It's Time to Turn the Noise Down

Take the First Step

Senate Democrats and, eventually, House Democrats need to take the first step in passing health care insurance reform, including mandating coverage, reform the insurance industry, and reverse the cost curve. It is clear we can't get as much as we'd ultimately like, but let's get what we can now. There is plenty of time in the future to make improvements, especially when the insurance companies demonstrate their continued greed and unwillingness to help improve the state of the nation's health care industry.

Breakthrough?

Apparently, the select committee formed by Majority Leader Reid has agreed to a compromise to the public option which would expand eligibility for Medicare and Medicaid and, perhaps, create an independent, not-for-profit insurance company top provide health insurance similar to that available to members of congress and other federal employees. If true, this would be quite a breakthrough.

Need to Bridge Gaps

I encourage all to read the Congressional Record, which each day provides a transcript of speeches and other proceedings for the previous legislative day. The Congressional Record for Monday, November 30, in the Senate included the various speeches regarding the health care reform bill. In reading the speeches, one would believe the Democrats and Republicans were speaking of two different pieces of legislation. Where one sees white, the other sees black; where one sees up, the other see down; where one sees friend, the other sees foe. Almost all agree on the need for change, but the means to achieving the end are significantly diffferent and mostly philosophical. Why can't Democrats accept the need for tort reform? Why can't Republicans accept the need for some public option? Unless such gaps are bridged, there will not be the health care reform we need.

Seeds of Change Planted

The change we need and voted for just 12 months ago was never going to happen quickly. President Obama has planted the seeds -let’s nourish and tend to these things and watch them grow and mature. The 24-hour news cycle has created a need for instant gratification. The ever-present talking heads on radio and cable television thrive on controversy. They’re not willing to talk about – and for the most part are not capable of explaining – the details or complexities of policy changes. So take a breath and relax. If you want to help advance the Obama change agenda, write or call your Member of Congress and Senators. Tell them we need health care reform, education reform, energy technology programs and the other items President Obama has outlined to provide for the long-term needs of this country.

The legislation is not likely to be perfect, but it will certainly give hope to millions and it will serve as a solid base for future improvements.

This year's standard nearer assignments included Lucas Glover Wednesday morning; Mark Wilson Wednesday afternoon; and Steve Stricker, Tiger Woods, and Health Slocum on Thursday. Not a bad week's work.

We cannot allow pursuit of the perfect to impede progress. The president should announce a specific proposal and push strongly for enactment.

Respond to the Lies

I continue to hear opponents of health care insurance reform talk about the democrat's plan putting a government bureaucrat between a patient and their doctor. While this is blatantly not true, I don't hear a good response from the democrats. Wouldn't it be easy to at least point out that under the current system there is a health insurance bureaucrat standing between the patient and their doctor; one who is not only paid to say no, but whose career is often based on how often and how well they say no.

The Simple Truth

I am tired not just of the half-truths and lies from Republicans and Limbaugh Luddites, but I really wish President Obama and others would counter with some simple truths. Two examples: 1) opponents of the president have recently started to scare Americans about the rising deficit and debt, when the simple truth is that much of the problem stems from Republicans failing to pay for tax breaks for the rich, failed to budget for two wars, and allowed, through regulatory inaction, the financial mess Obama inherited; and, 2) when opponents of health care/insurance reform talk of 1,000 page legislative proposals, show the American people a sample page, which will make clear that in the world most Americans are familiar with those 1,000 pages shrink by 70 or 80 percent. The simple truth will go a long way to helping Americans better understand the arguments.

A Good Read

I finished reading the 1,000+ page House health care reform bill. While over 1,000 pages, an honest person would point out that is double-spaced, line-numbered, Congressional print. In regular print, and especially without all the duplicated legal language, it'd like be about a third of that; still a bit daunting, but nowhere near as bad as some would like us to believe. But then opponents of health care/insurance reform will grasp at any straw in their efforts to scare Americans.

Eight Basic Consumer Protections

Glass Half Full

Of course, the final 20 percent will be difficult, but build on the positive of what's been accomplished to date.

President Obama just completed a brief visit with the White House press corps at the daily briefing where he sought to ratchet down the rhetoric regarding the Professor Gates/Cambridge Police issue. He acknowledged that he contributed to the ensuing media frenzy and said he hoped we could use this as a teachable moment. Again, the president demonstrated his class.

Keep it Simple

I believe President Obama needs to keep his discussion of health insurance reform simple. Use three or four talking points, such as 1) status quo is not an option, 2) people may keep their current coverage and doctors, 3) importance of changes to eliminate pre-existing conditions and other insurance reasons to deny coverage, and 4) while not often stated, insurance company bureaucrats - not always the doctor - currently decide what treatments a patient gets.

By keeping it simple, people will more easily understand the issues and will be more likely to support the president's efforts.

Ennui is Over

I have been suffering a kind of summer ennui, but recent events call me back.

First, the Senate vote today in support of President Obama, Secretary Gates, our brave fighting forces, and the American people to eliminate additional wasteful spending on the F-22 fighter jet was encouraging. Perhaps the message of changing the ways of the past is beginning to take hold.

