Al Gore made an intriguing comment about the presidential election at the recent Web 2.0 Summit: "One of the reasons we were all thrilled Tuesday night is it was pretty obvious this was a collectively intelligent decision."

Obama’s innovation and tech agenda enables a new kind of surge – the surge of the social creativity and collective intelligence needed to solve our toughest problems, and move the US in the world from being part of the problem to being part of the solution.

As another bloger noted, “The Plan calls for citizen engagement in the work of federal agencies and demonstrates respect for the intelligence and expertise of the American people.” I would add:
