Is History Siding With Obama's Economic Plan?By ALAN S. BLINDER
CLEARLY, there are major differences between the economic policies of Senators Barack Obama and John McCain. Mr. McCain wants more tax cuts for the rich; Mr. Obama wants tax cuts for the poor and middle class. The two men also disagree on health care, energy and many other topics.
Such differences are hardly surprising. Democrats and Republicans have followed different approaches to the economy for as long as there have been Democrats and Republicans. Longer, actually. Remember Hamilton versus Jefferson?
Many Americans know that there are characteristic policy differences between the two parties. But few are aware of two important facts about the post-World War II era, both of which are brilliantly delineated in a new book, "Unequal Democracy," by Larry M. Bartels, a professor of political science at Princeton. Understanding them might help voters see what could be at stake, economically speaking, in November.
I call the first fact the Great Partisan Growth Divide. Simply put, the United States economy has grown faster, on average, under Democratic presidents than under Republicans.
The stark contrast between the whiz-bang Clinton years and the dreary Bush years is familiar because it is so recent. But while it is extreme, it is not atypical. Data for the whole period from 1948 to 2007, during which Republicans occupied the White House for 34 years and Democrats for 26, show average annual growth of real gross national product of 1.64 percent per capita under Republican presidents versus 2.78 percent under Democrats.
That 1.14-point difference, if maintained for eight years, would yield 9.33 percent more income per person, which is a lot more than almost anyone can expect from a tax cut.

I'm posting this article not to disparage Cindy McCain, but rather to point out the hypocrisy of the Republican "attacks".
In this article, we have all the things the Republicans are trying to stick on Barack Obama. After I read this I thought, gee, someone should really be careful about the stones they throw at someone else's glass house. But wait there's more - how 'bout those McCain family values and the ethical test of alcohol taxes - oh wait, not when they affect your own interests.
Oh yeah, one more thing... Where was John McCain's flag lapel pin when he introduced his running mate. Sarah's flag lapel pin was HUGE! She must be more patriotic than Sen. McCain, eh?
So here ya go - drugs, mobs, criminal ties (family ties no less, not just guilty by association), lying, cheating, stealing..... and then there's Sarah Pilan. What was all that about with the bridge to nowhere? She said that she said "Thanks, but no thanks" - but is that what really happened? Nope - she was all for the idea in the beginning, she even accepted some of the funding. In March of this year, the project was so far behind that it was going to take an additional $239,000,000.00 to complete. She realized she didn't have enough to complete the project and it was unlikely that she would get additional funds, so she canceled it. It's just not the same as "Thanks, but no thanks". The duplicity of these people gives me the creeps.

Americans don't know a lot about the prospective Republican First Lady, apart from the crucial fact that she is a fabulously wealthy heiress to the Hensley beer fortune in Arizona. Recently they learned that she owns more homes than she or John McCain can enumerate. By the last count, Cindy McCain owns 10 homes. There is an apartment near Washington DC; two condominiums in Coronado, near San Diego as well as the one her father left her in La Jolla. She lives in a $4,700,000.00 pad on top of one of Phoenix's fanciest new luxury towers. She also owns holiday homes in the countryside near Sedona, Arizona.
Her vast wealth and many homes make it difficult for researchers to pin down certain aspects of her personal life and a Washington Post team of investigative reporters has so far turned up little of substance to embarrass the candidate before the November elections. The Hensleys have long been members of the Phoenix elite.

Obama Reaffirms His `Abiding Commitment' to Israel (Update1)

