Those who are worried and doubtful will not get in here,” said the Lord Jesus. SECOND MESSAGE: “Tell My Children, they must be faithful to come to the Church service, because that is the time when I will shine over their faces and they will look for My face. I will be very pleased to see My children worshipping at Church,” said the Lord Jesus THIRD MESSAGE: “Tell My Children, they must be faithful to pray, do My will, and live with My words,” said the Lord Jesus FOURTH MESSAGE: “Tell My children, they must be obedient to give tithes and offerings," said the Lord Jesus. (While Jesus was giving me this message, He said “My child, look there” He showed me beautiful houses which are ready for His children. “My child, these houses are ready, I prepared for all My children that believe and are obedient to Me.” Then He showed me incomplete houses. I asked“Lord, why are these houses not yet completed?” The Lord Jesus said “My child, these houses belong to My children that are not generous giving tithe and offerings. These houses will be ready and completed after My children give more tithes and offerings in My House.” FIFTH MESSAGE: “Tell My children, they must put in prayer all their wealth to Me for protection and blessing while they are still on Earth, so that when I come to Earth for the second time, they will not be attached to their Earthly wealth. Remember the story of Lot wife,” said the Lord Jesus. SIXTH MESSAGE: “Tell My children, they must be ready and alert, because I will be coming soon. Sooner than people expect!” said the Lord Jesus, (Jesus’ coming is not known but the rupture will surely take place. Lord Jesus will come soon!!!) While Jesus told me the sixth message, He showed me the sky, it was all clear and no clouds. I saw Jesus opened His hands to Earth and He spoke “I am ready to take My children.” Then I saw many people in white robes flying up in the sky to meet Jesus. They were gathered to the left and right side of Jesus. Many people who believe in Jesus were ruptured. Moreover, I saw all members of many families were being ruptured. I could see the husband and wife with their children flying up towards Jesus. I felt so peaceful to see this sight. Then Jesus insisted, “look down”. Jesus then showed me the situation on Earth, it was very chaotic. There was no peace on Earth during that time. I saw people were running all over the place and shouting. Parents were looking for their children and youths were looking for their parents. Jesus showed me the Church in my hometown. I felt so sad, because there were some people who were left behind. Jesus then said to me, “be faithful to Me. You must convey all things that you have seen and heard to My children on Earth.” Then the Angel took me to Earth on the same horse we rode before. We got to Earth very fast. Then the Angel took me back to the hospital. While I was looking at my earthly body, my spirit immediately went back into it. I noticed that my body had fully recovered from the sickness. Praise God for His power! I remember that when I was in Heaven my body looked like as it did when I was young. That is my testimony of meeting with the Lord Jesus in Heaven.

A man told today how he was shot three times in a London street for wearing a Barack Obama T-shirt.

Dube Egwuatu was buying a mobile telephone top-up card in an off-licence when the gunman confronted him and glared at the top, which carries an image of the Democrat US presidential candidate underneath the legend 'Believe'.

The man then launched into a tirade of racist slurs, shouting 'I f***ing hate n*****s' and urging 36-year-old Mr Egwuatu to leave the shop with him.

The man then left the shop but when Mr Egwuatu re-emerged, the attacker was waiting for him in broad daylight with a threatening-looking dog and holding a gun behind his back.

Realising what had sparked the increasingly violent assault, the terrified Mr Egwuatu zipped up his jacket to cover the image of Mr Obama and walked to his car.

But the shaven-headed man, who was white, followed Mr Egwuatu and after pulling open the passenger door pointed the gun at him.

After pleading with the man to leave him alone, the married former street warden put the keys in the ignition and turned the engine on.

The attacker then fired the gas-powered ball-bearing pistol three times, hitting the civil servant in the face, hand and shoulder.

Fearing for his life and bleeding heavily, Mr Egwuatu raced away in his car and found somewhere safe to call for help.

He was taken to hospital and later sent to have a piece of metal removed from his jaw.

Mr Egwuatu, a data analyst with Croydon Council, said: 'The venom in his voice was frightening.

'He was telling me that he was going to kill me.

'I couldn't believe it was happening - and just because I was wearing an Obama T-shirt. He was trying to make me walk somewhere quieter, saying: 'I've got something for you,' and 'I'm going to kill you.'

He added: 'Obama inspires me, his educational track record alone is quite unbelievable - that is why I was wearing the T-shirt.

'I did not think for one minute it could stir up such powerful feelings of hatred and I never said a word to him.'

Mr Egwuatu's wife, Angela, 35, said neither of them had experienced anything like it during their childhood in Nigeria.

Mrs Egwuatu, an immigration officer, said: 'At first my feelings were pure horror and now it is pure anger.

'If he had been carrying a real gun I would have been a widow. It is just ridiculous.

'I don't know how a person's mentality works. Why would a T-shirt get you to the point where you want to shoot someone.'

To the untrained eye, ball-bearing guns like the one used in the attack look every bit like a real firearm.

The potentially lethal weapons are often converted by criminals to fire real bullets, and can be bought easily in high-street shops and on websites.

The Met said it was investigating the incident, which took place in South Norwood, and that police searched a nearby house which the attacker was seen going into.

Burdett is a former brother-in-law of Hanson’s estranged wife Carolyn's brother, Craig Batton, and still speaks with many family members.

WELLSTON - This tiny town, not quite one square mile in size, has long-suffered a big city's problems and scandals. Unemployment is high, crime a constant worry. Past mayors have gone to jail. Police chiefs — entire departments, too — come and go. Still, when the town's two top cops pulled guns on each other at the police station last month, Wellston seemed to hit a new low. City officials dismissed it as an isolated event. An embarrassing aberration.

But the high-profile fight was, in fact, just a dramatic twist to a string of previously undisclosed, questionable incidents. Several former officers say it fit a pattern of meddling by city officials. RELATED LINK McNeil, Gilmore balked at media photographs

In the days before the fight, the mayor demanded that a woman claiming to be his granddaughter be released from jail. Hours later, a councilwoman protected her son and another man from arrest, according to officers on the scene. The next day, in a move many viewed as payback, the mayor gutted the 14-person police force. A new police chief was hired; days later, he helped his nephew avoid arrest, according to former officers.

Outside authorities, including St. Louis County Police, say they have seen nothing illegal in the city officials' actions.

But residents are appalled. Making the situation worse, as the police department melted down, a wave of home burglaries — 30 in all — swept over the town, which has only about 800 occupied homes.

"We want to be protected," said Seqenenra Shakur, 34, a freight handler. "We want our houses protected. When you've got the mayor going against the police, it is altogether wrong. Something really needs to be done about it."

MAYOR DEMANDS A FAVOR

Mayor Frank McNeil, 71, admitted helping the woman who claimed to be his granddaughter, but he disputed the relationship.

"I've been here 47 years — everyone calls me 'Pops,'" said McNeil, who for two years has been mayor of the town, sandwiched between St. Louis and University City. "She's no kin of mine."

But after the arrest of the woman, Catina Lee, 35, on July 26, the mayor called police to plead her case.

Lee and another woman, Viola Nettles, 49, were charged with failure to comply with police orders after shouting at an officer and refusing to move away from her cruiser, according to a police memo obtained by the Post-Dispatch.

"Lee continued that her grandpa was the mayor and that I could not arrest her," wrote former Officer Amy Smith.

Lee and Nettles were arrested and taken to the town jail. McNeil ordered the women released with a ticket. He warned of firings if he was ignored.

"If I'm wrong, then I'm wrong," McNeil later told the Post-Dispatch. "But I did not interfere."

Police officers on duty that night disagreed.

The mayor "wanted me fired for doing my job," Smith said. "He didn't let the chief do his job. It was awful."

As family and friends gathered outside the station demanding the women's release, then-police chief Robert Cossia suggested moving the women to the county jail in Clayton. Wellston's mayor holds no power in the county. Both women were taken to Clayton and released within three hours, according to jail records. Neither woman could be reached for comment.

But the mayor was incensed.

COUNCILWOMAN PROTECTS HER SON

Wellston once boasted a bustling shopping district clustered at the end of streetcar lines. There was a JC Penney. A Woolworth's. The town was home to nearly 10,000 people in 1950.

But the streetcars disappeared, and so did the factories. Today, storefronts along Martin Luther King Boulevard are boarded up or barely getting by. Population is down to 2,400.

The town also has been hit by scandals in government. In the 1990s, several city workers were accused of various criminal deeds. One mayor was impeached in 1991 for taking bribes. Another was convicted in 1997 for stealing city funds. And for three years county police patrolled the streets after the local police force was disbanded.

Last month, just hours after the mayor demanded a favor, the tension continued for Wellston police. Early in the morning of July 27, a speeding Jeep Grand Cherokee refused to stop for a police officer and blew through a stop sign, according to three former officers and another department memo. The car finally stopped near the home of Councilwoman Linda Whitfield. The police station sat across the street. Brian McGill, a police sergeant at the time, ran over to help.

It was a classic high-risk encounter, McGill recalled. The car windows were heavily tinted. McGill and Officer Fanon McDaniel pulled out their guns and yelled at the driver and passenger to get out. Two men climbed out just as Whitfield ran from her house and demanded to know what was going on, McGill said.

"Whitfield advised me that both driver and passenger were related to her," wrote McDaniel in a police memo with the subject line, "Political Interference."

The passenger, it was later discovered, was Whitfield's son. Police never identified the driver.

Officer Smith arrived. McGill and Smith said they hoped the driver would at least get traffic citations. But no charges were filed. The incident vanished.

"Anybody else they would've locked up," Smith said.

Whitfield declined repeated requests over several weeks for an interview.

McGill, who was fired and was still looking for a new job weeks later, was dismayed by it all.

"You can't do your job," McGill said of policing Wellston. "When you're right, you're still wrong."

He added: "Nothing is going to change so long as those council people are out there."

NEW CHIEF HELPS HIS NEPHEW

The fallout at the police station was swift. Smith, the only officer trained to handle canines, was fired. McGill, McDaniel and two other officers were fired, too. Cossia was demoted to deputy chief. A new police chief was brought in by the mayor.

Brian Gilmore, a 27-year veteran of St. Louis city police, took over a department slashed to nine officers from 14. Within a couple of weeks, the department would be down to as few as six.

Four days into Gilmore's new job, on Aug. 1, his nephew was stopped by police after leaving a dead-end street, an area known for drug-dealing, according to then-Officer Ron Huddleston, who pulled over the car. Cossia, back on patrol since his demotion, drove up to assist.

The car's license plates were registered to a woman named Gilmore. The driver, a man, did not have any ID, but he gave his last name as Gilmore, too, according to Huddleston and Cossia. "He was definitely going to jail," recalled Huddleston, who has since moved on to another police department.

Then the police radio crackled with news that "King 1" was on his way to the scene. That was Chief Gilmore's call sign.

When Gilmore pulled up, the driver was in handcuffs. "Hey, Uncle," the two officers recalled the driver saying before Chief Gilmore told the officers to release his nephew.

In an interview with the Post-Dispatch, Chief Gilmore denied interfering. "They had nothing to arrest him for," Gilmore said. He also disputed his nephew was handcuffed. "I told the officers if there was any type of violation, to move on it," the chief said. "I didn't interfere whatsoever."

A CHILLING STANDOFF: CHIEF VERSUS EX-CHIEF

Later that day, the police station buzzed with officers upset about paychecks coming up short, according to interviews and a police report. Cossia and Gilmore stepped into a room to talk. A fight broke out.

Prosecutors say Cossia pushed and choked the new chief, then pointed a loaded gun at him. Gilmore pulled out his gun. The standoff was defused. Cossia has said his actions were self-defense.

Cossia declined to comment on the charges but confirmed details in the other incidents involving him. He was charged with two counts of third-degree assault, a misdemeanor. A hearing is set for Oct. 2.

But the case might be tainted. Wellston officials asked nearby Pine Lawn police to investigate. Conducting the inquiry was Pine Lawn Sgt. Robert Sampson, who used to work for Wellston police and had been fired by Cossia in 2007.

The county prosecutor's office declined to say whether this constituted a conflict of interest. "We're just going to deal with it at the time of the trial," Don Schneider of the prosecutor's office said.

WELLSTON STILL WAITING ON CHANGE

On Aug. 20, nearly three weeks after the fight, Wellston held a council meeting. McNeil quickly called for a closed session.

The council was gone two hours. Residents were upset. It was later learned the council had voted to fire Cossia.

Nearly alone in the barren council room, while public officials talked behind closed doors, sat James Hinton. He had served three terms on the council. A retiree, he has resided in Wellston for almost 50 years. He had lived through the troubles that have scarred the city. Still, there are signs of life, such as the nearly 80 low-income houses built in recent years.

Hinton said he thought Cossia had been doing a decent job as police chief. He noted police's quick response when his car was stolen several weeks ago. Cossia must have run afoul of the mayor, Hinton said.

To Hinton, the current disputes seem like a return to a regrettable pattern, one that Wellston can't seem to shake.

"I keep thinking we'll have a turnaround," Hinton said. "I'm 74 years old and still hoping out here."

Mrs. Clinton’s campaign event in Florida, her first for Mr. Obama since the Democratic convention, will serve as a counterpoint to the searing attacks and fresh burst of energy that Ms. Palin injected into the race with her convention speech on Wednesday, Obama aides said.

With the McCain-Palin team courting undecided female voters, including some who backed Mrs. Clinton in the Democratic primaries, Obama aides said they were counting on not only Mrs. Clinton but also Democratic female governors to rebut Ms. Palin — and, by extension, Mr. McCain. Those governors include Janet Napolitano of Arizona and Kathleen Sebelius of Kansas.

Still, within the Obama campaign and among Democratic officials nationwide, talks are well under way about how the party should treat Ms. Palin in the campaign — and what Mr. Obama and his running mate, Senator Joseph R. Biden Jr., need to do to regain the offensive after the Republican convention.

Some Democrats were urging Mr. Obama’s campaign not to underestimate the potential power of Ms. Palin’s speech, even among voters not aligned with either party: On liberal talk-radio shows and on left-leaning blogs, some Democrats said the Obama campaign should fight back hard to avoid being caricatured as Senator John Kerry was four years ago when he ran against President Bush. Some party strategists warned that Mrs. Palin’s personal narrative as a “hockey mom” with a special-needs child, would appeal to some undecided women voters.

“What McCain has done with Governor Palin’s nomination is aim right at a demographic that Obama needs to address quickly: noncollege-educated women,” said Mike McCurry, a former spokesman in the Clinton White House. “They need to maximize Biden’s ability to reach out to them, but at the end of the day, it is Obama who has to get that very, very critical group.”

Advisers to Mr. Obama predicted that the buzz over Ms. Palin would fade and that the race would quickly turn back into a contest between Senators McCain and Obama, despite the McCain campaign’s efforts to compare Mr. Obama’s experience unfavorably to Ms. Palin’s. At the same time, even as Democratic researchers pore over Ms. Palin’s record in Alaska, a rapid response team is being created in Chicago to dispatch female surrogates around the country.

David Axelrod, the Obama campaign’s chief political strategist, said Mr. Obama would not raise questions about Ms. Palin’s experience. Mr. Axelrod said the campaign would work instead to impress upon voters the seriousness of the race and continue to try to link the McCain-Palin team to President Bush.

While Mr. Obama did not aggressively challenge Ms. Palin, his advisers opened a new line of criticism to brand her as part of the Republican establishment.

“For someone who makes the point that she’s not from Washington, she looked very much like she’d fit in very well there when you see how she brings the attacks,” Mr. Axelrod said. “They all felt very familiar to Americans who are used to this kind of thing from Washington.”

Advisers to Mrs. Clinton said that she stood ready to help the Obama-Biden ticket, but they urged the campaign not to overestimate the impact Mrs. Clinton could have, noting that she had other commitments this fall, like campaigning and raising money for Senate candidates. Obama aides said the Clinton trip had been in the works before Ms. Palin was named the running mate.

