Looking back at 2009, it turns out you were right.

Early this year, millions of you chose to keep working together and create Organizing for America, to build on the momentum of the Obama campaign, take on the defenders of the status quo, and make change happen.

Special interests thought they could steamroll you with hundreds of millions of dollars in lobbying and attack ads. Meanwhile, you built a massive organization, driven by local leadership, that reached out to millions of fellow Americans and made your voices heard to Congress in record numbers.

In the coming year, our opponents will make a final stand to block health reform and seek to defeat many of the President's other crucial initiatives. And they're already targeting those in Congress who are championing change.

So I wanted to take a moment at year's end to reflect on everything you've built, and to ask for your help one last time this year to hit the ground running in 2010. Please donate $5 to keep our organizing strong in all 50 states.

This has been a remarkable year for the movement you've built from the ground up.

Beth Kimbriel, a mother of four from Richmond, Virginia, has no formal political experience. But every week, as an OFA "Community Organizer," she trains and manages other volunteer leaders to organize effectively around the President's agenda. Hundreds of her fellow OFA Community Organizers around the country have already volunteered more than 200,000 hours doing similar work. Thousands more have taken on other leadership positions in every single state. And we're still growing -- nearly a million people who had never volunteered for the presidential campaign have signed up with OFA this year.

Supporters spread the word throughout our communities, with more than a million conversations with neighbors on the phone and at the doorstep, and 250,000 letters to the editor about how President Obama's policies would help ordinary Americans.

And when Congress was making crucial decisions, you spoke out more powerfully than the special interests ever could. In the last few months, you've made more than 1 million calls to Congress -- including more than 300,000 on one amazing day in October that created huge momentum for health reform. Thousands of supporters attended town halls to counter the shouting mobs and speak out in person. And you even held 37,107 events in every congressional district -- bus tour rallies, phonebanks and forums to inform your neighbors.

These incredible efforts have powered victories on a wide range of issues. OFA volunteers provided a huge boost to help pass the Recovery Act, President Obama's historic budget, an expansion of children's health care, credit card and student loan reform. Your voices helped pass a historic green jobs and energy bill in the House, and the confirmation of the nation's first Latina Supreme Court justice, Sonia Sotomayor, in the Senate. And of course, you were instrumental in passing comprehensive health reform through both houses of Congress for the first time in American history.

With every phone call to a member of Congress, every door knocked on a rainy day, every event held in a town center, you've helped to push this country forward.

But with the special interests and their allies in Congress fighting us for every inch, we need your help again to keep our organizing strong in 2010. Can you chip in $5?

Right now, Sarah Palin is on a highly publicized, nationwide book tour, attacking President Obama and his plan for health reform at every turn.

It's dangerous. Remember, this is the person who coined the term "Death Panels" -- and opened the flood gates for months of false attacks by special interests and partisan extremists.

Whatever lie comes next will be widely covered by the media, then constantly echoed by right-wing attack groups and others who are trying to defeat reform.

As we approach the final sprint on health reform, we can't afford more deception and delay. We need to be ready for anything -- and have the resources to respond with ads, events, and calls to Congress when the attacks come.

So we're setting a big goal: $500,000 in the next week to help push back against Sarah Palin and her allies. Please chip in $5 to help reach our goal.

Earlier this month, Palin publicly said that she hopes health reform will be "dead on arrival." And since then, she's been working fiercely toward that goal.

On Tuesday, Palin went on Rush Limbaugh's radio show where she outrageously -- and falsely -- suggested that Americans could "face jail time as punishment" if they don't buy insurance.

Palin has many more interviews scheduled on Hannity and other conservative shows in the next few weeks, with more platforms to go after the President. As soon as she does, the rest of our opponents will likely parrot those attacks.

We just finished going through the submissions to OFA's Health Reform Video Challenge, and they're great. There are personal stories that grab your heart, brilliant summaries of what reform would really mean, and plenty of biting satire that calls out the insurance lobbyists.

