            <description>Jesus had messages for me to bring to Earth. He wanted me to tell these messages to the children of God on Earth. &amp;ldquo;These messages are very important for them to know&amp;rdquo;, said Jesus. I was told that I would be very busy getting out these messages. Jesus also wanted me to share my Heavenly experiences to all the children of God so they will be blessed and renew their strength to follow Him. Jesus spoke to me, &amp;ldquo;when you go back to earth tell all My children these messages&amp;rdquo; (There were SIX MESSAGES which Jesus had given to me): FIRST MESSAGE: &amp;ldquo;Tell My children, they must believe in Me with all their heart, their strength, and their mind. Those who are worried and doubtful will not get in here,&amp;rdquo; said the Lord Jesus. SECOND MESSAGE: &amp;ldquo;Tell My Children, they must be faithful to come to the Church service, because that is the time when I will shine over their faces and they will look for My face. I will be very pleased to see My children worshipping at Church,&amp;rdquo; said the Lord Jesus THIRD MESSAGE: &amp;ldquo;Tell My Children, they must be faithful to pray, do My will, and live with My words,&amp;rdquo; said the Lord Jesus FOURTH MESSAGE: &amp;ldquo;Tell My children, they must be obedient to give tithes and offerings,&amp;quot; said the Lord Jesus. (While Jesus was giving me this message, He said &amp;ldquo;My child, look there&amp;rdquo; He showed me beautiful houses which are ready for His children. &amp;ldquo;My child, these houses are ready, I prepared for all My children that believe and are obedient to Me.&amp;rdquo; Then He showed me incomplete houses. I asked&amp;ldquo;Lord, why are these houses not yet completed?&amp;rdquo; The Lord Jesus said &amp;ldquo;My child, these houses belong to My children that are not generous giving tithe and offerings. These houses will be ready and completed after My children give more tithes and offerings in My House.&amp;rdquo; FIFTH MESSAGE: &amp;ldquo;Tell My children, they must put in prayer all their wealth to Me for protection and blessing while they are still on Earth, so that when I come to Earth for the second time, they will not be attached to their Earthly wealth. Remember the story of Lot wife,&amp;rdquo; said the Lord Jesus. SIXTH MESSAGE: &amp;ldquo;Tell My children, they must be ready and alert, because I will be coming soon. Sooner than people expect!&amp;rdquo; said the Lord Jesus, (Jesus&amp;rsquo; coming is not known but the rupture will surely take place. Lord Jesus will come soon!!!) While Jesus told me the sixth message, He showed me the sky, it was all clear and no clouds. I saw Jesus opened His hands to Earth and He spoke &amp;ldquo;I am ready to take My children.&amp;rdquo; Then I saw many people in white robes flying up in the sky to meet Jesus. They were gathered to the left and right side of Jesus. Many people who believe in Jesus were ruptured. Moreover, I saw all members of many families were being ruptured. I could see the husband and wife with their children flying up towards Jesus. I felt so peaceful to see this sight. Then Jesus insisted, &amp;ldquo;look down&amp;rdquo;. Jesus then showed me the situation on Earth, it was very chaotic. There was no peace on Earth during that time. I saw people were running all over the place and shouting. Parents were looking for their children and youths were looking for their parents. Jesus showed me the Church in my hometown. I felt so sad, because there were some people who were left behind. Jesus then said to me, &amp;ldquo;be faithful to Me. You must convey all things that you have seen and heard to My children on Earth.&amp;rdquo; Then the Angel took me to Earth on the same horse we rode before. We got to Earth very fast. Then the Angel took me back to the hospital. While I was looking at my earthly body, my spirit immediately went back into it. I noticed that my body had fully recovered from the sickness. Praise God for His power! I remember that when I was in Heaven my body looked like as it did when I was young. That is my testimony of meeting with the Lord Jesus in Heaven.</description>