Still, Mo Elleithee, a Clinton spokesman, said he believed she could make a difference with some voters who feel lost in the current economy and who want to see a federal role enacting universal health insurance.

“Anyone who was inclined to support Hillary Clinton typically did so because of her focus on middle-class, bread-and-butter issues,” Mr. Elleithee said. “Her message for Barack Obama on those issues could certainly help the Democratic ticket at the ballot box.”

The Obama camp also plans to keep Mr. Biden campaigning steadily in swing states. Obama advisers said that one advantage they had was that Mr. Biden, as a six-term senator and former presidential candidate, is well-prepared for his single debate with Ms. Palin, in October.

WELLSTON -- Wellston Mayor Frank McNeil Sr. says he thought he was a dead man when the city's assistant police chief pointed a pistol at him in a city office Aug 1.

In an interview today with the Post-Dispatch, McNeil described being in the middle of a dispute between assistant chief Robert Cossia and the police chief, Brian Gilmore. Cossia had been demoted from chief a few days before the incident, and replaced by Gilmore.

McNeil said of Cossia: "I’ve never seen his eyes like that before, and I’ve been in the service with people who came back and were shell shocked. I just knew I was gone."

For the few long seconds, McNeil said, Cossia's .40-cal. Glock hand gun was aimed at McNeil,

Then Gilmore pushed aside McNeil, and pulled his service pistol and trained it on Cossia, McNeil said. Both men eventually put away their weaspons.

The dispute between Gilmore and Cossia started over a personnel issue involving another police officer..

McNeil, Cossia and Gilmore all gave statements to Pine Lawn police officers who wrote a report of the incident and forwarded it to the St. Louis County prosecuting attorney. Cossia is now on sick leave, Wellston officials said

KSDK -- A new report revealed both the Wellston Police Chief and Assistant Police Chief pointed loaded guns at one another, with Robert Cossia threatening to shoot his boss.

The report was prepared by Pine Lawn police and turned over to prosecutors. The findings were serious, embarrassing, and could lead to criminal charges.

"We are not at liberty to discuss or speak about the incident that happened, but it is going to come out in the wash," said Chief Brian Gilmore.

A recently obtained report shows two men, bullets away from a tragedy inside Wellston City Hall.

Investigators said it started when Chief Gilmore had a contentious payroll meeting with a female officer. Assistant Chief Cossia entered the office and wanted to speak to everyone involved, including the mayor.

The report says a conversation quickly turned into a shouting match between Gilmore and Cossia. The assistant chief said Gilmore struck him in the chest. Cossia said he was then forced to defend himself by choking Gilmore.

The chief had a different version of what happened and said he only made a move after he was choked. Both admit Cossia was pushed, causing him to fall backwards and break a desk.

While on the ground, Cossia said he drew his .40 caliber handgun. Cossia said he pointed his gun at Gilmore, who responded by pulling his loaded .9mm handgun.

No bullets were fired and the altercation was broken up by Wellston's mayor. The mayor, who has heart problems, had to be treated at the scene. The Saint Louis County Prosecutor's Office is looking at the report. They could determine if charges will be filed by as early as next week.

Wellston — About 50 people protested outside a city council meeting Wednesday evening and 100 more crowded inside city hall to demand better police protection.

Residents said a recent rash of burglaries, coupled with officer shortages, have left them scared and frustrated. Several complained of slow or no police response, as well as high-handed treatment from officers.

"This is the worst I've ever seen it in Wellston," said longtime neighborhood activist Betty Frye.

People also voiced concern about a recent fight between police officers inside city hall.

On Friday, a brawl between Police Chief Brian Gillmore, who had been named to the position four days earlier, and his ousted predecessor, Robert Cossia, resulted in guns being drawn, police have said. Mayor Frank McNeil required medical attention when he became overexerted while trying to intercede.

"I understand the frustration," Gillmore, a St. Louis officer for 27 years, told the crowd. "Give me a chance to make things better. New officers will be hired. The personnel process is ongoing."

Gillmore said the force is down to 10 officers from 16 a few years ago.

He also said that residents must take responsibility for their city, saying many burglaries have been committed by young people. Many people left when he said that, saying they were frustrated and that wasn't the message they were looking for.

Other complaints by residents included trash around the city, street lights that don't work and that they don't get an answer when they call city hall

An altercation inside Wellston City Hall Friday afternoon ended with two police chiefs pulling guns and the mayor being treated by paramedics.

City leaders said there have been rampant burglaries, serious drug problems, and now this: a fight between two chiefs.

The Pine Lawn Police Chief said his department received a call for an officer in need of aid just before 3 p.m. at city hall. Officers met with the current police chief, who claimed to have been assaulted by the assistant chief.

That individual who also claimed to have been assaulted was previously in the chief's position before being demoted.

"It got physical, a weapon was pulled and we are doing an investigation and we are in contact with the st louis county prosecutors office," said Pine Lawn Chief Rickey Collins.

It's not clear what lead to the fight, but Pine Lawn officials said the mayor and board members requested police investigate.

"Chief Cossia stated to chief Gilmore that he had no reason to put his hand on him and he pulled a gun and he told him, 'don't you ever put your hands on me,'" said police clerk Kaneka Thames.

Witnesses said the mayor of Wellston tried to step in and break up the fight but became overexerted due to a heart condition. An ambulance was called and he was treated outside the police station. No arrests were made but the assistant chief has been suspended.

Wellston -- A brawl this afternoon between the newly appointed police chief and his ousted predecessor resulted in guns being drawn and the mayor requiring medical attention for trying to intercede, authorities said.

Racial Profiling: It's Getting Worse in Missouri
Missouri - Black drivers are nearly 50% more likely than whites to be stopped by Missouri police and twice as likely to be searched, even though police are less likely to find contraband than with white drivers, according to the state's annual report on racial profiling. Released May 31, the report also found that the problem is getting worse.

The report showed that blacks were pulled over at rates 49% greater than their presence in the driving age population. The numbers were 34% in 2004 and 42% in 2005.

"As I have said in previous years, the disparity index for African-American and Hispanic drivers continues to be of concern," Attorney General Jay Nixon said in his written analysis of the report. "Law-abiding drivers have the right to travel throughout Missouri without the fear that they will be stopped based solely on their race or ethnicity."

White drivers were stopped at a rate slightly below their percentage of the population, while Hispanic drivers were stopped at a right slightly above it. Asians, American Indians, and people of mixed race were all stopped at rates well below what would be expected.

Blacks and Hispanics were twice as likely to be searched as whites, even though police were most likely to find contraband in searches of vehicles driven by white drivers. Police found contraband in 14.4% of searches of Hispanic drivers, 18.7% of black drivers, and 22.2% of white drivers.

Despite lower levels of successful searches among black and Hispanic drivers, they were still twice as likely to be arrested during a traffic stop than white drivers. Five percent of white drivers pulled over ended up going to jail, while slightly more than 10% of black and Hispanic drivers did.

The report was based on an analysis of more than 1.6 million traffic stops, 128,000 searches, and 94,000 arrests made by state and local police in Missouri in 2006.

Pine Lawn — To save gas and better connect with the community, the Pine Lawn police chief wants to acquire two golf carts for patrol.

Chief Rickey Collins said Friday the battery-powered carts, which cost $2,500 each, would make it easier for officers to visit with residents, disperse children in the street, confront loitering, enforce ordinance violations and reach areas inaccessible to cars.

A quiet golf cart also will help officers with an "element of surprise," Collins said.

The board of aldermen in the north St. Louis County community of about 4,000 people will consider the request at its meeting May 12.

"I don't want cops passing through the community," the chief said. "I want cops in the community."

Collins, who owns a golf cart, came up with the idea after receiving complaints that too many officers were talking on cell phones and driving with their windows up.

The chief said he believes the golf carts will foster more interaction and motivate officers toward "old-school policing" without compromising safety.

"It's no different than bike patrol. It's no different than foot patrol," Collins said. "I felt it was convenient and a gas saver."