Out of nearly a thousand excellent videos submitted, we're down to the top 20. Now it's your turn to watch the finalists and vote for your favorites -- and then we'll air the winner on national television.

On Thursday, Vice President Biden called out the insurance industry's escalating war on health reform in a special message to OFA, and asked for your help in fighting back.

Sure enough, the insurance industry is already stepping up the attack: Reports just leaked from a closed-door meeting where insurance industry lobbyists frantically warned Republican members of Congress that it was not in their interest to "ever vote for this thing" and said supporting reform is like "giving comfort to the enemy." USA Today is reporting that groups opposing reform are lobbying at "a record pace" -- and the Associated Press notes that they've already spent an astounding $32 million on TV ads this year.

This is what we're up against. President Obama, Vice President Biden, and all of us together through OFA are fighting back -- but success depends on having the resources to win.

We've got a fight on our hands. Powerful insurance companies are pulling out all the stops to defeat the President's plan for health reform. They're spending seven million bucks a week on lobbyists, blanketing the country with deceptive TV ads, and just funded two high-profile "reports" to distort what reform would mean for you.

I know their game. I was in the Senate the last time health reform came around, and I saw the special interests savage our efforts. Frankly, under the old rules of Washington they were nearly impossible to beat. But now, thanks to you, the rules are changing. All the lies, scare tactics and lobbyist shake-downs in the world are no match for the incredible work of Organizing for America supporters like you. That's exactly what frightens them so much -- and it's what Barack and I are counting on.

To be honest, I do not feel that I deserve to be in the company of so many of the transformative figures who've been honored by this prize -- men and women who've inspired me and inspired the entire world through their courageous pursuit of peace.

But I also know that throughout history the Nobel Peace Prize has not just been used to honor specific achievement; it's also been used as a means to give momentum to a set of causes.

That is why I've said that I will accept this award as a call to action, a call for all nations and all peoples to confront the common challenges of the 21st century. These challenges won't all be met during my presidency, or even my lifetime. But I know these challenges can be met so long as it's recognized that they will not be met by one person or one nation alone.

This award -- and the call to action that comes with it -- does not belong simply to me or my administration; it belongs to all people around the world who have fought for justice and for peace. At the beginning of August, President Obama wrote to the OFA community to challenge us to work hard, break through the noise and give the American people a voice in the fight for health insurance reform.

It wasn't easy: With Congress back home, special interests and partisan attack groups went into overdrive spreading lies, and the media seemed to broadcast any story of conflict or division they could find.

But you accepted the President's challenge -- and delivered.

Our strategy for the month was simple: engage the millions of individuals who know we need change to fight the lies and tell the truth, build support for reform, and ensure that support is highly visible while members of Congress are home gauging public opinion. We continued our methodical, battle-tested approach of volunteers reaching out online and offline in every part of the country. We offered the facts, answered questions and engaged those who were ready to get involved.

And the results were extraordinary. OFA supporters like you came together in an unprecedented way over the past four weeks -- and it couldn't have happened without the individual volunteers who make it all possible:

Folks like Rebecca E. in Santa Fe, New Mexico, who voted for the first time last year -- and collected more than 1,800 health care declarations this summer. Across the country, we've collected more than 1 million signatures in support of the President's core principles for health insurance reform.
Supporters like Nita L. in Longmont, Colorado, who organized hundreds of supporters in her town to come with her to talk with their member of Congress about how much this fight means to them. They were among the more than 70,000 folks who showed up at 350 town halls -- where supporters of reform at times outnumbered opponents by 10-1 -- and volunteers who made 65,000 trips to local congressional offices.
It's the people who made more than 100,000 calls to Congress to thank representatives fighting for change -- like Nancy T. in Hendersonville, North Carolina, who hosted a health care phone booth because, after her heart transplant, she knows that no American should have to choose between financial ruin and getting the care they need.
It's the 1,500 supporters who filled a local recreation center in Kansas City, Missouri, at a town hall meeting with Senator Claire McCaskill, and the 2,500 people who jammed the streets to hear from Senator Sherrod Brown in Ohio -- just two of the more than 4,000 events where folks gathered to show their support across all 50 states in August.