LOUIS POST-DISPATCH09/13/2008&lt;br /&gt;&lt;strong&gt;WELLSTON -&lt;/strong&gt; This tiny town, not quite one square mile in size, has long-suffered a big city&#039;s problems and scandals. Unemployment is high, crime a constant worry. Past mayors have gone to jail. Police chiefs &amp;mdash; entire departments, too &amp;mdash; come and go. Still, when the town&#039;s two top cops pulled guns on each other at the police station last month, Wellston seemed to hit a new low. City officials dismissed it as an isolated event. An embarrassing aberration.&lt;br /&gt;&lt;br /&gt;But the high-profile fight was, in fact, just a dramatic twist to a string of previously undisclosed, questionable incidents. Several former officers say it fit a pattern of meddling by city officials. Hours later, a councilwoman protected her son and another man from arrest, according to officers on the scene. The next day, in a move many viewed as payback, the mayor gutted the 14-person police force. A new police chief was hired; days later, he helped his nephew avoid arrest, according to former officers.&lt;br /&gt;&lt;br /&gt;Outside authorities, including St. Louis County Police, say they have seen nothing illegal in the city officials&#039; actions. &lt;br /&gt;&lt;br /&gt;But residents are appalled. Making the situation worse, as the police department melted down, a wave of home burglaries &amp;mdash; 30 in all &amp;mdash; swept over the town, which has only about 800 occupied homes.&lt;br /&gt;&lt;br /&gt;&amp;quot;We want to be protected,&amp;quot; said Seqenenra Shakur, 34, a freight handler. &amp;quot;We want our houses protected. When you&#039;ve got the mayor going against the police, it is altogether wrong. Something really needs to be done about it.&amp;quot;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;MAYOR DEMANDS A FAVOR&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Mayor Frank McNeil, 71, admitted helping the woman who claimed to be his granddaughter, but he disputed the relationship.&lt;br /&gt;&lt;br /&gt;&amp;quot;I&#039;ve been here 47 years &amp;mdash; everyone calls me &#039;Pops,&#039;&amp;quot; said McNeil, who for two years has been mayor of the town, sandwiched between St. Louis and University City. &amp;quot;She&#039;s no kin of mine.&amp;quot;&lt;br /&gt;&lt;br /&gt;But after the arrest of the woman, Catina Lee, 35, on July 26, the mayor called police to plead her case. &lt;br /&gt;&lt;br /&gt;Lee and another woman, Viola Nettles, 49, were charged with failure to comply with police orders after shouting at an officer and refusing to move away from her cruiser, according to a police memo obtained by the Post-Dispatch. &lt;br /&gt;&lt;br /&gt;&amp;quot;Lee continued that her grandpa was the mayor and that I could not arrest her,&amp;quot; wrote former Officer Amy Smith.&lt;br /&gt;&lt;br /&gt;Lee and Nettles were arrested and taken to the town jail. McNeil ordered the women released with a ticket. He warned of firings if he was ignored.&lt;br /&gt;&lt;br /&gt;&amp;quot;If I&#039;m wrong, then I&#039;m wrong,&amp;quot; McNeil later told the Post-Dispatch. &amp;quot;But I did not interfere.&amp;quot;&lt;br /&gt;&lt;br /&gt;Police officers on duty that night disagreed.&lt;br /&gt;&lt;br /&gt;The mayor &amp;quot;wanted me fired for doing my job,&amp;quot; Smith said. &amp;quot;He didn&#039;t let the chief do his job. It was awful.&amp;quot; &lt;br /&gt;&lt;br /&gt;As family and friends gathered outside the station demanding the women&#039;s release, then-police chief Robert Cossia suggested moving the women to the county jail in Clayton. Wellston&#039;s mayor holds no power in the county. Both women were taken to Clayton and released within three hours, according to jail records. Neither woman could be reached for comment. &lt;br /&gt;&lt;br /&gt;But the mayor was incensed.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;COUNCILWOMAN PROTECTS HER SON &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Wellston once boasted a bustling shopping district clustered at the end of streetcar lines. There was a JC Penney. A Woolworth&#039;s. The town was home to nearly 10,000 people in 1950. &lt;br /&gt;&lt;br /&gt;But the streetcars disappeared, and so did the factories. Today, storefronts along Martin Luther King Boulevard are boarded up or barely getting by. Population is down to 2,400.&lt;br /&gt;&lt;br /&gt;The town also has been hit by scandals in government. In the 1990s, several city workers were accused of various criminal deeds. One mayor was impeached in 1991 for taking bribes. Another was convicted in 1997 for stealing city funds. And for three years county police patrolled the streets after the local police force was disbanded.&lt;br /&gt;&lt;br /&gt;Last month, just hours after the mayor demanded a favor, the tension continued for Wellston police. Early in the morning of July 27, a speeding Jeep Grand Cherokee refused to stop for a police officer and blew through a stop sign, according to three former officers and another department memo. The car finally stopped near the home of Councilwoman Linda Whitfield. The police station sat across the street. Brian McGill, a police sergeant at the time, ran over to help.