The carts would not be used to replace cars. They would be modified to reach speeds of about 15 mph, and fitted with a storage area that could be used, for example, to haul water for elderly residents during summer months, Collins said.

He said they would be ideal to patrol alleys and a narrow area dubbed "the catwalk" popular with vandals. The carts can run about five hours on a charge, he said.

Sheldon Lineback, executive director of the Missouri Police Chiefs Association, said carts have long been used by officials to patrol festivals and remove injured athletes from playing field.

"Other means of transportation are used in some enforcement areas such as universities and special events, and that's very common," Lineback said. But he said he did not know if other departments in the state have used them for regular patrol

Decades of white flight transformed America's cities. That era is drawing to a close.

In Washington, a historically black church is trying to attract white members to survive. Atlanta's next mayoral race is expected to feature the first competitive white candidate since the 1980s. San Francisco has lost so many African-Americans that Mayor Gavin Newsom created an "African-American Out-Migration Task Force and Advisory Committee" to help retain black residents.

"The city is experiencing growth, yet we're losing African-American families disproportionately," Mr. Newsom says. When that happens, "we lose part of our soul."

For much of the 20th century, the proportion of whites shrank in most U.S. cities. In recent years the decline has slowed considerably -- and in some significant cases has reversed. Between 2000 and 2006, eight of the 50 largest cities, including Boston, Seattle and San Francisco, saw the proportion of whites increase, according to Census figures. The previous decade, only three cities saw increases.

The changing racial mix is stirring up quarrels over class and culture. Beloved institutions in traditionally black communities -- minority-owned restaurants, book stores -- are losing the customers who supported them for decades. As neighborhoods grow more multicultural, conflicts over home prices, taxes and education are opening a new chapter in American race relations.

Part of the demographic shift is simple math: So many whites had abandoned cities over the past half-century, there weren't as many left to lose. Whites make up 66% of the general U.S. population, but only about 40% of large cities. Sooner or later, the pendulum was bound to swing back, and that appears to be starting.

The Census data "suggests that white flight from large cities may have bottomed out in the 1990s," says William Frey, a demographer at the Brookings Institution, a Washington think tank.

For instance, while most of the 50 largest cities continue to see declines in the share of whites, it is at much-reduced rates. In Los Angeles the share of the white population declined only about a half a percentage point between 2000 and 2006, compared to a 7.5-point decline the previous decade. Cities including New York, Fort Worth and Chicago show a similar pattern.

'Natural Decrease'

Demographic readjustments can take decades to play out. But if current trends continue, Washington and Atlanta (both with black majorities) will in the next decade see African-Americans fall below 50% for the first time in about a half-century.

Meantime, in San Francisco, African-American deaths now outnumber births. Once a "natural decrease" such as this begins, it's tough for the population to bounce back, since there are fewer residents left to produce the next generation. "The cycle tends to be self-perpetuating," says Kenneth M. Johnson, senior demographer at the Carsey Institute at the University of New Hampshire.

There are myriad factors driving the change. In recent years, minority middle-class families, particularly African-Americans, have been moving to the suburbs in greater numbers. At the same time, Hispanic immigrants (who poured into cities from the 1970s through the 1990s) are now increasingly bypassing cities for suburbs and rural areas, seeking jobs on farms and in meat-packing plants.

Cities have spent a decade tidying up parks and converting decaying factories into retail and living space. That has attracted young professionals and empty-nesters, many of them white.

The shift has put the future at odds with the past. New York City's borough of Brooklyn has seen its proportion of whites grow to 36.1% in 2006 from 35.9% in 2000 -- the first increase in white share in about a century.

Hoarding Computers

While the root of neighborhood conflicts is often money or class differences between white-collar and blue-collar workers, it often unfolds along racial lines. About two years ago Public School 84, in a largely Hispanic section of Brooklyn, meetings of the Parent Teacher Association started drawing a more professional, wealthier and whiter group of parents.

Soon, disagreements spilled into the open. Arguments concerned everything from how PTA money was spent, to accusations that some white parents were hoarding computers for their kids.

Even ice cream became a point of contention: In the past year, a group of mostly white parents took issue with a school tradition of selling ice cream to raise money. They felt the school shouldn't be serving sugary foods to kids, but the break with tradition angered many minority parents who felt the sales were an important source of money and that ice cream is a harmless treat.

"It was a gigantic fight," says Brooke Parker, who is white and whose daughter attended the school last year. "If the school is saying 'It's OK to give out ice cream' while at the same time they're holding workshops on how to deal with your kid's Type 2 diabetes, maybe we should rethink the message we're sending."

Relations got testy enough that about 20 kids, most of whom were white, transferred to private schools or other public schools. "I don't think the battleground against gentrification should take place in the schools," says Ms. Parker, who withdrew her own daughter from P.S. 84 as tensions built. "It seemed nothing could get accomplished," she said.

Cries of 'Segregation'

A few months later, a small group of families, most of them white, proposed establishing a new public school, to be located inside the existing P.S. 84. Hundreds of minority parents reacted by putting out a press release calling it de facto segregation. The proposal is "clearly discriminatory," the release said. "Children will suffer the effects of negative stigma as a result of this segregation which will send our City back 120 years!"

"I honestly felt like they didn't want to mix our children with their children," says Virginia Reyes, vice president of the PTA at P.S. 84 who has two foster children at the school. "It upset me a lot."

A spokeswoman for the New York City Department of Education says, "We obviously would not and could not open segregated schools." The department says the new school didn't get the go-ahead because it didn't have broad enough community support.

Backers of the new school couldn't be reached.

Elsewhere in Brooklyn, in a majority African-American section of the borough, Councilwoman Letitia James says a handful of predominantly white parents last year asked her if some of their local tax money could be steered to schools in a nearby neighborhood. The parents wanted their kids in schools with a more diverse racial mix, Ms. James says, rather than the majority-black schools in her district.

The parents felt "tax dollars should follow the children, and not the school," Ms. James says. She denied their request.

There's a century's worth of history behind the ebb and flow of whites and minorities in urban America. Rural blacks began flocking to cities more than a century ago, lured by factory jobs. After World War II, whites headed for the suburbs as the great postwar building boom got rolling, while African-American families stayed in the cities, partly because they were often denied access to home loans that whites could get. In the 1970s Hispanic immigrants surged into cities, chasing service jobs and further diluting the share of whites. By the 1980s, as cities hemorrhaged manufacturing jobs, blacks and whites both left -- but whites at a higher rate.

Cities Get a Makeover

Today, cities are refashioning themselves as trendy centers devoid of suburban ills like strip malls and long commutes. In Atlanta, which has among the longest commute times of any U.S. city, the white population rose by 26,000 between 2000 and 2006, while the black population decreased by 8,900. Overall the white proportion has increased to 35% in 2006 from 31% in 2000.

In other cities, whites are still leaving, but more blacks are moving out. Boston lost about 6,000 black residents between 2000 and 2006, but only about 3,000 whites. In 2006, whites accounted for 50.2% of the city's population, up from 49.5% in 2000. That's the first increase in roughly a century.

Tracking population shifts is an inexact science. Changes in how Census data are tallied makes for imprecise comparisons across decades. Hispanics, for instance, were mostly lumped in with whites until 1980, potentially overstating the white population in earlier decades. Also, losses of African-Americans from cities are often disproportionate to other minorities because unlike, say, Hispanics or Asians, the inflow of black immigrants into the U.S. isn't big enough to offset the loss of African-Americans to the suburbs.

Washington -- where African-Americans have been in the majority for a half-century -- has lost about 80,000 black residents between 1990 and 2006. Whites had been leaving, too, but recently they've started coming back. Between 2000 and 2006, Washington gained 24,000 whites and lost 21,000 blacks. Whites are now 32% of the population, up from 28% in 2000.

Churches Take a Hit

This is a problem for Washington's African-American churches. The past few years, numerous black churches have relocated to suburban Prince George's County, Md., to follow their parishioners. Later this year, Metropolitan Baptist Church (founded by freed slaves during the Lincoln administration) plans to leave town as well.