All of these signatures, calls, office drop-bys, conversations, gatherings, and town hall meetings, all of the late nights, homemade signs, long hours in the sun, and tireless volunteers who make it happen -- totaling more than 1.5 million people who've taken part in this campaign for real reform -- it all adds up to one incredible movement for change.

On Thursday, an astounding 280,000 Organizing for America supporters gathered online to huddle with the President at our National Health Care Forum. With Congress about to return to Washington to make historic decisions on health insurance reform, the President chose this critical moment to speak directly to the OFA community. He reminded us of how far we've come and what we can accomplish together:

Remember one thing: Nothing is more powerful than millions of voices calling for change. That's how we won this election. You know this, and that's why since OFA launched its health reform campaign in June you've hosted 11,000 events in more than 2,500 towns in every single state and every single congressional district...I am absolutely confident that we can get this done, but I want everybody to remember, this has never been easy....We are not going to give up now. We are going to get this done.

Now it's up to us to take the next step. This week, we need to make sure every member of Congress heads back to Washington hearing overwhelming support for change. Lies and fear must not have the last word about the health reform America so desperately needs. Thursday, the President made the stakes of reform crystal clear. He talked about how, with health care costs rising three times faster than wages, the cost of inaction is simply too high.

He explained how reform will guarantee competition and choice. He described the Insurance Guarantees that will protect every American from discrimination against pre-existing conditions, exorbitant charges, and arbitrary denials or reductions in coverage just when we need it most.

And he made plain his stance on the public option: "So let me just be clear: I continue to support a public option, I think it is important, and I think it will help drive down costs and give consumers choices."

But even the best plan only matters if it passes, and that's where we all have a critical role to play. As the President said:

And that's why what all of you do is so important, because people trust you -- your neighbors, your friends, fellow community members -- they trust you. They know you. And if you are presenting the facts clearly and fairly, I'm absolutely confident that we're going to win this debate. But we're going to have a lot of work to do and I'm grateful that you're willing to do it. Let's go get 'em.

You've probably seen the headlines: Opponents of change are doing everything they can to delay health insurance reform. As a Republican strategy memo concluded, "If we slow this sausage-making process down, we can defeat it."

They're betting that as time goes by, our energy will flag, our movement will weaken, and they'll ultimately be able to block any change.

But they just don't get it -- thanks to the regular Americans who are reaching out in neighborhoods nationwide, our movement is expanding every day. In fact, over the weekend, we surpassed our big goal of one million people taking action for health insurance reform. And with your help, we'll keep growing and prove that our opponents' strategy of "delay, delay, delay" simply won't work.

So I want to ask you for something unusual: Can you chip in $1 each day until we pass real health insurance reform? A huge response will show the insurance companies and their allies in Congress that their delay tactics will only make our movement stronger.

That's why I'm holding a press conference tonight at 8pm ET, and writing to let everyone know where we are, what's ahead, and why health insurance reform is so important.

Let me be clear: although Congress is still debating parts of the legislation we have achieved critical consensus on several key areas:

If you already have health insurance: reform will provide you with more security and stability. It will limit your own out of pocket costs and prevent your insurance company from dropping your coverage if you get too sick. You'll also have affordable insurance options if you lose or change your job. And it will cover preventive care like check-ups and mammograms that save lives and money.

If you don't have health insurance: you will finally have guaranteed access to quality, affordable health care, and you can choose the plan that best suits your family's needs. And no insurance company will be allowed to deny you coverage because of a pre-existing medical condition.

Now, I realize that the last few miles of any race are the hardest to run, but we can't stop now. There's no dispute about it: we cannot control our long-term fiscal health as a nation without health insurance reform. American families and small businesses understand that the health insurance status quo is taking away those things that they value most about health care. The stability and security that comes with knowing that you can get the treatment you need, when you need it. Without reform, we are consigning our children to a future of skyrocketing premiums and crushing deficits.

We have to seize this opportunity and pass health insurance reform this year. You can help by forwarding this email to your family and friends and letting them know what's at stake in this debate.