&lt;br /&gt;&lt;br /&gt;It was a classic high-risk encounter, McGill recalled. The car windows were heavily tinted. McGill and Officer Fanon McDaniel pulled out their guns and yelled at the driver and passenger to get out. Two men climbed out just as Whitfield ran from her house and demanded to know what was going on, McGill said. &lt;br /&gt;&lt;br /&gt;&amp;quot;Whitfield advised me that both driver and passenger were related to her,&amp;quot; wrote McDaniel in a police memo with the subject line, &amp;quot;Political Interference.&amp;quot;&lt;br /&gt;&lt;br /&gt;The passenger, it was later discovered, was Whitfield&#039;s son. Police never identified the driver.&lt;br /&gt;&lt;br /&gt;Officer Smith arrived. McGill and Smith said they hoped the driver would at least get traffic citations. But no charges were filed. The incident vanished.&lt;br /&gt;&lt;br /&gt;&amp;quot;Anybody else they would&#039;ve locked up,&amp;quot; Smith said.&lt;br /&gt;&lt;br /&gt;Whitfield declined repeated requests over several weeks for an interview. &lt;br /&gt;&lt;br /&gt;McGill, who was fired and was still looking for a new job weeks later, was dismayed by it all. &lt;br /&gt;&lt;br /&gt;&amp;quot;You can&#039;t do your job,&amp;quot; McGill said of policing Wellston. &amp;quot;When you&#039;re right, you&#039;re still wrong.&amp;quot;&lt;br /&gt;&lt;br /&gt;He added: &amp;quot;Nothing is going to change so long as those council people are out there.&amp;quot; &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;NEW CHIEF HELPS HIS NEPHEW&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The fallout at the police station was swift. Smith, the only officer trained to handle canines, was fired. McGill, McDaniel and two other officers were fired, too. Cossia was demoted to deputy chief. A new police chief was brought in by the mayor.&lt;br /&gt;&lt;br /&gt;Brian Gilmore, a 27-year veteran of St. Louis city police, took over a department slashed to nine officers from 14. Within a couple of weeks, the department would be down to as few as six.&lt;br /&gt;&lt;br /&gt;Four days into Gilmore&#039;s new job, on Aug. 1, his nephew was stopped by police after leaving a dead-end street, an area known for drug-dealing, according to then-Officer Ron Huddleston, who pulled over the car. Cossia, back on patrol since his demotion, drove up to assist. &lt;br /&gt;&lt;br /&gt;The car&#039;s license plates were registered to a woman named Gilmore. The driver, a man, did not have any ID, but he gave his last name as Gilmore, too, according to Huddleston and Cossia. &amp;quot;He was definitely going to jail,&amp;quot; recalled Huddleston, who has since moved on to another police department.&lt;br /&gt;&lt;br /&gt;Then the police radio crackled with news that &amp;quot;King 1&amp;quot; was on his way to the scene. That was Chief Gilmore&#039;s call sign. &lt;br /&gt;&lt;br /&gt;When Gilmore pulled up, the driver was in handcuffs. &amp;quot;Hey, Uncle,&amp;quot; the two officers recalled the driver saying before Chief Gilmore told the officers to release his nephew.&lt;br /&gt;&lt;br /&gt;In an interview with the Post-Dispatch, Chief Gilmore denied interfering. &amp;quot;They had nothing to arrest him for,&amp;quot; Gilmore said. He also disputed his nephew was handcuffed. &amp;quot;I told the officers if there was any type of violation, to move on it,&amp;quot; the chief said. &amp;quot;I didn&#039;t interfere whatsoever.&amp;quot;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;A CHILLING STANDOFF: CHIEF VERSUS EX-CHIEF&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Later that day, the police station buzzed with officers upset about paychecks coming up short, according to interviews and a police report. Cossia and Gilmore stepped into a room to talk. A fight broke out. &lt;br /&gt;&lt;br /&gt;Prosecutors say Cossia pushed and choked the new chief, then pointed a loaded gun at him. Gilmore pulled out his gun. The standoff was defused. Cossia has said his actions were self-defense.&lt;br /&gt;&lt;br /&gt;Cossia declined to comment on the charges but confirmed details in the other incidents involving him. He was charged with two counts of third-degree assault, a misdemeanor. A hearing is set for Oct. 2.&lt;br /&gt;&lt;br /&gt;But the case might be tainted. Wellston officials asked nearby Pine Lawn police to investigate. Conducting the inquiry was Pine Lawn Sgt. Robert Sampson, who used to work for Wellston police and had been fired by Cossia in 2007.