks really can make one heck of a difference.
Assuming, that is, that colleges and universities (especially the private ones) don't just raise their tuition by 4k to eat up the extra--I wouldn't put it past some of the big name private unis.

I'm in the same boat as you are, though I may be able to take advantage of the credit if it applies to grad school. The good news is some of the larger private universities are taking significant steps to reducing and eliminating tuition burdens on students. Next year, Cornell is eliminating need based loans for all students below a $60,000 income level, and Stanford will be tuition free or nearly so for students in similar income brackets. Granted, not all private universities have shown the same interest in student financial aid, but at least some are beginning the process.

ALL GOOD THINGS TAKE TIME. BARAK IS TRYING TO HELP. CONSIDERING THE WAY THINGS ARE RIGHT NOW, LATENESS MUST BE BETTER THAN NO CONCERN FOR OUR CHILDRENS FUTURE.I HAVE A COLLEGE STUDENT WHO HAD TO DROP OUT BECAUSE THE LACK OF RESOURSES. I AM A SINGLE MOM WITH VERY INTELLIGENT CHILDREN, WE ALL DO. iF BARAK CAN HELP MY 3RD CHILD SUCCEDE, WELL, NOTHING IS LATE. JUST NOT ON MY TIME SCEDULE. WITH THE MONEY TO HELP ALL CHILDREN, OUR FUTURE HAS A FUTURE.