With Congress only days away from finalizing their plans for reform, it's time to stand up with the President and fight back against this disastrous brand of old-style politics. So we need as many people as possible to publicly support the President's principles for health care reform and call on Congress to act.

Wendell Potter, who until recently was a Vice President at Cigna, appeared on Bill Moyers Journal this past Friday and gave an insider's view of the insurance industry's greed, callousness and cynical manipulation of our corrupt political system. This isn't just a clip of a couple of minutes--it's about 31 minutes--but IMO every minute of it is worth watching. No wonder we've never been able to reform health care in the U.S. Let's make this try the one that succeeds!

There are a few events coming up this week that lend themselves well to signature gathering.

The Banks in Harmony Concert on Thursday July 16 takes place at Utah Park on S. Peoria St. at E. Mexico Ave. The band starts playing at 6:30 but people start gathering around 5:30 or 5:45. Duane and I have been at the concerts that have taken place so far and have done very well. We stop as soon as the band is introduced. Stay for the pop rock music of the Wendy Woo Band.

Neither Duane or I can be there to collect signatures this week. Actually, I will be unavailable to do work on the campaign until July 20.

The other event is KidSpree on Sat and Sun July 18 and 19 at Bicentennial Park at E. Alameda Ave. and S. Potomac St. from 10 am to 5 pm. There is a free shuttle bus that runs frequently from the southwest parking lot of the Town Center of Aurora (Aurora Mall). Park free in the parking lot near S. Abilene St. north of E. Exposition Ave. We are permitted to collect signatures inside the event area as long as we keep moving and don't have a booth.

If you can attend any of these events, please coordinate with Duane Senn at dasenn@qwest.net or 303-364-7368.

It is important at these events that you start off asking the person if they live in Aurora and then if they are registered to vote. Please make sure they complete their signature block. It should look something like

After 3 weeks of the development impact fee petition drive we have 43 completed petitions with 70 more out in the field. With 25 signatures per petition that is 1075 signatures turned in with 1750 pending for a total of 2825 potential signatures. That potentially puts us past the half way mark with a little less than a month to go.

We know that not all the signatures are going to be valid, so we have a lot of work to do in the next few weeks. Please let me know how each of you is doing with your petitions, if you have any questions, or if you need more petitions. A few of you have recruited other volunteers which is great. We need a small army to get this accomplished.

If the final plan is to uphold President Obama's principles of reduced costs, guaranteed choice -- including the choice of a robust public insurance option -- and quality care for all, your voice must be heard.

Please write a short letter to the editor of your local paper expressing your support for President Obama's three principles for real health care reform, and asking your Congressional representatives to do the same. You can write and submit your letter in just a few minutes using our simple online tool.

These letters are an easy but powerful way to make a difference. The letters section is one of the most-read parts of the newspaper, and decision-makers in Congress and the media watch it closely to gauge where the public stands.

Good letters are usually just two or three short paragraphs. You can just explain that you're a local resident who knows we need real health care reform following the President's three principles, and we need it now. Last year, millions of Americans came together for a great purpose.

Folks like you assembled a grassroots movement that shocked the political establishment and changed the course of our nation. When Washington insiders counted us out, we put it all on the line and changed our democracy from the bottom up. But that's not why we did it.

The pundits told us it was impossible -- that the donations working people could afford and the hours volunteers could give would never loosen the vise grip of big money and powerful special interests. We proved them wrong. But as important as that was, that's not why we did it.

Today, spiraling health care costs are pushing our families and businesses to the brink of ruin, while millions of Americans go without the care they desperately need. Fixing this broken system will be enormously difficult. But we can succeed. The chance to make fundamental change like this in people's daily lives -- that is why we did it.

The campaign to pass real health care reform in 2009 is the biggest test of our movement since the election. Once again, victory is far from certain. Our opposition will be fierce, and they have been down this road before. To prevail, we must once more build a coast-to-coast operation ready to knock on doors, deploy volunteers, get out the facts, and show the world how real change happens in America.