&lt;br /&gt;&lt;br /&gt;The county prosecutor&#039;s office declined to say whether this constituted a conflict of interest. &amp;quot;We&#039;re just going to deal with it at the time of the trial,&amp;quot; Don Schneider of the prosecutor&#039;s office said.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;WELLSTON STILL WAITING ON CHANGE&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;On Aug. 20, nearly three weeks after the fight, Wellston held a council meeting.             <description>WELLSTON -- Wellston Mayor Frank McNeil Sr. says he thought he was a dead man when the city&#039;s assistant police chief pointed a pistol at him in a city office Aug 1.&lt;br /&gt;&amp;nbsp; &lt;br /&gt;In an interview today with the Post-Dispatch, McNeil described being in the middle of a dispute between assistant chief Robert Cossia and the police chief, Brian Gilmore. Cossia had been demoted from chief a few days before the incident, and replaced by Gilmore. &lt;p&gt;&amp;nbsp;McNeil said of Cossia: &amp;quot;I&amp;rsquo;ve never seen his eyes like that before, and I&amp;rsquo;ve been in the service with people who came back and were shell shocked. I just knew I was gone.&amp;quot; &lt;/p&gt;&lt;p&gt;For the few long seconds, McNeil said, Cossia&#039;s&amp;nbsp;.40-cal. Glock hand gun was aimed at McNeil, &lt;/p&gt;&lt;p&gt;Then Gilmore pushed aside McNeil, and pulled his service pistol and trained it on Cossia, McNeil said. Both men eventually put away their weaspons. &lt;/p&gt;&lt;p&gt;The dispute between Gilmore and Cossia started over a personnel issue involving another police officer.. &lt;/p&gt;&lt;p&gt;McNeil, Cossia and Gilmore all gave statements to Pine Lawn police officers who wrote a report of the incident and forwarded it to the St. Louis County prosecuting attorney.&amp;nbsp; Cossia is now on sick leave, Wellston officials said&lt;/p&gt;</description>

The findings were serious, embarrassing, and could lead to criminal charges.&lt;br /&gt;&lt;br /&gt;&amp;quot;We are not at liberty to discuss or speak about the incident that happened, but it is going to come out in the wash,&amp;quot; said Chief Brian Gilmore.&lt;br /&gt;&lt;br /&gt;A recently obtained report shows two men, bullets away from a tragedy inside Wellston City Hall.&lt;br /&gt;&lt;br /&gt;Investigators said it started when Chief Gilmore had a contentious payroll meeting with a female officer. Assistant Chief Cossia entered the office and wanted to speak to everyone involved, including the mayor.&lt;br /&gt;&lt;br /&gt;The report says a conversation quickly turned into a shouting match between Gilmore and Cossia. The assistant chief said Gilmore struck him in the chest. Cossia said he was then forced to defend himself by choking Gilmore.&lt;br /&gt;&lt;br /&gt;The chief had a different version of what happened and said he only made a move after he was choked. Both admit Cossia was pushed, causing him to fall backwards and break a desk.&lt;br /&gt;&lt;br /&gt;While on the ground, Cossia said he drew his .40 caliber handgun. Cossia said he pointed his gun at Gilmore, who responded by pulling his loaded .9mm handgun.&lt;br /&gt;&lt;br /&gt;No bullets were fired and the altercation was broken up by Wellston&#039;s mayor. The mayor, who has heart problems, had to be treated at the scene. The Saint Louis County Prosecutor&#039;s Office is looking at the report. They could determine if charges will be filed by as early as next week.</description>

            <description>An altercation inside Wellston City Hall Friday afternoon ended with two police chiefs pulling guns and the mayor being treated by paramedics. &lt;p&gt;City leaders said there have been rampant burglaries, serious drug problems, and now this: a fight between two chiefs. &lt;/p&gt;&lt;p&gt;The Pine Lawn Police Chief said his department received a call for an officer in need of aid just before 3 p.m. at city hall.             <description>Racial Profiling: It&#039;s Getting Worse in Missouri&lt;br /&gt;Missouri - Black drivers are nearly 50% more likely than whites to be stopped by Missouri police and twice as likely to be searched, even though police are less likely to find contraband than with white drivers, according to the state&#039;s annual report on racial profiling. Released May 31, the report also found that the problem is getting worse. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The report showed that blacks were pulled over at rates 49% greater than their presence in the driving age population. The numbers were 34% in 2004 and 42% in 2005. &lt;br /&gt;&lt;br /&gt;&amp;quot;As I have said in previous years, the disparity index for African-American and Hispanic drivers continues to be of concern,&amp;quot; Attorney General Jay Nixon said in his written analysis of the report. &amp;quot;Law-abiding drivers have the right to travel throughout Missouri without the fear that they will be stopped based solely on their race or ethnicity.