To stop the commerce of the carbon credits through the States

in the "Save the Planet" issue I would like to focus on the market of the carbon credits internationally.
in most of the cases, taking present the actual financial crisis, the companies willing to invest in energy feel safer in investing in their country. this is because of several reasons:
political support, less costs, known territory, no administrative barriers with the banks, etc
All these happen in the companies that have a certain amount of liquidities that can use them in enlarging their business.
In the less developed countries, the great companies are equal to the medium or small companies in the industrialized countries.
this means that even the banks are not so developed, in some cases the banks are only a local business that operates and earnes money usually taking advantage from the lack of the competition through the different products that the banks offer.
imaging that in this country we have the possibility of producing renewable energy from the natural resources that the country offers.
the practice shows that the local companies collect documentation even from overseas companies in order to fulfill the requirements of law. if these companies take the contract of the concession from the state, they are in front of the fact that they cannot afford this business plan of investment. this because even from the banks.
the foreign banks do not enter in the market directly but through the local banks.
keeping present that the local banks finance an amount of 0.7 million for example if the company fixes a collateral of 1million, and even this in the best cases.
so, having the contract of the credit carbon in the hands, they are obbliged to sell it, as a licence, to the credit carbon market operators.
maybe they report that the energy plant from renewable resources is in operation so the carbon credits are used from an heavy energy in an industrialized country that burns carbon and destroyes the enviroment.
I think that market, that ultimatelly has reached the amount of 20billion of USD last year, is stopping the World economy and is trying to create a greater gap through the different places.
what if the poor countries begin to develop?
after 20 years we will have developed countries with heavy industry that cannot be stopped in the environmet reason and developed countries that will begin the road of the industrialized states polluting the environment.