July 23 (Bloomberg) -- Democratic presidential candidate Barack Obama said he will protect Israel's security and strive to bring about a ``more lasting peace'' in the region as he embarked on the latest stage of his Middle East tour.
``I'm here on this trip to reaffirm the special relationship between Israel and the United States and my abiding commitment to Israel's security,'' Obama told reporters in Jerusalem today after meeting with President Shimon Peres. He said he hoped to ``serve as an effective partner whether as a United States senator or as a president'' in engendering peace.
The Democratic candidate is seeking to burnish his foreign- policy credentials with an eight-day tour of the Middle East and Europe. Polls show foreign policy is his weakness in the presidential campaign against Arizona Senator John McCain, the presumptive Republican nominee.
Obama, 46, arrived in Israel late yesterday after talks with political and military leaders in Afghanistan, Iraq and Jordan. The Illinois senator, on the fifth day of his tour, also met with Israeli Defense Minister Ehud Barak and Benjamin Netanyahu, the leader of the opposition Likud Party, before touring the Yad Vashem holocaust memorial.
``The main focal point of our discussions was the need to stop Iran from developing nuclear weapons,'' Netanyahu told reporters after the talks. ``He said he would never seek in any way to compromise Israel's security and this would be sacrosanct in his approach to political negotiations.''
Direct Diplomacy
Obama has worked to assuage concerns over his support for Israel and his stated willingness to engage in direct diplomacy with leaders such as Iranian President Mahmoud Ahmadinejad. Obama has said the U.S. needs to pursue ``direct and aggressive diplomacy'' with Iran backed by ``tougher'' sanctions.
The U.S. and its European allies accuse Iran of pursuing a nuclear weapons program; Iran insists its activities are peaceful and legal under the nuclear Non-Proliferation Treaty. Ahmadinejad, who has said he wants to see Israel destroyed, said today that Iran will resist pressure from world powers to halt its nuclear program.
``They said Iran has surrendered. They are mistaken,'' the Iranian president said in a speech broadcast live on state television. ``If the great powers think they can sit down and discuss Iran's rights and pressurize Iranians, such a thing won't happen in 100 years.''
Right to Exist
Obama, as well as expressing his commitment to Israel's security, has rejected the Palestinians' demand for the right of those who left Israel to return. He has said the U.S. shouldn't negotiate with Hamas, the Islamic Palestinian group that the U.S. and the European Union consider a terrorist organization, unless it recognizes Israel's right to exist. Obama also backs a plan that has angered Palestinians to move the U.S. Embassy to Jerusalem from Tel Aviv, though he says the matter should be part of negotiations with the Palestinians.
That issue is among the most contentious in Israeli- Palestinian negotiations and may derail President George W. Bush's goal of laying the foundations for a Palestinian state with a peace agreement before he leaves office in January.
``There's a lot of suspicion about Obama in Israel, a feeling he may be more sympathetic to the Palestinians than the current administration,'' said Gadi Wolfsfeld, a political scientist at Hebrew University in Jerusalem. ``They're looking for reassurances that U.S. foreign policy isn't going to change. People in Israel like George W. Bush.''
West Bank
Obama visited Ramallah in the West Bank this afternoon to meet with Palestinian Authority President Mahmoud Abbas and Prime Minister Salam Fayyad. He's then scheduled to travel by helicopter to the southern town of Sderot, which borders the Gaza Strip and was the main target of thousands of Palestinian rockets before Israel and Hamas struck a truce last month. He is to have dinner at Prime Minister Ehud Olmert's official residence in Jerusalem.
Obama will ``experience personally Israel's challenges and its promise in its 60th year,'' Susan Rice, Obama's senior foreign-policy adviser, told reporters in Jerusalem today.
At a joint press briefing with Peres, Obama praised the president's involvement in Israel's 60-year history, describing the country as ``that miracle that has blossomed.''
Peres returned the compliment, saying his greatest wish was for Obama to ``be a great president of the United States.''
Obama's visit to the Middle East coincides with political turmoil in Israel. Olmert faces a widening corruption probe and his political opponents have lashed out after he gave up five Lebanese prisoners to Hezbollah in exchange for the bodies of two Israeli soldiers.
Bulldozer Attack
There was a reminder of the region's wider security challenges yesterday when a Palestinian rammed a bulldozer into a bus and several other vehicles in Jerusalem, injuring 16 people before he was shot and killed by police.
While at Yad Vashem, Obama met and spoke with the Israeli border police officer who shot the Palestinian bulldozer driver, according to Robert Gibbs, Obama's communications director.
Obama is making his fourth stop on a seven-country tour that will take him later this week to Germany, France and Britain. While in Berlin, he is scheduled to give what his campaign aides called a ``substantive speech'' on strengthening the transatlantic relationship.

ACLU Challenges Unconstitutional Spying Law
In July 2008, Congress capitulated to the White House's demands and scare tactics by passing the FISA Amendments Act of 2008, giving the NSA even more power to spy on Americans without warrants than it exercised under its illegal surveillance program.
The ACLU is asking the court to protect the privacy rights of all Americans and declare the FAA unconstitutional.
Why the FISA Amendments Act is Unconstitutional The FISA Amendments Act gives the government nearly unfettered access to Americans' international communications. Government surveillance that sweeps up the communications of U.S. citizens and residents should be conducted in a manner that comports with the Constitution, and in particular with the Fourth Amendment, which prohibits "general warrants" and unreasonable searches. The FISA Amendments Act allows the government to engage in mass acquisition of U.S. citizens' and residents' international communications with virtually no restrictions. Our ChallengeHistorically, following a wave election like 2006, the majority party loses seats. In 1984, Republicans picked up 14 seats following an election when they lost 26. In 1996, Democrats picked up 9 seats after losing 52. In 2008, Democrats are trying to re-write the history books.
Our OpportunityOn the other side, there is a mass exodus of Republicans at a historic pace. 30 Republicans have decided to leave the House, the most in at least 78 years. Many of the seats are in competitive districts where the DCCC has recruited strong candidates.It is clear, Republicans are scrambling and demoralized.
Today, given the favorable political environment, the strength of our Frontliners, our strong candidate recruitment and voter enthusiasm for our message, the big story is that instead of just consolidating our gains, we remain on the offense. We are increasingly hopeful that we can not only hold our gains from last cycle, but grow them. We now anticipate 75 seats to be in play this cycle - more than twice the number of seats from last year.