&amp;quot; &lt;br /&gt;&lt;br /&gt;White drivers were stopped at a rate slightly below their percentage of the population, while Hispanic drivers were stopped at a right slightly above it. Asians, American Indians, and people of mixed race were all stopped at rates well below what would be expected. &lt;br /&gt;&lt;br /&gt;Blacks and Hispanics were twice as likely to be searched as whites, even though police were most likely to find contraband in searches of vehicles driven by white drivers. Police found contraband in 14.4% of searches of Hispanic drivers, 18.7% of black drivers, and 22.2% of white drivers. &lt;br /&gt;&lt;br /&gt;Despite lower levels of successful searches among black and Hispanic drivers, they were still twice as likely to be arrested during a traffic stop than white drivers.             <description>&lt;p&gt;&lt;strong&gt;Pine Lawn&lt;/strong&gt; &amp;mdash; To save gas and better connect with the community, the Pine Lawn police chief wants to acquire two golf carts for patrol. &lt;br /&gt;&lt;br /&gt;Chief Rickey Collins said Friday the battery-powered carts, which cost $2,500 each, would make it easier for officers to visit with residents, disperse children in the street, confront loitering, enforce ordinance violations and reach areas inaccessible to cars.&lt;br /&gt;&lt;br /&gt;A quiet golf cart also will help officers with an &amp;quot;element of surprise,&amp;quot; Collins said.&lt;br /&gt;&lt;br /&gt;The board of aldermen in the north St. Louis County community of about 4,000 people will consider the request at its meeting May 12. &lt;/p&gt;&lt;br /&gt;&lt;br /&gt;&amp;quot;I don&#039;t want cops passing through the community,&amp;quot; the chief said. &amp;quot;I want cops in the community.&amp;quot;&lt;br /&gt;&lt;br /&gt;Collins, who owns a golf cart, came up with the idea after receiving complaints that too many officers were talking on cell phones and driving with their windows up.&lt;br /&gt;&lt;br /&gt;The chief said he believes the golf carts will foster more interaction and motivate officers toward &amp;quot;old-school policing&amp;quot; without compromising safety.&lt;br /&gt;&lt;br /&gt;&amp;quot;It&#039;s no different than bike patrol.             <description>&lt;p&gt;&amp;nbsp;In the aftermath of Reconstruction and the ratification of the 13th, 14th, and 15 th Amendments, southern segregationists increasingly turned to their state legislatures to enact discriminatory legislation known as Jim Crow laws. In the South, segregation became the law of the land, a status quo that was upheld in 1896 when the U.S. Supreme Court ruled that &amp;quot;separate but equal&amp;quot; facilities for blacks and whites were constitutional. White southern legislatures added insult to injury by passing other laws that made it difficult for blacks to vote, effectively disenfranchising a significant number of black citizens.             <title>HOSTILITY MEANS NOT ACCEPTING THE UNCHANGEABLE</title>
            <description>&lt;p&gt;What do the following examples of hostility have in common? Yelling at a cop for giving you a ticket. Kicking in a door that is broken. Blaming all your troubles on how your parents raised you. Refusing to accept that a relationship is over--when it clearly is. Throwing a temper tantrum after losing a game. Continuing to beat yourself up after you learned your lesson. &lt;/p&gt;&lt;p&gt;As destructive as anger can be at times, it is not nearly so bad as hostility. Dr. George Kelly believed that the underlying cause of all hostility is &lt;em&gt;not adequately accepting unchangeable aspects of reality&lt;/em&gt;. Hostility means not accepting reality. Hostility is maintaining a goal even after it is clear it can&#039;t be reached. Hostility is doing something desperate to get things &amp;quot;right&amp;quot;--despite reality. Hostility just hurts you and others. The only healthy response to a &amp;quot;done deed&amp;quot; reality is to accept it and try to understand it. Dr. Maslow&#039;s self-actualized people accepted life&#039;s hardships and people&#039;s shortcomings the way they accepted water as being wet. &lt;/p&gt;&lt;p&gt;If you believe that &lt;em&gt;you can choose to be happy&lt;/em&gt; and have learned the methods in this book, you know that you can be happy in the future--no matter what the reality is. Therefore, accept the past, forgive, let go, and move on.&lt;/p&gt;</description>