Some of the remaining black churches are now courting white members. On a recent Sunday, the Rev. John Blanchard, the 64-year-old pastor at Ebenezer United Methodist Church, preached to a thin crowd; several pews were empty. About half his parishioners now live in the suburbs and drive into the city for services. High gasoline prices aren't helping attendance.

So Mr. Blanchard says he's planning to add a white intern to preach with him, in hopes of filling more pews. "You've got to love the one you're with," he says, "but you also need to adjust to the environment you're in."

While his church flounders, the predominantly white Capitol Hill United Methodist Church just down the street is flourishing. There the average attendance on Sundays has doubled to about 120 people the past five years. "Demographics are in our favor. We're attracting the folks that are moving in," says the Rev. Ginger Gaines-Cirelli, 38, who headed the church for five years before recently leaving for a position elsewhere.

In San Francisco, the African-American population has fallen by a third, or about 30,000 people, since 1990, largely due to surging housing costs and redevelopment that destroyed some public housing. Mayor Newsom's African-American Out-Migration Task Force, set up last year, has a two-pronged strategy: keep African-Americans from leaving, and promote affordable housing and cultural institutions like a jazz center to try to lure blacks back. "The greatness of our city and region is in its diversity," Mayor Newsom says.

So far, his efforts have focused on residents of public housing, about half of whom are black. The city is trying to prevent evictions by building new community centers where residents can get job training and help with the rent. The city is also giving residents displaced by redevelopment, many of whom are black, an inside track on affordable-housing units.

From Poor to Poorer

As middle-class African-Americans have left San Francisco, the remaining black population has gone from poor to poorer. In 1990, half of the city's African-American population was very low-income; by 2005, that number swelled to about two-thirds. The number of black-owned businesses fell 25% between 1997 and 2002.

As blacks migrated to San Francisco's suburbs, so too have many social activities centered on the community. The San Francisco Chapter of the National Black MBA Association has started hosting many of its events across the bay in Oakland.

The Western Addition, a historically black neighborhood in San Francisco once home to many jazz clubs, has lost much of that character. Powell's Place, an iconic soul-food restaurant that had been located in or around the neighborhood since the 1970s, has moved to Bayview-Hunters Point. Charles Spencer, who owns a barbershop catering to black men, says he has lost many of his customers and is trying to diversify. His Web site has a picture of a white client to go with three black faces.

'An Act of Faith'

The city has celebrated its traditional black culture by designating a stretch of Fillmore Street the "Fillmore Jazz Preservation District," yet the businesses that defined the era are now gone or dying. Raye Richardson, owner of Marcus Book Stores -- its motto is "Books by and about black people everywhere" -- has been in the Fillmore district since 1946. She remembers the clubs, the black tailor shops and the many black residents who supported her shop. Today, Ms. Richardson says her store is losing money; much of her business comes from mail-order traffic.

"San Francisco has so few blacks now, that it's just an act of faith to stay open," says Ms. Richardson, 88.

Sherri Young, executive director at the African-American Shakespeare Company in San Francisco, is one of the few blacks at her theater company who still lives in San Francisco. "I'm a single woman in my late 30s," Ms. Young says. "Culturally, it's difficult."

Recently, she says, her production of "The Comedy of Errors" drew a mostly white audience. It's the first time that's happened since she founded the company 14 years ago.

In the aftermath of Reconstruction and the ratification of the 13th, 14th, and 15 th Amendments, southern segregationists increasingly turned to their state legislatures to enact discriminatory legislation known as Jim Crow laws. In the South, segregation became the law of the land, a status quo that was upheld in 1896 when the U.S. Supreme Court ruled that "separate but equal" facilities for blacks and whites were constitutional. White southern legislatures added insult to injury by passing other laws that made it difficult for blacks to vote, effectively disenfranchising a significant number of black citizens. By 1945, most southern states had been so successful in their application of Jim Crow regulations that the vast majority of American blacks failed to move beyond the second-class status of their ancestors in the early 1880s. Nonetheless, Jim Crow was not unassailable nor could it hope to survive the vast social, cultural, and economic changes that the Second World War had induced. In a landmark decision in 1954, Brown v. The Board of Education of Topeka, the Supreme Court overturned Plessy v. Ferguson and ordered the integration of southern institutions with "all deliberate speed," a directive that met with virulent hostility from many white southerners who occasionally turned to violence as a means of resisting the desegregation process. In 1957, President Eisenhower federalized the Arkansas National Guard and forced the integration of a high school in Little Rock. In 1963, President Kennedy compelled the segregationist governor of Alabama, George Wallace, to integrate the state's university system, a move that signaled the beginning of the end of the Jim Crow era. Over the next five years, the Civil Rights Act of 1964, the Voting Rights Act of 1965, and the Fair Housing Act of 1968 officially ended the ability of any state to discriminate, disenfranchise, or otherwise restrict any individual on the basis of race.

Have you ever lost your temper? Did you yell and scream or want to hit someone? Maybe your little brother got into your room and played with your toys without permission. Or maybe your teacher gave you too much homework. Or maybe a friend borrowed your favorite video game and then broke it. That made you angry!

Everyone gets angry. Maybe you "lose your cool" or "hit the roof." Anger can even be a good thing. When kids are treated unfairly, anger can help them stand up for themselves. The hard part is learning what to do with these strong feelings.

What Is Anger?

You have lots of emotions. At different times, you may be happy, sad, or jealous. Anger is just another way we feel. It's perfectly OK to be angry at times — in fact, it's important to get angry sometimes. But anger must be released in the right way. Otherwise you'll be like a pot of boiling water with the lid left on. If the steam doesn't escape, the water will finally boil over and blow its top! When that happens to you, it's no fun for anyone.

What Makes You Angry?

Many things may make kids angry. You may get angry when something doesn't go your way. Maybe you get mad at yourself when you don't understand your homework or when your team loses an important game. When you have a hard time reaching a goal you might become frustrated. That frustration can lead to anger.

Kids who tease you or call you names can make you angry. Or you might get angry with your parents if you think one of their rules is unfair. Worst of all is when you are blamed for something you didn't do. But it's also possible to get angry and not even know why.

How Can I Tell When I'm Angry?

There are different ways people feel anger. Usually your body will tell you when you are angry. Are you breathing faster? Is your face bright red? Are your muscles tense and your fists clenched tight? Do you want to break something or hit someone? Anger can make you yell or scream at those around you, even people you like or love.

Some people keep their anger buried deep inside. If you do this, you might get a headache or your stomach might start to hurt. You may just feel crummy about yourself or start to cry. It's not good to hide your anger, so you should find a way to let it out without hurting yourself or others.

How Can I Tell When Someone Else Is Angry?

When someone you know is angry, he or she may stomp away or stop talking to you. He or she may become quiet and withdrawn. Some people scream and try to hit or harm anyone close by. If a person is this angry, you should get away as soon as possible.

Once you are away from the angry person, stop and think. Try to figure out what made that person so angry. Can you make the situation better? How does the other person feel? When the other person has cooled down, try to talk about the problem. Listen to what he or she has to say.

What Should I Do If I Get Angry?

Don't lose control if you get angry. Taking it out on others never solves anything. Instead, admit to yourself that you are angry and try to figure out why. What can you do to keep the situation from happening again? If your little sister gets a toy and you don't, it's not OK to break that toy. Maybe you can ask her to share it with you. Or if your science homework is too hard, don't rip up your notebook. Ask your teacher or a parent for help instead.

It helps to talk about your anger with an adult, such as a parent, teacher, or relative. Once you talk about anger, those bad feelings usually start to go away.

Anger Busters

Here are some other things you can do when you start to feel angry:

talk to a friend you can trust
count to 10
get or give a hug
do jumping jacks or another exercise
draw a picture of your anger
play a video game
run around the outside of the house five times as fast as you can
sing along with the stereo
pull weeds in the garden
think good thoughts (maybe about a fun vacation or your favorite sport)
take a bike ride, go skateboarding, play basketball - do something active!