And just like before, I cannot do it without your support.

So I'm asking you to remember all that you gave over the last two years to get us here -- all the time, resources, and faith you invested as a down payment to earn us our place at this crossroads in history. All that you've done has led up to this -- and whether or not our country takes the next crucial step depends on what you do right now.

A very important bill is before the House today in Washington concerning Hate Crimes against Gays, Lesbians, Bisexuals, and Transgendered individuals. This bill will not give any group excessive rights or take away any rights of ministers or pastors. This bill is about stopping hate crimes that are on the rise. Thousands have lost their lives because of needless violence. With the heated political climate, your support is critical.

It's been 10 years since Matthew Shepard was murdered for being gay. Judy Shepard has fought for 10 years for this bill, and Human Rights Campaign has been by her side. It's been 10 years, and this is our chance to get the bill signed into law.

Talking points include:

We need a complete overhaul of our current broken health insurance system, one that simplifies and equalizes benefits and assures a standard bill-paying procedure.
This is the only kind of reform that will allow us to cover every American and still save money.
Providing basic health care to all Americans is a moral responsibility for our society and our for-profit insurance system is not up to the challenge.
2/3 of people want a single-payer system and 59% of physicians do too
The rest just need solid leadership from Washington and good educational efforts to convince them it's the right move. Please lead our people.
Mandated insurance will not be well-received by the people as they no longer trust insurance companies and it does not contain costs. It is not sensible to try to make that system work when it has failed seven times at the state level.
Piecemeal efforts to reform health care such as improvements in IT connectivity, paying doctors by outcomes, and covering preventive care are nice, but they are bandaids and this country cannot afford just bandaids. We need surgery!

Happy Spring! It has been awhile since we've been in touch and we hope that you have all been well (and less crazed than we have been!).

We wanted to follow up with those of you who were involved in the campaign (or who have contacted us since then) to see if anyone would like to be involved with Blue Star Families moving forward.

Blue Star Families has transitioned to a NON-PARTISAN organization, and seeks to be a VOICE for military families -- a bridge between military families, the shapers of policy affecting military life, and our nation at large. SD 33 is so lucky to have such great Candidates. Anthony Graves stands out among the group. Anthony not only grew up in SD 33 but he has worked hard to organize and follow in the footsteps of the leaders before him. I am proud to know Anthony Graves and I know the future of Colorado will be in competent, compassionate and respectful hands with Anthony Graves representing SD 33.

It is important to the future of our children and their children to nurture and support the great leaders we have here in Colorado. During the Obama Campaign I met many exceptional people right here in our own State that stood out among the rest. People that I will admire the rest of my life. People that I know will continue to work in their neighborhoods, counties and this proud State. Carrying through with the same values that tie us all together as a State.

Whether you live in Downtown Denver, Parkhill, Montbello, Montclare, Stapleton, Highlands Ranch, Centennial, Jefferson County, Grand Junction, Vail, Colorado Springs, Pueblo.... we are all connected. We represent one of the most diverse and fastest growing States in this Union.

We worked together to elect a President we are all proud of. A President whose policies and plans for our Country need to be carried out from the ground up. Our State Legislature will end a session on May 6th. They will return without Senator Peter Groff. He will be helping President Obama. So there's a tough decision that will be made in SD 33 to replace this great leader. The budget stills needs debate and finalization, health care still has some questions, funding for our schools and redistricting is coming up. So to the Vacancy Committee for SD 33 please think long and hard about the future of SD 33 because your decision not only affects your district but it also affects the entire State. ;

Our Native son Anthony Graves is a ColoradanforObama. We elected him as our DNC representative at the Colorado State Convention let's elect him to represent SD 33 and the State of Colorado.

If you aren't on the vacancy committee you can call a Precinct Captain in SD 33 or elected State Official and ask the m to support or vote for Anthony Graves for SD 33.

Calling all Jeffco4Obama and Jeffco4Change Citizens & Volunteers!