            <title>ANGER IS AN EMOTION THAT CENTERS ON GETTING CONTROL</title>
            <description>&lt;p&gt;Someone calls you an &amp;quot;inconsiderate idiot,&amp;quot; and you feel angry. Someone cuts in front of you on the freeway, and you feel angry. Someone attacks your friend, and you feel angry. Someone tells you that you will not get the pay increase you think you deserve, and you feel angry. What causes you to feel anger? What do all of these situations have in common? &lt;/p&gt;&lt;p&gt;Underlying anger is caused by a perceived &lt;em&gt;loss of control&lt;/em&gt; over factors affecting important values. The values in the above examples might be pride, getting someplace on time, someone you love, money, or being treated &amp;quot;fairly&amp;quot;--we are &lt;em&gt;frustrated&lt;/em&gt; about not getting what we want or expect. &lt;/p&gt;&lt;p&gt;With anger, we usually think we know what &lt;em&gt;caused&lt;/em&gt; the problem. We have some target(s) for our anger. It may be the person criticizing you, the person who cut you off on the freeway, an attacker, your boss, or even yourself. With anger, we may hope that a burst of energy aimed at the threat will defeat it. Or we may hope that a burst of energy will break the barrier stopping us from meeting our goal. &lt;/p&gt;&lt;p&gt;Anger can be used constructively at times. It can give us energy we need to fight back if physically attacked. However, for most situations it merely clouds our judgement and creates extra stress. If anger prompts aggressive behavior toward other people, it can permanently harm relationships--especially with those we love. Prolonged or frequent resentment (mild anger) has been shown to be a significant cause of cardiovascular problems and heart attacks. It is the villain behind &amp;quot;type A&amp;quot; behavior. &lt;/p&gt;</description>

            <description>Meyer housing project is approved&lt;br /&gt;City officials have announced that the six-home Glenchort Court project being developed by the Meyer Co. in the Lulu Heights area can proceed.&lt;br /&gt;&lt;br /&gt;The project, which targets low-income buyers, was approved at a special City Council meeting on June 26, Mayor Frank McNeil said. It had been delayed several weeks because the Planning and Zoning Commission, which must approve the plan to meet state requirements, was short of members and had not been able to call a meeting.&lt;br /&gt;&lt;br /&gt;Meyer, based in west St. Louis County, has developed homes in Wellston and nearby Hillsdale. The Glenchort project became possible after the nonprofit Wellston Community Support Association acquired the lots and made them available to developers. Buyers must qualify by income and other tests. &lt;br /&gt;&lt;br /&gt;McNeil has appointed two Planning and Zoning commissioners, replacing one person who died in June and another who moved from Wellston. The reconstituted commission met June 25.&lt;br /&gt;</description>

            <description>The documents include telegrams and canceled checks, 800 index cards with ideas for sermons, a blue spiral notebook used in a prison cell, and a very early draft of the speech that would move a generation: &amp;quot;I have a dream.&amp;quot; &lt;br /&gt;&lt;br /&gt;Under an extraordinary deal championed by the mayor of Atlanta, the papers of the late Martin Luther King have been saved from the auctioneer&#039;s gavel. &lt;br /&gt;&lt;br /&gt;The four children of the civil rights leader are to receive $32m (&amp;pound;17.5m) for a collection of some 7,000 items, from a fund raised within a matter of days from local businesses and philanthropists, and the papers of Atlanta&#039;s most famous son are to be consigned to Morehouse College, the black liberal arts university that was King&#039;s alma mater. &lt;br /&gt;&lt;br /&gt;The papers, which include drafts of King&#039;s most celebrated sermons as well as ephemera such as airline ticket stubs, were to have been put up for sale this Friday. They were on display at Sotheby&#039;s in New York last week. The proceeds were to have been divided between his children. That eventuality caused widespread alarm among historians and rancor in Atlanta, where King&#039;s children have been accused of trying to cash in on his legacy. &lt;br /&gt;&lt;br /&gt;In academic circles, where there had been growing frustration at the limited access granted to King&#039;s papers by his descendants, news of the deal was greeted with relief. &amp;quot;It would have been tragic if the papers had been purchased by someone