Never getting angry is impossible. Instead, remember that how you act when you're angry can make the situation better or worse. Don't let anger be the boss of you. Take charge of it

HOSTILITY MEANS NOT ACCEPTING THE UNCHANGEABLE

What do the following examples of hostility have in common? Yelling at a cop for giving you a ticket. Kicking in a door that is broken. Blaming all your troubles on how your parents raised you. Refusing to accept that a relationship is over--when it clearly is. Throwing a temper tantrum after losing a game. Continuing to beat yourself up after you learned your lesson.

As destructive as anger can be at times, it is not nearly so bad as hostility. Dr. George Kelly believed that the underlying cause of all hostility is not adequately accepting unchangeable aspects of reality. Hostility means not accepting reality. Hostility is maintaining a goal even after it is clear it can't be reached. Hostility is doing something desperate to get things "right"--despite reality. Hostility just hurts you and others. The only healthy response to a "done deed" reality is to accept it and try to understand it. Dr. Maslow's self-actualized people accepted life's hardships and people's shortcomings the way they accepted water as being wet.

If you believe that you can choose to be happy and have learned the methods in this book, you know that you can be happy in the future--no matter what the reality is. Therefore, accept the past, forgive, let go, and move on.

ANGER IS AN EMOTION THAT CENTERS ON GETTING CONTROL

Someone calls you an "inconsiderate idiot," and you feel angry. Someone cuts in front of you on the freeway, and you feel angry. Someone attacks your friend, and you feel angry. Someone tells you that you will not get the pay increase you think you deserve, and you feel angry. What causes you to feel anger? What do all of these situations have in common?

Underlying anger is caused by a perceived loss of control over factors affecting important values. The values in the above examples might be pride, getting someplace on time, someone you love, money, or being treated "fairly"--we are frustrated about not getting what we want or expect.

With anger, we usually think we know what caused the problem. We have some target(s) for our anger. It may be the person criticizing you, the person who cut you off on the freeway, an attacker, your boss, or even yourself. With anger, we may hope that a burst of energy aimed at the threat will defeat it. Or we may hope that a burst of energy will break the barrier stopping us from meeting our goal.

Anger can be used constructively at times. It can give us energy we need to fight back if physically attacked. However, for most situations it merely clouds our judgement and creates extra stress. If anger prompts aggressive behavior toward other people, it can permanently harm relationships--especially with those we love. Prolonged or frequent resentment (mild anger) has been shown to be a significant cause of cardiovascular problems and heart attacks. It is the villain behind "type A" behavior.

The project, which targets low-income buyers, was approved at a special City Council meeting on June 26, Mayor Frank McNeil said. Meyer, based in west St. Louis County, has developed homes in Wellston and nearby Hillsdale. The Glenchort project became possible after the nonprofit Wellston Community Support Association acquired the lots and made them available to developers. Buyers must qualify by income and other tests.

McNeil has appointed two Planning and Zoning commissioners, replacing one person who died in June and another who moved from Wellston. The reconstituted commission met June 25.

The documents include telegrams and canceled checks, 800 index cards with ideas for sermons, a blue spiral notebook used in a prison cell, and a very early draft of the speech that would move a generation: "I have a dream."

Under an extraordinary deal championed by the mayor of Atlanta, the papers of the late Martin Luther King have been saved from the auctioneer's gavel.

The four children of the civil rights leader are to receive $32m (£17.5m) for a collection of some 7,000 items, from a fund raised within a matter of days from local businesses and philanthropists, and the papers of Atlanta's most famous son are to be consigned to Morehouse College, the black liberal arts university that was King's alma mater.

The papers, which include drafts of King's most celebrated sermons as well as ephemera such as airline ticket stubs, were to have been put up for sale this Friday. They were on display at Sotheby's in New York last week. The proceeds were to have been divided between his children. That eventuality caused widespread alarm among historians and rancor in Atlanta, where King's children have been accused of trying to cash in on his legacy.

In academic circles, where there had been growing frustration at the limited access granted to King's papers by his descendants, news of the deal was greeted with relief. "It would have been tragic if the papers had been purchased by someone who just didn't really care about the papers as such, but about the profit he or she could make from them," said Roger Wilkins, a professor of American history at George Mason University.

King enrolled at Morehouse when he was 15, and the college was the formation ground for the ideals that would guide him for the rest of his life. It was at Morehouse that King had been introduced to the principles of Mahatma Gandhi and non-violence, and where he had been instilled with a sense of mission, Prof Wilkins said. "The life that Martin Luther King led for those 14 years from 1954 to his assassination in 1968 were in large measure the product of the teaching at Morehouse."

Among the items saved from the auctioneer's hammer were theological writings, drafts of addresses on being awarded the Nobel prize and learning of the assassination of John Kennedy, and King's private library of books, with their extensive writing in the margins. The papers also include an early four-page draft of the speech King delivered at the Lincoln Memorial in 1963, when he declared: "I have a dream that my four children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character." That celebrated line is not in the draft.

There were concerns yesterday that Morehouse might not have the expertise or resources to preserve, house and display the documents. The college said yesterday that it had engaged two archivists to help sort the collection, and was arranging for temporary storage until the papers could be put on permanent public display.

Francine Henderson, research library administrator for Atlanta's Auburn Avenue Research library on African American culture and history, remained skeptical. "Morehouse College is not fully capable of archiving the papers correctly. The facility they have as far as we know is not 100% climactically controlled for archival papers, and there is no 24-hour human security at the site."

On February 6, 1911, Ronald Wilson Reagan was born to Nelle and John Reagan in Tampico, Illinois. He attended high school in nearby Dixon and then worked his way through Eureka College. There, he studied economics and sociology, played on the football team, and acted in school plays. Upon graduation, he became a radio sports announcer. A screen test in 1937 won him a contract in Hollywood. During the next two decades he appeared in 53 films.

From his first marriage to actress Jane Wyman, he had two children, Maureen and Michael. Maureen passed away in 2001. In 1952 he married Nancy Davis, who was also an actress, and they had two children, Patricia Ann and Ronald Prescott.

As president of the Screen Actors Guild, Reagan became embroiled in disputes over the issue of Communism in the film industry; his political views shifted from liberal to conservative. He toured the country as a television host, becoming a spokesman for conservatism. In 1966 he was elected Governor of California by a margin of a million votes; he was re-elected in 1970.

Ronald Reagan won the Republican Presidential nomination in 1980 and chose as his running mate former Texas Congressman and United Nations Ambassador George Bush. Voters troubled by inflation and by the year-long confinement of Americans in Iran swept the Republican ticket into office. Reagan won 489 electoral votes to 49 for President Jimmy Carter.

On January 20, 1981, Reagan took office. Only 69 days later he was shot by a would-be assassin, but quickly recovered and returned to duty. His grace and wit during the dangerous incident caused his popularity to soar.

Dealing skillfully with Congress, Reagan obtained legislation to stimulate economic growth, curb inflation, increase employment, and strengthen national defense. He embarked upon a course of cutting taxes and Government expenditures, refusing to deviate from it when the strengthening of defense forces led to a large deficit.

A renewal of national self-confidence by 1984 helped Reagan and Bush win a second term with an unprecedented number of electoral votes. Their victory turned away Democratic challengers Walter F. Mondale and Geraldine Ferraro.

In 1986 Reagan obtained an overhaul of the income tax code, which eliminated many deductions and exempted millions of people with low incomes. At the end of his administration, the Nation was enjoying its longest recorded period of peacetime prosperity without recession or depression.

In foreign policy, Reagan sought to achieve "peace through strength." During his two terms he increased defense spending 35 percent, but sought to improve relations with the Soviet Union. In dramatic meetings with Soviet leader Mikhail Gorbachev, he negotiated a treaty that would eliminate intermediate-range nuclear missiles. Reagan declared war against international terrorism, sending American bombers against Libya after evidence came out that Libya was involved in an attack on American soldiers in a West Berlin nightclub.

By ordering naval escorts in the Persian Gulf, he maintained the free flow of oil during the Iran-Iraq war. In keeping with the Reagan Doctrine, he gave support to anti-Communist insurgencies in Central America, Asia, and Africa.