Colorado is fortunate to have paid staff "on the ground" ... Gabe Lifton-Zoline, State Director (and Colorado native), and Jen Cheyne ("chain"), State Field Director. Currently, they are working out of the Colorado Democratic Party headquarters. In order to "hear" from Colorado Obama volunteers, they are traveling the state on a "listening tour". Organizing for America (OFA) - Colorado understands how important Jeffco was (and is) to the success of President's Obama's mission ... winning the election, and now, changing the direction of our country and the way "we the people" influence and intersect with Washington.

Gabe and Jen initially set up two listening sessions in Arvada and Golden; we jointly decided to add a third option, to accommodate daytime folks or those who want to avoid traffic. Colorado HB09-1358, the insurance mandate bill, was postponed today and is scheduled to be heard Friday, April 24th at 1:00 PM. If you haven't yet had a chance to telephone and email the Representatives on the Business Affairs and Labor Committee listed in Tom Russell's previous announcement below, please do.

One Representative told us today that it would be good to have a larger number of people come and testify against the bill on Friday. If you do plan to come to the Capitol to testify against the bill, please let us know at info@HealthCareForAllColorado.org so that we can help to coordinate the subjects of testimony.

HB 1358 is strikingly bad. The Bill would require even programs that have been in place for decades, like Medicare and Medicaid, to flow through private insurance companies (see bill page 6 - Tier 2.) Dear Debbie,

The Health Care for All Colorado board has voted to oppose HB 09-1358, a bill that Rep. Joe Rice introduced yesterday. The House Business Affairs and Labor committee will hear the bill tomorrow (Wednesday, April 22) in committee. Please call and email the members of the committee to let them know that you oppose the bill.

Briefly, HB1358 is an insurance mandate. The bill is built upon the framework of HB1273, but instead of universal health care using a single-payer mechanism, the bill mandates that all Coloradans purchase insurance and then penalizes those who don’t. The bill also includes single-payer-like mechanisms for preventive and catastrophic care.

Here are specific reasons that HCAC is unable to support HB09-1358.

1. Increased reliance on for-profit insurance will increase the cost of health care in Colorado.

2. Colorado should not mandate the purchase of for-profit insurance.

3. Colorado should not penalize those who do not purchase for-profit insurance with fines, loss of driving privileges, and compulsory community service.

4. Colorado cannot afford to subsidize the purchase of for-profit insurance.

5. Mandating the purchase of minimum benefits plans will increase the number of people in the state who are under-insured.

6. In Massachusetts, state subsidy of compulsory health insurance has taken money from the safety net resulting in the closure of Community Health Centers and a Public Hospital. We cannot allow that to happen in Colorado.

7. For profit-insurers under this plan will increase the cost o f claims by pushing those claims to either the preventive or catastrophic tiers.

Please contact the members of the House Business Affairs and Labor and ask them to vote against the bill on Wednesday in committee. Please note that Rep. Joe Rice, the sponsor of HB 1358, is the chair of the committee.

PROTEST OF EXCEL lerated rate increases

Rally at the Public Utility Commission (PUC) to protest Excel raising their rates and Comanche 3, their coal fired power plant

For those interested, a rally will be held on Monday, April 20 at 1560 Broadway, downtown Denver, where the free mall shuttle bus begins at 16th and Broadway. The rally will preceed the Public Utilities Commission 4:00pm public hearing. The hearing will be held at the PUC office, 1560 Broadway, on the second floor. Please be aware that Xcel intends to start another rate increase filing on May 1st. This is after their own financial records show annualy increasing profit, the last about $100 million more than the previous year.