who just didn&#039;t really care about the papers as such, but about the profit he or she could make from them,&amp;quot; said Roger Wilkins, a professor of American history at George Mason University. &lt;br /&gt;&lt;br /&gt;King enrolled at Morehouse when he was 15, and the college was the formation ground for the ideals that would guide him for the rest of his life. It was at Morehouse that King had been introduced to the principles of Mahatma Gandhi and non-violence, and where he had been instilled with a sense of mission, Prof Wilkins said. &amp;quot;The life that Martin Luther King led for those 14 years from 1954 to his assassination in 1968 were in large measure the product of the teaching at Morehouse.&amp;quot; &lt;br /&gt;&lt;br /&gt;Among the items saved from the auctioneer&#039;s hammer were theological writings, drafts of addresses on being awarded the Nobel prize and learning of the assassination of John Kennedy, and King&#039;s private library of books, with their extensive writing in the margins. The papers also include an early four-page draft of the speech King delivered at the Lincoln Memorial in 1963, when he declared: &amp;quot;I have a dream that my four children will one day live in a nation where they will not be judged by the color of their skin but by the content of their character.&amp;quot; That celebrated line is not in the draft. &lt;br /&gt;&lt;br /&gt;There were concerns yesterday that Morehouse might not have the expertise or resources to preserve, house and display the documents. The college said yesterday that it had engaged two archivists to help sort the collection, and was arranging for temporary storage until the papers could be put on permanent public display. &lt;br /&gt;&lt;br /&gt;Francine Henderson, research library administrator for Atlanta&#039;s Auburn Avenue Research library on African American culture and history, remained skeptical. &amp;quot;Morehouse College is not fully capable of archiving the papers correctly. It&#039;s about every one of the 47 million Americans in Virginia, in Tennessee and across this country, who are going without the health care they need and the millions more who are struggling to pay rising costs.&lt;/p&gt;&lt;p&gt;But let&#039;s be honest &amp;ndash; we&#039;ve been talking about this for a long time. Year after year, election after election, candidates make promises about fixing health care and cutting costs. And then they go back to Washington, and nothing changes &amp;ndash; because the big drug and insurance companies write another check or because lobbyists use their clout to block reform. And when the next election rolls around, even more Americans are uninsured, and even more families are struggling to pay their medical bills.&lt;/p&gt;&lt;p&gt;Well, we&#039;re here today because we know that if we&#039;re going to make real progress, this time must be different. Throughout my career, in Illinois and the United States senate, I&#039;ve worked to reduce the power of the special interests by leading the fight for ethics reform. I&#039;ve sent a strong signal in this campaign by refusing the contributions of registered federal lobbyists and PACs. And today, I&#039;m announcing that going forward, the Democratic National Committee will uphold the same standard and won&#039;t take another dime from Washington lobbyists or special interest PACs. They do not fund my campaign. They will not fund our party. And they will not drown out the voices of the American people when I&#039;m President of the United States.&lt;/p&gt;&lt;p&gt;It&#039;s time to finally challenge the special interests and provide universal health care for all. That&#039;s why I&#039;m running for President of the United States &amp;ndash; because I believe that health care should be guaranteed for every American who wants it and affordable for every American who needs it.&lt;/p&gt;&lt;p&gt;And this is an area where John McCain and I have a fundamental disagreement. Now, I respect John McCain, and I honor his service to this country. My differences with him are not personal; they&#039;re about the policies he&#039;s proposed on this campaign &amp;ndash; policies that are no different than the ones that have failed us for the last eight years. &lt;/p&gt;&lt;p&gt;And that starts with health care. We know that since George Bush took office, premiums have gone up four times faster than wages, and Virginia families are now paying over 35% more for health care. Seven million more Americans are uninsured, including nearly 200,000 here in Virginia. Yet John McCain actually wants to double down on the failed policies that have done so little to help ordinary Americans.