Overall, the Reagan years saw a restoration of prosperity, and the goal of peace through strength seemed to be within grasp.

U.S. Sen. Barack Obama, the presumptive Democratic presidential nominee, got a first-hand look at patient care from a nurse's viewpoint early today as he spent an hour-and-a-half working at Barnes-Jewish Hospital.

He accompanied Kate Marzluf, a nurse who cares for five patients in the hospital's cardiology unit. All of the patients had signed forms ahead of time agreeing to allow Obama to help with their care.

Obama's work is part of a two-week economic tour dubbed "Change that Works for You."

A pool of reporters observed Obama's activities.

Hospital officials also were on hand and posed for photos with Obama before he began his work.

He was wearing a suit without a tie. As he worked, he took off his jacket and rolled up his shirt sleeves. He got to the hospital to work about 7 a.m.

Before visiting the patients, Marzluf showed Obama how to read the computers and she explained how to dispense medicine from trays they would take to each patient. Obama noted that some of the trays had medical needles in them. He asked nervously: "We're not giving any shots are we?"

Marzluf replied: "I am."

The first patient treated by Obama and Marzluf was Shelby Davis, 17 of Mineral Point, Mo. While Marzluf dealt with some of Davis' medical needs, Obama talked to the patient briefly about her hopes for the future.

"Not right now," Davis replied.

Obama sought to put her at ease by quipping that his aim was "to show what great work Kate is doing." He added with a chuckle: "I just pretend to know what I am doing."

Davis smiled.

Obama accompanied Marzluf to see three more patients before ending his stint right before 8:30 a.m. For much of the time, he rolled the computer cart carrying the medicines into each patient room.

"I'm rolling," he chuckled, as he rolled in each cart.

He talked to several of the patients about their insurance coverage.

Judy Ladage, 62 of St. Louis, told him: "I'm lucky. I have good insurance." She is a coordinator for disaster response with the Lutheran Church-Missouri Synod. She was being treated at the hospital for a heart condition that could cause a stroke if not caught early.

As Marzluf took patients' vital signs, she noticed that most of them had elevated blood pressure. She attributed the high numbers to their excitement at being visited by the presidential candidate, who was followed by an entourage of Secret Service, hospital officials and a small group of reporters.

Obama jokingly blamed the media and nodded at the reporters: "The press has the same effect on me. They get my blood boiling."

Obama's visit marked the second time that Barnes-Jewish Hospital has been in the news recently in the presidential contest. In December, BJC was in the spotlight when one of the Republican contenders -- former New York Mayor Rudy Giuliani -- was hospitalized overnight after becoming ill during a campaign stop here.

Hospital officials recalled that in the 2000 presidential contest, Democratic candidate Bill Bradley stopped by to meet with staff members.

But Obama's visit was not intended as a mere campaign stop, the candidate said.

Rather, Obama said, he wanted to "tell a good story about the good work that's being done" by medical professionals. He also wanted to highlight the importance of expanding access to health care.

Before Mark leaves the stage, let me just say what a privilege it is to have the support of such a remarkable leader. Let me also say that Mark's wife, Lisa Collis, has been a terrific supporter for several months.

As an entrepreneur, a Governor, and a leader in the Democratic Party – Mark has provided extraordinary leadership that has achieved extraordinary results. He knows that the challenges we face are not about left versus right or Democrat versus Republican – they are about the past versus the future. And Mark Warner has followed a simple formula to deliver real change - he brings people together around a common purpose, and common sense solutions.

As Governor, he put partisanship aside, turned a budget deficit into a surplus, expanded health care for children, and made the largest investment in K-12 education in Virginia history. He knows that folks here in southwest Virginia should be able to live their dreams without leaving their hometown, and that America needs an energy policy that grows our economy, secures our country, and saves our planet. I look forward to campaigning with him this fall.

And as President of the United States, I look forward to working with Mark Warner to bring fundamental change to Washington when he joins Jim Webb as the next great Senator from the Commonwealth of Virginia.

I'd like to say a few words today about one of the most important challenges we face in this country and one of the biggest issues in this election – our health care crisis. You know, I've been traveling across America on this campaign for 16 months now, and everywhere I've gone, I've heard heartbreaking stories about our health care system.

There's the young woman I met who works the night shift after a full day of college and still can't afford medicine for a sister who's ill; or the man I met who almost lost his home because he has three children with cystic fibrosis and couldn't pay their health care bills; who still doesn't have health insurance for himself or his wife and lives in fear that a single illness could cost them everything.

This election is about them. It's about you. It's about every one of the 47 million Americans in Virginia, in Tennessee and across this country, who are going without the health care they need and the millions more who are struggling to pay rising costs.

But let's be honest – we've been talking about this for a long time. Year after year, election after election, candidates make promises about fixing health care and cutting costs. And then they go back to Washington, and nothing changes – because the big drug and insurance companies write another check or because lobbyists use their clout to block reform. And when the next election rolls around, even more Americans are uninsured, and even more families are struggling to pay their medical bills.

Well, we're here today because we know that if we're going to make real progress, this time must be different. Throughout my career, in Illinois and the United States senate, I've worked to reduce the power of the special interests by leading the fight for ethics reform. I've sent a strong signal in this campaign by refusing the contributions of registered federal lobbyists and PACs. And today, I'm announcing that going forward, the Democratic National Committee will uphold the same standard and won't take another dime from Washington lobbyists or special interest PACs. They do not fund my campaign. They will not fund our party. And they will not drown out the voices of the American people when I'm President of the United States.

It's time to finally challenge the special interests and provide universal health care for all. That's why I'm running for President of the United States – because I believe that health care should be guaranteed for every American who wants it and affordable for every American who needs it.

And this is an area where John McCain and I have a fundamental disagreement. Now, I respect John McCain, and I honor his service to this country. My differences with him are not personal; they're about the policies he's proposed on this campaign – policies that are no different than the ones that have failed us for the last eight years.

And that starts with health care. We know that since George Bush took office, premiums have gone up four times faster than wages, and Virginia families are now paying over 35% more for health care. Seven million more Americans are uninsured, including nearly 200,000 here in Virginia. Yet John McCain actually wants to double down on the failed policies that have done so little to help ordinary Americans.

Like George Bush, Senator McCain has a plan that only takes care of the healthy and the wealthy. Instead of offering a comprehensive plan to cover all Americans and control rising costs, he's offering a tax cut that doesn't even amount to half of the cost of an average family health care plan, and won't make health care affordable for the hardworking Americans who need help most.

But it's not just that his plan won't help reduce costs; it could actually drive costs up. Senator McCain's plan would weaken the employer-based system that most Americans count on for health care. It's a plan that could subject your coverage to the whims of the market, generate up to $20 billion in new administrative costs, and actually put health care costs out of reach for even more older workers, even more sick Americans, and even more families. Senator McCain's campaign has even acknowledged that his plan could have the effect of raising taxes on some workers.

Well, I don't think the American people can afford another four years of a health care plan that does more to help the big drug and insurance companies than it does to lower costs for ordinary Americans. We need to make health care affordable for every single American, and that's what I'll do as President.

In an Obama administration, we'll lower premiums by up to $2,500 for a typical family per year. And we'll do it by investing in disease prevention, not just disease management; by investing in a paperless health care system to reduce administrative costs; and by covering every single American and making sure that they can take their health care with them if they lose their job. We'll also reduce costs for business and their workers by picking up the tab for some of the most expensive illnesses. And we won't do all this twenty years from now, or ten years from now. We'll do it by the end of my first term as President of the United States.

So the American people will have a clear choice on health care in the fall. We can either extend the Bush policies that we know don't work; or at this moment, in this election, we can come together and say enough is enough, we're going to finally solve this problem once and for all.

I don't want to wake up many years from now and see that even more Americans are uninsured and even more seniors can't afford prescription drugs and even more families are being driven to financial ruin trying to pay their bills because we failed to take on the drug and insurance companies and provide universal health care. That's not the future I want for my children. That's not the future I want for your children. That's not the future I want for this country.

