Can cutting taxes really save our economy?

I keep hearing people say, especially republicans, that in order to fix the economy, we need to cut taxes and I just don't see how that will help everyone. They are saying that "in order to fix the economy we need to put money back in the hands of taxpayers." Sounds good but that is not going to help everyone. What about the people that don't make enough income to pay taxes. Lower income people are as much a part of the economy as upper income people. In my opinion Tax incentives disproportionately distribute wealth to the upper rungs of our society. The majority of people are not on those rungs and thus it seems to be a clever way for tax payers to help themselves instead of doing the hard thing and helping others. This is just my opinion. Just for the record i don't really know how to fix all these problems that we are facing but the more of us that are debating this topic the better result we should be able to get. I really would like to see our country doing finically better. All of us.

FDR wondered how social security could pass constitutional muster, he was told to call it a tax. Same holds true for LBJ and the medicare tax. Low income people pay 10% of their income for these taxes, so how do Republicans say giving money to people that don't pay taxes. Nobody wants to keep people on the dole, but those Americans that work should have a decent life.

What is the cause of the problems of economy? The reply from GOP is that it is a good system, and if we pour more money (=tax-cuts) into the system things will be fine. But if too high taxes is the problem, why was USA economical prosperous during Clinton and why did the economy break down during Bush who cut down governmental founding and cut taxes for millionaires?