Support Campaign Finance Reform: Obama supports public financing of campaigns combined with free television and radio time as a way to reduce the influence of moneyed special interests. Obama introduced public financing legislation in the Illinois State Senate, and is the only 2008 candidate to have sponsored Senator Russ Feingold's (D-WI) tough bill to reform the presidential public financing system.
Shine the Light on Federal Contracts, Tax Breaks and Earmarks
Create a Public "Contracts and Influence" Database: As president, Obama will create a "contracts and influence" database that will disclose how much federal contractors spend on lobbying, and what contracts they are getting and how well they complete them.
Expose Special Interest Tax Breaks to Public Scrutiny: Barack Obama will ensure that any tax breaks for corporate recipients - or tax earmarks - are also publicly available on the Internet in an easily searchable format.
End Abuse of No-Bid Contracts: Barack Obama will end abuse of no-bid contracts by requiring that nearly all contract orders over $25,000 be competitively awarded.
Sunlight Before Signing: Too often bills are rushed through Congress and to the president before the public has the opportunity to review them. As president, Obama will not sign any non-emergency bill without giving the American public an opportunity to review and comment on the White House website for five days.
Shine Light on Earmarks and Pork Barrel Spending: Obama's Transparency and Integrity in Earmarks Act will shed light on all earmarks by disclosing the name of the legislator who asked for each earmark, along with a written justification, 72 hours before they can be approved by the full Senate.
Bring Americans Back into their Government
Hold 21st Century Fireside Chats: Obama will bring democracy and policy directly to the people by requiring his Cabinet officials to have periodic national broadband townhall meetings to discuss issues before their agencies.
Make White House Communications Public: Obama will amend executive orders to ensure that communications about regulatory policymaking between persons outside government and all White House staff are disclosed to the public.
Conduct Regulatory Agency Business in Public: Obama will require his appointees who lead the executive branch departments and rulemaking agencies to conduct the significant business of the agency in public, so that any citizen can watch these debates in person or on the Internet.
Release Presidential Records: Obama will nullify the Bush attempts to make the timely release of presidential records more difficult.
Free the Executive Branch from Special Interest Influence
Close the Revolving Door on Former and Future Employers: No political appointees in an Obama administration will be permitted to work on regulations or contracts directly and substantially related to their prior employer for two years. And no political appointee will be able to lobby the executive branch after leaving government service during the remainder of the administration.
Free Career Officials from the Influence of Politics: Obama will issue an executive order asking all new hires at the agencies to sign a form affirming that no political appointee offered them the job solely on the basis of political affiliation or contribution.
Reform the Political Appointee Process: FEMA Director Michael Brown was not qualified to head the agency, and the result was a disaster for the people of the Gulf Coast. But in an Obama administration, every official will have to rise to the standard of proven excellence in the agency's mission.

Strengthen the Economy

Technology: Obama will encourage the deployment of the most modern communications infrastructure to reduce the costs of health care, help solve our energy crisis, create new jobs, and fuel our economic growth.
Labor: Obama will strengthen the ability of workers to organize unions. He will fight for passage of the Employee Free Choice Act. Obama will ensure that his labor appointees support workers' rights and will work to ban the permanent replacement of striking workers. Obama will also increase the minimum wage and index it to inflation to ensure it rises every year.
Home Ownership: Obama will crack down on fraudulent brokers and lenders. He will also make sure homebuyers have honest and complete information about their mortgage options, and he will give a tax credit to all middle-class homeowners.
Bankruptcy Reform: Obama will reform our bankruptcy laws to protect working people, ban executive bonuses for bankrupt companies, and require disclosure of all pension investments.
Credit Cards: Obama will establish a five-star rating system so that every consumer knows the risk involved in every credit card. He also will establish a Credit Card Bill of Rights to stop credit card companies from exploiting consumers with unfair practices.
Work & Family: Obama will double funding for after-school programs, expand the Family Medical Leave Act, provide lowincome families with a refundable tax credit to help with their child-care expenses, and encourage flexible work schedules.