On the other hand, much of the health care reform debate continues to mired in the same old politics. It is disappointing that many who are charged with doing right for the country are not willing to constructively argue the merits of the issues. And the media isn't doing America any favors by highlighting the differences rather than the agreements among the participants.

Rhetoric Beyond the Pale

Prolonged Detention

A number of my more liberal friends are complaining about something in President Obama’s May 21 security and values speech which they call "prolonged detention". President Obama talked about providing terrorists/prisoners of war the rights and protections under the Geneva Conventions they were denied during the Bush/Cheney administration. I remind my friends that the Geneva Conventions also provide that prisoners of war can legally be held in detention for the duration of the conflict. While I can make an argument that terrorists are not entitled to prisoner of war status/protections, I suggest that if they are so labeled, they are subject to the full gamut of Geneva Conventions rules.

I welcome Senator Arlen Specter to the Democratic Party. While I have not always agreed with him on policy matters, I have respected the honorable manner in which he conducted his Senate business.

However, for the past 10 years I have scrimped and saved, and on April 28 I will close on the purchase of a condo. It's Still Real Money

The White House press corps is giving President Obama grief for directing his cabinet members to find only another $100 million in administrative savings -- this on top of previously identified administrative and program savings. Clearly, $100 million is small compared to the trillion-plus dollar deficit. But it's still real money and the effort is important.

Later this week, President Obama will be in Trinidad and Tobago for the Summit of the Americas. How many of us know where Trinidad and Tobago is on the map? Our historic ties to Europe is understandable, but Latin and South America are our neighbors. We need to pay more attention to and work more closely with the countries of the Americas.

Writing A New Tax Code

While the tax code is four or five times the size of War and Peace, volumes more have been written about fixing/simplifying the code. There have been blue ribbon commissions, and academics and other experts have provided recommendations. In all cases, someone’s (or many someone’s) ox or sacred cow gets gored. Those “someone’s” have powerful patrons and/or lobbying groups who protect them and their ox/sacred cow.

Fairness in the tax code is in the eye of the beholder. A perfect tax code cannot be written.

Perhaps using the base closing model would work. Congress would agree to establish a commission to present recommendations which would be voted up or down without amendments.

Nothing Simple about Tax Simplification

There is nothing simple about tax simplification. The U.S. tax code is four or five tims the size of War and Peace. It's many obscure provisions remind me of Ogden Nash's The Fly: The Lord in His wisdom made the fly, and then forgot to tell us why.

A Most Successful Trip

Disappointed but not Surprised

I am disappointed, but not surprised, that no Republican member of the House or Senate voted for the prevailing budget measures before them. Where is the bi-partisanship both Democrats and Republicans say they desired? Both sides share the blame, but I think a greater share must be assigned to the Republicans.

For example, the Republicans could start by admitting they agreed with a great deal in the proposed budget. Certainly they want to improve schools, increase alternative energy solutions, reduce the costs of health care, and more. Why not clearly state so.

Instead, Minority Leader Boehner and others whine about the handful of very rich people who could be affected by the “death tax“. They make is sound like every American is in danger of having their first born taken from them.

If the Republicans engaged in open, honest debate instead of exaggeration and fear-mongering, they may find a more receptive audience both across the aisle and across America.

Don't Dismiss All of GOP Budget Proposal

So, the GOP finally released their proposed budget. While I disagree with much of their budget items, there are some elements which deserve attention. If we are to improve bipartisanship in Washington, Democrats would be well advised to give serious consideration of the GOP proposal and, perhaps, even adopt some specific suggesions which could improve the federal budget.

People Want Action

I spoke with scores of people this weekend about the economy and related issues. All were impacted either directly or indirectly. Most knew someone who had lost a job or were in danger of losing their homes. What was most interesting, however, were the two things that bothered them most: 1) Congress’s petty snipings and unwillingness to tackle the full range of issues needing to be solve, and 2) the perception that the media was too busy trying to create controversy (such as, the dump Geithner movement and the Obama Special Olympics gaffe) rather than attempting to educate the American people about the issues before us.

Clearly people want to be engaged in meaningful dialog. They want President Obama and his team to succeed. And while they understand these are tough times and that they will take a few hits along the road to recovery, they don’t accept the partisan busy-as-usual politics of Washington. They want to see Congress work with the president and with their members from both sides of the aisle to achieve results.

AIG Grandstanding in Congress not Helpful

The behavior of some members of the House Financial Services Subcommittee on Capital Markets, Insurance and Government-Sponsored Enterprises was shameful today. They had no intent to listen to the testimony of AIG Chairman and CEO Edward Liddy. They had their pre-scripted outrage in hand and, with television cameras rolling, they weren’t going to let the facts get in their way.

Mr. Liddy, who took over AIG last fall, well after the mess was created and federal monies were initially expended, offered some compelling information – much of it not previously reported. He expressed his outrage at prior decisions made by the company, including the recently disclosed retention bonuses, and he pointed out that most of those “bad actors” are gone. He tried to point out that these payments were not performance-based as many have suggested. He also gave a succinct analysis of why AIG must not be allowed to fail.