The rally will be in protest of Excel's Comanche 3 coal fired power plant. Here are some facts

We are increasing CO2 significantly when we should be going in the other direction. Xcel's new Comanche 3 coal fired plant will increase Xcel's Colorado CO2 emissions by a stunning 9%, increasing the CO2 emissions by 4-5 million tons per year.
In Colorado, we currently get more of our electricity from coal, when compared to the national average. Colorado gets about 73% of our electricity from coal, versus 50% for the U.S. overall
The costs of Xcel's Comanche 3 is staggering. Econometric models show that with Xcel's proposed modest carbon tax of $20/ton and increased coal costs, the plant will cost about $1 billion per decade.
Capital costs versus fuel costs: Big difference between renewable energy (RE) and fossil fuel (FF) plants: whereas 85% of an RE plant is for capital costs -- i.e. to BUILD the plant; while 85% of a FF plant is for FUEL -- and the fuel goes up in smoke and pollution...how smart is that?
Bottom line is that we need to REDUCE CO2 -- not bring another coal plant online.

President Obama Announces the Creation of a Joint Virtual Lifetime
Electronic Record

Taking Care of America's Greatest Strategic Asset and Improving the
Health Care System for America's Veterans

WASHINGTON - Today, the President, along with Secretary Gates and
Secretary Shinseki, announced that the Department of Defense and the
Department of Veterans Affairs have taken the first step in creating a
Joint Virtual Lifetime Electronic Record. Currently, there is no
comprehensive system in place that allows for a streamlined transition
of health care records between DOD and the VA. Both Departments will
work together to define and build a system that will ultimately contain
administrative and medical information from the day an individual enters
military service throughout their military career, and after they leave
the military.

Access to electronic records is essential to modern health care
delivery and the paperless administration of benefits. It provides a
framework to ensure that all health care providers have all the
information they need to deliver high-quality health care while reducing
medical errors. The creation of this Joint Virtual Lifetime Record by
the two organizations would take the next leap to delivering seamless,
high-quality care, and serve as a model for the nation.

The President understands that those who serve and have served our
country in uniform are America's greatest strategic asset. The
President's commitment to the sacred trust we have with those who
serve is clear in both the Department of Defense and the Department of
Veterans Affairs budgets and in the strong leadership of Secretaries
Gates and Shinseki.

The President believes that the quality of care that our veterans
receive should never be hindered by budget delays. He has shared this
concern with Secretary Shinseki, and they have worked together to
support advanced funding of veterans medical care. What that means is a
timely and predictable flow of funding from year to year, but more
importantly, that means better care for our veterans. The President was
pleased to see that the Senate-passed budget supported this concept in a
bipartisan manner.

The Department of Defense Budget will:

* Fully protect and properly fund the growth in military end
strength in the base budget. This means completing the growth in the
Army and Marines while halting reductions in the Air Force and the Navy.

* Continue the steady growth in medical research and development
by requesting $400 million more than last year.

* Recognize the critical and permanent nature of wounded, ill
and injured, traumatic brain injury, and psychological health programs.
This means institutionalizing and properly funding these efforts in the
base budget and increasing overall spending by $300 million. The
department will spend over $47 billion on healthcare in FY10.

* Increase funding by $200 million for improvements in child
care, spousal support, lodging, and education.

The Department of Veterans Affairs Budget will:

* Increase funding for the Department of Veterans Affairs by $25
billion above baseline over the next five years.

* Dramatically increase funding for veterans health care.

* Expand eligibility for veterans' health care to over 500,000
veterans who were previously denied care by 2013.

* Enhance outreach and services related to mental health care
and cognitive injuries, including post-traumatic stress disorder and
traumatic brain injury, with a focus on access for veterans in rural
areas.

* Invest in better technology to deliver services and benefits
to veterans with the quality and efficiency they deserve.

* Provide greater benefits to veterans who are medically retired
from service.

* Combat homelessness by safeguarding vulnerable veterans.

* Facilitate timely implementation of the comprehensive
education benefits that veterans earn through their dedicated military
service.

Health Care For All Colorado Update on House Bill 09-1273

There are three readings for bills in the Colorado House of Representatives and the Colorado Guaranteed Health Care Act passed the second reading on Monday after lively debate. The third reading is for the final recorded vote and that should occur on Wednesday as requested by Rep.Kefalas. The legislators are lobbying each other on the final votes as they have heard debate and have heard from their constituents.

Rep Kefalas would rather we let this process continue and not overwhelm Representatives now. Rep Kefalas, who has wisely helped the bill get to this point, thinks the final vote will be close. He thinks the bill will pass by a very slim margin. Then we are off to the Senate.