&lt;/p&gt;&lt;p&gt;Like George Bush, Senator McCain has a plan that only takes care of the healthy and the wealthy. Instead of offering a comprehensive plan to cover all Americans and control rising costs, he&#039;s offering a tax cut that doesn&#039;t even amount to half of the cost of an average family health care plan, and won&#039;t make health care affordable for the hardworking Americans who need help most.&lt;/p&gt;&lt;p&gt;But it&#039;s not just that his plan won&#039;t help reduce costs; it could actually drive costs up. Senator McCain&#039;s plan would weaken the employer-based system that most Americans count on for health care. It&#039;s a plan that could subject your coverage to the whims of the market, generate up to $20 billion in new administrative costs, and actually put health care costs out of reach for even more older workers, even more sick Americans, and even more families. Senator McCain&#039;s campaign has even acknowledged that his plan could have the effect of raising taxes on some workers.&lt;/p&gt;&lt;p&gt;Well, I don&#039;t think the American people can afford another four years of a health care plan that does more to help the big drug and insurance companies than it does to lower costs for ordinary Americans. We need to make health care affordable for every single American, and that&#039;s what I&#039;ll do as President.&lt;/p&gt;&lt;p&gt;In an Obama administration, we&#039;ll lower premiums by up to $2,500 for a typical family per year. And we&#039;ll do it by investing in disease prevention, not just disease management; by investing in a paperless health care system to reduce administrative costs; and by covering every single American and making sure that they can take their health care with them if they lose their job. We&#039;ll also reduce costs for business and their workers by picking up the tab for some of the most expensive illnesses. And we won&#039;t do all this twenty years from now, or ten years from now. We&#039;ll do it by the end of my first term as President of the United States.&lt;/p&gt;&lt;p&gt;So the American people will have a clear choice on health care in the fall. We can either extend the Bush policies that we know don&#039;t work; or at this moment, in this election, we can come together and say enough is enough, we&#039;re going to finally solve this problem once and for all.&lt;/p&gt;&lt;p&gt;I don&#039;t want to wake up many years from now and see that even more Americans are uninsured and even more seniors can&#039;t afford prescription drugs and even more families are being driven to financial ruin trying to pay their bills because we failed to take on the drug and insurance companies and provide universal health care. That&#039;s not the future I want for my children. That&#039;s not the future I want for your children. That&#039;s not the future I want for this country.&lt;/p&gt;&lt;p&gt;I want to wake up and know that every single American has health care when they need it, that every senior has prescription drugs they can afford, and that no parents are going to bed at night worrying about how they&#039;ll afford medicine for a sick child. That&#039;s the future we can build together. That&#039;s the choice you&#039;ll have this fall.             <title>running these small cities</title>
            <description>Until you get the people running these small cities and villages to allocate the resources properly, it will NEVER happen.&amp;nbsp; They never want to put the money where it should be.&amp;nbsp; These small cities pay their aldermen more than the police officers.&amp;nbsp; They allocate funds inappropriately.&amp;nbsp; When you look at cities like Ladue, Town &amp;amp; Country, Clayton, etc. their aldermen are paid $200 or $300 PER YEAR.&amp;nbsp; These aldermen and trustees in these small villages and cities are paying themselves thousands per month!&amp;nbsp; They also have no clue what they are doing, except lining their pockets at the expense of their citizens.&amp;nbsp; It is quite a travesty, but no&amp;nbsp;one does anything about it.&amp;nbsp; Very few people vote, even fewer people understand (or care, for that matter) what is going on.&amp;nbsp; That is why the streets are in terrible shape, the police do not have proper training or adequate equipment, why the officers are paid little more than minimum wage and required to purchase their own equipment.&amp;nbsp; They would make more money if they worked at McDonalds than being a police officer. &amp;nbsp; It has been this way for years and will probably never change</description>