I know of no one who would attempt to support the AIG activities which helped create the current worldwide economic mess. But anger and frustration should not lead to the absurd rants of our elected officials. This is a time for clear-headed, educated and thoughtful thinking and leadership. While political grandstanding and demagoguery may be part of the lifeblood of Washington politicians, they do a disservice to Americans trying to understand these issues.

Piece-Meal Approach Won't Do

President Obama again today responded to the critics who whine he is trying to do too much too soon. He indicated, “I don't just view this budget document as numbers on a page or a laundry list of programs. I see it as a economic blueprint for our future -- a foundation on which to build a recovery that lasts, adding, “...The American people sent us here to get things done. And in this moment of enormous challenge, they are watching and waiting for us to lead. Let's show them that we're equal to this task before us.“

We need to let our elected representatives in Congress know that we expect them to multi-task and deal with the many inter-related issues, which, taken together, will provide for a better America not just in the short-term, but for our long-term benefit.

We should also contact the various pundits, columnists and editorial writers to let them know the American people do not want a piece-meal approach to solving our problems; we want comprehensive change -- the change we need.

We Have a Job to Do

President Obama has presented Congress and the American people an ambitious agenda for change. It is a necessary agenda. We cannot fully turn this economy around by fixing the banking, credit and housing problems alone. We must also tackle the issues of education, energy, entitlements, health care and more. All these issues are intertwined, and all must be dealt with.

It is interesting that both democrats and republicans, who have for many years said we must meet these challenges, and who for years have said they had solutions for doing so, are now complaining that President Obama has said, ok, do it. The time for talking and for playing the blame game is over. It is time for action.

It is clear this won’t be easy, and the change we need won’t come soon. But we can’t allow the parochial interests of a few to slow the progress that is now possible. President Obama’s leadership won’t be enough. We, the American people, must hold our elected representatives responsible. We must call, write and attend their town hall meetings. We must insist that they work to find ways to succeed.

Education's Most Important Factor: Parents

While President Obama outlined five key areas for education reform (raising the quality of early learning programs: encouraging better standards and assessments; recruiting, preparing, and rewarding outstanding teachers; promoting innovation and excellence in America’s schools, and; and providing every American with a quality higher education – either college or technical training) his most important message was:

“The bottom line is that no government policies will make any difference unless we also hold ourselves more accountable as parents. Because government, no matter how wise or efficient, cannot turn off the TV or put away the video games. Teachers, no matter how dedicated or effective, cannot make sure your children leave for school on time and do their homework when they get back at night. These are things only a parent can do. These are things that our parents must do.”

We Have the Power

I continue to wonder why the pundits and other so-called experts suggest that Congress is not capable of handling President Obama’s ambitious agenda. Many of these issues, including education, energy, health care, entitlement and tax reform, have been around for decades. The framework to resolve them is known.

Some suggest that part of the problem is that members of Congress won’t have sufficient opportunity and time to shake out campaign contributions from the various special interests if they tackle all these issues at once.

I will simply suggest that Congress can deal with these matters with proper leadership from within and, more importantly, if the American people let their voices be heard. We have the power. We are the power. Together we can. Together we must.

Beyond the Fun, an Important Issue

Beyond the fun of tweaking Rush Limbaugh and those who believe his Limbaugh Luddite Lexicon, is a serious issue. It is important in our democracy that there be a legitimate, thoughtful loyal opposition. We don’t have that now, which in part explains why so many Republicans are simply what Spiro Agnew/William Safire described four decades ago as “nattering nabobs of negativism.”

Together, We Can; Together, We Must

President Obama’s budget outline represents a blueprint for the future. It is a plan to rebuild a prosperous America where all citizens have an opportunity to work, to own a home, to have health care coverage, to see their children succeed in education and in life.

The president says his budget represents “real and dramatic change," and he points out that "it also represents a threat to the status quo in Washington."

This will clearly be a hard, long fight. Not only will the special interests and their lobbyists work against specific pieces of the budget, but members of Congress will not readily give up their special interests in the status quo.

We must work with and for the president to bring the change we worked for -- the change we need.

We must call, e-mail, write our elected representatives. We must meet with them when they are in our districts.

Many pundits say Congress is not capable of taking up and acting on such a big agenda. Maybe not. But we, the people, have the capacity, the power to do so. Together, we can. Together, we must.

Big Numbers; Bigger Lies

WOW. Those are some huge numbers in President Obama’s 2010 budget. I understand the need to invest in many areas which will greatly benefit the country in the mid- and longer-term.

What I don’t understand is how Republicans like John Boehner can look in the camera and deliberately mislead and outright lie to the American people in characterizing the proposed budget. Honesty and accountability are clearly not words in their Limbaugh Luddite Lexicon.

A Difficult but Important Task

I look forward to President Obama's address to the Joint Session of Congress and the American people tonight. He has a very difficult task - to speak honestly about the issues we face, yet demonstrate a confidence that our better days are yet ahead.

We all have a role to play, and we need to communicate with our elected representatives to ensure they play a constructive role in finding the solutions we need.
