PHNOM PENH (Reuters) – The chief Khmer Rouge torturer formally apologized Tuesday for the deaths of more than 14,000 people at S-21 prison, the first Pol Pot cadre to accept blame for crimes committed by the regime 30 years ago.
"I am responsible for the crimes committed at S-21, especially the torture and execution of the people there," Duch told a U.N.-Cambodian court where he is charged with crimes against humanity and war crimes.
But the 66-year-old former math teacher said he was only following orders issued by the top Khmer Rouge leadership, and had feared for the lives of his family if he had disobeyed.
Duch is expected to be a key witness in the future trials of those also deemed "most responsible" by the tribunal for one of the darkest chapters in the 20th century.
The other four -- "Brother Number Two" Nuon Chea, the regime's ex-president, Khieu Samphan, and Ieng Sary, its foreign minister, and his wife -- have denied knowledge of any atrocities.

WASHINGTON – The federal government overpaid for stocks and other assets in attempting to help financial institutions last year, a government watchdog said Thursday, taking further issue with the beleaguered $700 billion rescue program.
Elizabeth Warren, chairwoman of the Congressional Oversight Panel for the bailout funds, told the Senate Banking Committee on Thursday that Treasury in 2008 paid $254 billion and received assets worth about $176 billion.
The figures were reached by extrapolating the results of a study of 10 government transactions, comparing the price paid by Treasury and the value of the asset at the time of purchase. Warren did not present details of the transactions the panel analyzed. A full report will be released Friday.
But we taxpayers will be getting a dividend on this 'investment', right?
In a bright spot for the rescue program, however, banks that received capital infusions from Treasury have already paid $271 million in dividends to the federal government. A Treasury official said Thursday that banks are expected to pay more than $1.5 billion in dividends by the end of this month. Among them is Wells Fargo, which received a $25 billion infusion. The bank announced this week it would pay Treasury $371 million in dividends.
I feel better now. We overpaid $78 BILLION, but are getting $1.5 Billion in quarterly dividends. We should have made up the loss in just over 52 quarters, which is about 13 years. Cool. I'm cool with that deal.

Army: Negligence caused soldier's electrocution
WASHINGTON – An Army investigation calls the electrocution death of a U.S. soldier in Iraq "negligent homicide" caused by military contractor KBR Inc. and two of its supervisors.
In a document obtained by The Associated Press, an Army criminal investigator says the manner of death for Staff Sgt. Ryan Maseth, 24, has been changed from accidental to negligent homicide because the contractor failed to ensure that "qualified electricians and plumbers" worked on the barracks where Maseth died.
The Green Beret from Pittsburgh died of cardiac arrest on Jan. 2, 2008. He was electrocuted while taking a shower in his barracks in Baghdad.
A spokesman for Houston-based KBR was not immediately available for comment.

WASHINGTON – Federal regulators on Wednesday charged a missing hedge fund manager with fraud, saying he misled investors and overstated the value of investments in the six funds by about $300 million.
The Securities and Exchange Commission won a court order freezing the assets of Arthur G. Nadel, of Sarasota, Fla., and other defendants in the case.
Nadel owed investors a $50 million payout, told his wife in a note he felt guilty and threatened to kill himself, according to the Sarasota County Sheriff's Office. The authorities believe that Nadel, 76, planned his Jan. 14 disappearance.
In a lawsuit filed in federal court in Tampa, the SEC said Nadel recently transferred at least $1.25 million from two of the funds to secret bank accounts that he controlled.
Two investment companies co-owned by Nadel, Scoop Capital and Scoop Management, agreed in a settlement with the SEC to injunctions and an asset freeze. They neither admitted nor denied wrongdoing.
According to Scoop Management's internal accountant, there are between 500 and 600 investors nationwide. Last week, many were told that the funds were empty. Sarasota police have been fielding inquiries from around the country and as far away as France.

This day has been aching to arrive ---I am so happy and see that so many people are anxiously overjoyed to have Barack Obama finally assume his role as PRESIDENT Obama!

American Express gets approval to receive $3.39 billion as part of government's rescue program
Primarily a credit card lender, American Express changed its structure to become a bank holding company last month. The change in status allows American Express to tap a wide array of government funding and lending programs, including the bank investment program.
The government program calls for the U.S. Treasury Department to receive preferred stock and warrants to purchase common stock in return for the investment. The preferred stock carries an interest rate of 5 percent per year for the first five years. It then increases to 9 percent after five years if the preferred shares are not redeemed.
What's the deal here? I pay my Amex bill on time and they charge participating vendors/merchants 3x the service fee charged by their competitors...