If you have a relationship with any of our Colorado State Senators I would start asking for their support now. You can also send messages to the Governor, who is still in opposition.

We are all very passionate to move this legislation forward. However, we are getting feedback that we need to be positive, polite and temperate in our messages. It always pays to be gracious.

Thanks in no small part to your incredible work and dedication, we have taken another step towards creating jobs and rebuilding our struggling economy.

Last week, the budget I submitted to Congress passed both the House and the Senate and it embraces our most fundamental priorities: an energy plan that will end our dependence on foreign oil and spur a new clean energy economy; an education system that will give our children the tools to compete in the economy of the 21st century; and health care reform that finally confronts the back-breaking costs plaguing families, businesses and government alike.

Thousands of you signed pledges of support, knocked on doors, made phone calls, and talked to your friends and neighbors about this budget and the investments it makes in our long-term prosperity. You showed Washington that ordinary citizens are demanding change and are willing to work for it.

ARAPAHOE COUNTY CALL TO ACTION!

Dear fellow Aurora Obama supporters,

I'm writing you to ask you to take a few minutes tonight to act for fairness in access to higher education. At the end of this email I suggest ways you can do that.

Young people who have lived in Colorado for years and attended high school here are residents of Colorado, regardless of their immigration status. They all deserve a higher education at a price that makes it a realistic possibility, and that is the in-state tuition rate. If some of them happen to be undocumented because of their parents' decision to bring them here without going through the legal channels, that doesn't make these young people any less deserving.

This is more than just an issue of justice. It's a matter of simple economics. Young people who get on the track to upward mobility many of us get to take for granted will cost the state less in the long run. They'll need less Medicaid and less in social services. If they feel vested in the economic system around them they'll be less likely to become involved the police, courts and prisons, too.

Not only will they cost us less, they'll contribute more. They'll earn more, so they'll pay more taxes. They'll be helping to build and diversify Colorado's economy to meet the challenges of the 21st century, too.

As Barack Obama said, "Putting a college education within reach of every American (is) the best investment we can make in our future."

This bill has substantial support. The Denver Post is behind it. Ednewscolorado.org, a web site sponsored by The Daniels Fund, The Piton Foundation, and other groups, has a good, detailed article about why the bill is good for Colorado. It needs more support, though, and right now it is important to let Senator Morgan Carroll that the grass roots supports it, too.

There are different ways you can do that. The Bell Institute has made an easy way for you to send her and your state representative an email about this issue. Tomorrow (April 3), the House Appropriations Committee will vote on HB1273. We would like to pack the hearing room with supporters of the bill. The hearing will begin upon adjournment, which means sometime after 10 a.m. but possibly not until the early afternoon. The hearing will take place in the Legislative Services Building. (200 E. 14th Ave. immediately south of the Capitol) During the time that we wait for the hearing to begin, we will lobby, write letters, and record video testimony in support of the bill.

We are very hopeful that the bill will move from Appropriations to the House floor. This will be a testament to your hard work and dedication to assuring every Coloradan has access to cost-effective, high-quality, affordable health care. However, success on Friday is only the next step to making HB 09-1273 law.

Now is the time for you to contact your Representative in the House and ask him or her to support HB 09-1273, the Colorado Guaranteed Health Care Act, when it comes to the House floor for a vote. The House may vote as early as Monday or Tuesday, April 6 or 7. Your message can be as simple as "Please support HB 09-1273" or you might consider telling your representative why comprehensive health care reform is important to you and your loved ones. Please ask your family, friends, and co-workers to do the same. When contacting legislators and their staff, please make the utmost effort to remain courteous when expressing passionate concern about health care for every Coloradan. At this point in the session, tension is rising within our group and also at the Capitol. Strong, polite support for the bill is highly effective.

If you are uncertain as to who represents you, please visit the legislative directory of the Colorado Behavioral Health Council, one of the nearly 60 groups that has endorsed HB1273.