I want to wake up and know that every single American has health care when they need it, that every senior has prescription drugs they can afford, and that no parents are going to bed at night worrying about how they'll afford medicine for a sick child. That's the future we can build together. That's the choice you'll have this fall. And that's why I'm running for President of the United States of America.

running these small cities

Until you get the people running these small cities and villages to allocate the resources properly, it will NEVER happen. They never want to put the money where it should be. These small cities pay their aldermen more than the police officers. They allocate funds inappropriately. When you look at cities like Ladue, Town & Country, Clayton, etc. their aldermen are paid $200 or $300 PER YEAR. These aldermen and trustees in these small villages and cities are paying themselves thousands per month! They also have no clue what they are doing, except lining their pockets at the expense of their citizens. It is quite a travesty, but no one does anything about it. Very few people vote, even fewer people understand (or care, for that matter) what is going on. That is why the streets are in terrible shape, the police do not have proper training or adequate equipment, why the officers are paid little more than minimum wage and required to purchase their own equipment. They would make more money if they worked at McDonalds than being a police officer. It has been this way for years and will probably never change

A new International Criminal Court was officially instituted at the United Nations Headquarters on the 11th of April, 2002, without ratification from the United States. President Clinton signed the treaty on his last day in office indicating the U.S. intent to seek ratification, however the treaty was never put to a vote before congress. Deemed by many in the U.S. to be a threat to national sovereignty, the Bush administration has strenuously objected to the ICC and has reportedly sought means to "unsign" the treaty.

The Rome Statute, launched in 1998, called for the establishment of this new International World Court to prosecute human rights abuses. Objections from the United States are based on the fear that the court could bring politically motivated charges against U.S. presidents and military personnel, and deny U.S. citizens any rights afforded them under the U.S. constitution. Americans - especially Christians, are right to fear this very real threat to our national sovereignty. The Earth Charter, co-chaired by Mikhail Gorbachev and Maurice Strong, and one of the forums that tout global governance in the interest of sustainable development, warns of a critical moment in Earth's history where we must embrace the "one Earth community with a common destiny" and "move toward the destruction of national sovereignty".

To fully understand the new World Court, one must go back to its conception. When studied in the context of the reports and commissions that marked its beginning, its much broader implications become evident.

The World Court's conception began as part of a much broader goal of reforming the United Nations, and was inspired by the belief that the end of the Cold War offered opportunities to build a more cooperative, safer and fairer world. This utopian dream of a united world was explored and mapped out by the Commission on Global Governance (CGG).

The CGG was established in 1992 with the full support of the U.N. Secretary General Boutros Ghali and with the goal of strengthening global cooperation, securing global peace, achieving sustainable development and universalizing democracy. Chaired by Ingvar Carlson, the former Prime Minister of Sweden, and Shridath Ramphal, former Secretary General of the Commonwealth from Guyana, the commission is made up of 28 public figures from around the world, all of whom participated in or formally endorsed the Stockholm Initiative on Global Security and Governance. You may recognize some of the names on the commissions membership list, such as Jimmy Carter of the U.S., Benazir Bhutto of Pakistan, Boutros Boutros Ghali of Egypt and Maurice Strong of Canada.

The Commission received funding from several governments including, Canada, Denmark, India, Indonesia, the Netherlands, Norway, Sweden and Switzerland. Funds from Japan were also made available through two United Nations trust funds. The Commission also received funds from the Arab Fund for Economic and Social Development (Kuwait) and the World Humanity Action Trust (United Kingdom), as well as from the MacArthur Foundation, the Carnegie Corporation, and the Ford Foundation (all based in the United States). Other countries also funded meetings and paid for travel costs and hotel accommodations.

In 1995 the commission presented its proposals for improving the World's Governance to the United Nations in a report titled "Our Global Neighbourhood". The book-length report centered principally on the United Nations, and suggested that the U.N. should be revitalized "so that it can better respond to the needs of a modern world". It included the following proposals among others:

1. Reform the Security Council, so that it becomes more representative and maintains legitimacy and credibility.

2. Set up an Economic Security Council to have more effective and more democratic oversight of the world economy.

3. Establish a U.N. volunteer force.

4. Vest the custody of the global commons in the Trusteeship Council, which has completed its original work.

5. Treat the security of people and of the planet as being as important as the security of states.

6. STRENGTHEN THE RULE OF LAW WORLDWIDE

7. Give civil society a greater voice in governance.

8. Explore ways to raise new funds for global purposes (e.g. the global tax you are now hearing about in the news).

The Commission for Global Governance website states that their core values "call for a global neighbourhood ethic and commitment to core global values that can command respect across frontiers of race and religion". Much like the Earth Charter, Our Global Neighbourhood speaks of global governance, cultural diversity, a one-world economy, the new world order, and a global rule of law. All of these increasingly popular catch phrases send a chill down the spine of most Christians, and seem to suggest what most already suspect--the end times could very well be upon us.

The Commission didn't stop there, however. They also took up the politically correct topic of intolerance. In the Milano Charter issued on April 4th, 1997, Ingvar Carlsson, co-chairman of the CGG, called for a world struggle against intolerance, asserting that "the new enemy is not another's civilization but simply intolerance". The Milano Charter identifies "intolerance against the other's culture, civilization, religion and ethnicity" as "the very origin of the culture of violence." Using this definition, Contender Ministries, by contending for our faith in Jesus Christ and sharing our beliefs, could be accused of promoting violence. The logic of this statement, as does most of "The Global Neighborhood", follows the New Age belief that God is everything, and all beliefs are right, so to believe in one God or one religion over another is the only evil.

In 1995, commission co-chair Ingvar Carlsson had formed a group of 16 heads of government from all regions of the world to promote global cooperation in the implementation of their proposed reforms. In 1997, the group presented a statement to Secretary General Annan, urging their colleagues to give them their due attention. They wrote in their statement "It is time to go from words to deeds, and for member states to take decisions on actual reforms and to ensure practical steps of implementation. Let us empower the U.N. to confront through collective action, the global challenges of the 21st century." In response to the commission's statement, Secretary General Annan proposed that the council should serve to link the U.N. and civil society in their collective trusteeship for the integrity of the Global environment and common areas. With this new recognition, their next step was to address the wider issues of institutional reform and the need for changes to "improve the U.N.'s capacity to serve the world community in the new century". These issues were addressed at the Millennium Assembly along with a Special Ministerial Commission that would be established to implement these changes.

The tragic events of 9/11 served to speed up the implementation of "Our Global Neighborhood", by putting global security and global rule of law at the forefront of the globalization effort. We are now seeing the fruits of their labor and the beginnings of their grand plan for a new world order of co-operation, tolerance and global interdependence.

So what is this new World Court? It is the first step in an attempt to implement the ideas presented to the U.N. in the form of "Our Global Neighborhood' and the "Earth Charter". It comes from the work of those who plot the new world order at the Earth Dialogues and who believe as the Earth Charter preamble states, "that in order to build a sustainable global community, the nations of the world must renew their commitment to the United Nations, fulfill their obligations under existing international agreements, and support the implementation of the Earth Charter principals with an internationally and legally binding instrument of development." To briefly address a future article, the preamble goes on to say that we must all "affirm faith in the inherent dignity of all human beings and the intellectual, artistic, ethical, and spiritual potential of humanity." In other words, faith in man rather than faith in God.

The successful establishment of an International Criminal Court that could potentially bring politically motivated charges against U.S. presidents and military personnel, and vaguely describes crimes against humanity as "injury to a population's mental health" brings us one step closer to the one world government predicted in Daniel 2. It also emphasizes the urgency of God's call to his children to share his saving grace with as many people as we can. One day sharing your faith, and certainly ministries like ours, will be labeled intolerant by the global community, or worse yet, we will be guilty of injury to a person's mental health. It's not a time to sit in your pew and just be saved. The time is coming when many will be indoctrinated into a religion that places its faith in the spiritual potential of humanity and Earth and fears the intolerant Word of God. Now is the time to share what you have in Christ with others
