As it turns out my father realy was Arrested in California By United States Marshalls and Los Angeles Sheriffs Department, He is charged with a crime that took place in Arizona in 1987.
I just wish the Long Beach Police department and the Los Angeles County Sheriffs Office would have been honest at first when we called them, He was arrested under another name but
they did have his real name and I know this for a fact since he was listed in The Associated Press, and websites in Arizona and California as early as Thursday 8/20/09, But yet the authorities
did not even release this information to his Immediate Family, Go Figure.

Richard Earl Rodgers was kidnapped by Two Men identifying themselves as Sheriffs Officers was taken at approximately 10:00 am Pacific Time Thursday Morning from an Apartment Complex In Long Beach California.
The pictures below were taken somewhere in Long Beach approximately Three Years ago.
My father is now confined to an Electric Wheel Chair. I cantacted the Los Angeles Divison of the Federal Bureau of Investigation at approximately 1:00 am today 8/25/09 asking for their assistance since the Long Beach Police Department after all day on the phone with them between myself and my two sisters we were finally able to get the Missing Persons Department to take a Report we were told by Long Beach however that they could not investigate until tomorrow or Wednesday. So I called first the FBI office in Atlanta Ga since the office in Columbus Georgia had an answering machine that directed me to Atlanta. The Lady agent in Atlanta was rude an arrogant and stated to me that The FBI could not do anything unless Long Beach California police department contacted them. So like I said I could not believe an organization of Law Enforcement that is Paid by Taxpayer Dollars from the American taxpayers would be so Arrogent and Uncaring, I researched on the web the FBI for Long Beach California and was directed to Los Angeles Division of the FBI.
The Female Agent at Los Angeles California was very caring and understanding when I explained my situation to her. Then she stopped me and told me to hold on a Second. You see My father had just called the Los Angeles FBI office 10 minutes earlier so that would have been Just Before 10:00pm Pacific Time last night since Georgia is on Eastern Time and stated the her that he had Escaped from his kidnappers and was in the Downtown Los Angeles California area. He is a White Male 82 Years of age, Approximately 6' 2" Confined to a Wheel Chair, But he may be limping or struggling to walk if his wheel chair is not available. If he has his wheel chair it has a Green Bottom Area and he will have a Black backpack attached to it. He usually wears a Basecap with a Flag in the background and an Eagle in the foreground on the front of the Baseball cap. He has a Scar on his Nose from surgery.

Hello Everyone, This is for real this is not a joke. I received a decision letter from The Social Security Administration tonight that as of July 23, 2009 coincidently that was my birthday that I was no longer entitled to social security disability benefits. Those of you that personally know me know what I have been going through since they stopped my benefits earlier and how my health got worse. You that know me, know how much my work means to me and how hard I work to provide the service that I perform for you guys even though I am Impaired with my disability, I am not able to obtain a normal job due to my disabilities.
Again those of you that personally know me,know that I am not able to obtain a regular salaried or hourly job due to my medical disablities and therefore I am asking for immediate and Extremely Urgent help tonight. IRS Announces Withholding Adjustment Option for Pension Plans and Provides Taxpayer Education
WASHINGTON — As part of a wider outreach effort to educate taxpayers about the benefits they will receive under the American Recovery and Reinvestment Act, the Internal Revenue Service today released new withholding adjustment procedures for pension plans.
In February, the IRS issued revised withholding tables incorporating the Making Work Pay Tax Credit, one of the key provisions of the American Recovery and Reinvestment Act. That change resulted in more take home pay for more than 120 million American households and provided an immediate economic stimulus. The new procedure for pensions will make withholding more accurate for pension recipients.
While the newly announced procedures apply only to pension payments, the IRS is gearing up for a wider outreach campaign to educate pensioners and other taxpayers about the withholding tables and Recovery payments. The IRS will work with partner groups to provide taxpayers information to make sure they have the appropriate withholding for their situation. The IRS will also work on developing a variety of information products, including brochures, video and audio material to help educate taxpayers.
The change announced today will help some pensioners avoid a smaller refund next spring or even a balance due in limited situations. A wide variety of factors, such as outside jobs and other earned income, can affect how much, if any, withholding is needed by people receiving a pension to satisfy their annual tax liability. The optional adjustment procedure which may be used by those paying pensions is available in Notice 1036-P, Additional Withholding for Pensions for 2009. The on-line version of Publication 15-T, New Wage Withholding and Advance Earned Income Credit Payment Tables, will be updated and available next week.
Pension payors are not required to use this new procedure and may continue to use only the February 2009 withholding tables. For plans that adopt the new procedure, withholding on pension payments will be automatically adjusted with no action needed by pensioners. The IRS is also encouraging pension payors who choose to implement the new withholding adjustment procedures to contact retirees who previously submitted a Form W-4P, Withholding Certificate for Pension or Annuity Payments, requesting additional withholding after the February withholding tables were issued.
Those who should pay particular attention to their withholding include married couples with two incomes, individuals with multiple jobs, dependents, some Social Security recipients who work and workers who do not have valid Social Security Numbers. Depending on their personal situation, some people could have less withheld from their paychecks than they need or want. People who believe their current withholding is not appropriate for their personal situation can perform a quick check by using the IRS withholding calculator on IRS.gov. Any necessary adjustments can be made by filing a revised Form W-4, Employee's Withholding Allowance Certificate, with their employer.

The IRS may be listening to Taxpayer Complaints finally?
The Internal Revenue Service raided Local Tax offices on Friday March 20, 2009. They raided Joche & Associates offices in Columbus Georgia and in Lagrange Georgia, and Tax One office in Columbus Georgia.

IRS Releases Information to Help Employers Claim COBRA Medical Coverage Credit on Payroll Tax Form
WASHINGTON — The Internal Revenue Service today released new detailed information that will help employers claim credit for the COBRA medical premiums they pay for their former employees.
The IRS unveiled new information on this Web site, IRS.gov, that includes an extensive set of questions and answers for employers. In addition, the Web site contains a revised version of the quarterly payroll tax return that employers will use to claim credit for the COBRA medical premiums they pay for their former employees.
Form 941, Employer’s Quarterly Federal Tax Return, will also be sent to about 2 million employers in mid-March. The form is used to claim the new COBRA premium assistance payments credit, beginning with the first quarter of 2009.
“This is the first step in our effort to provide employers with information on this important health benefit for people who have lost their jobs,” said IRS Commissioner Doug Shulman. “We will continue our work in the weeks ahead to help employers implement this crucial change for the nation’s unemployed.”
The American Recovery and Reinvestment Act of 2009, which became law last week, includes changes to the health benefit provisions of the Consolidated Omnibus Budget Reconciliation Act of 1985, commonly referred to as COBRA. The new law will affect former employees and their families, employers and others involved in providing COBRA coverage.
Under the new law, eligible former employees, enrolled in their employer’s health plan at the time they lost their jobs, are required to pay only 35 percent of the cost of COBRA coverage. Employers must treat the 35 percent payment by eligible former employees as full payment, but the employers are entitled to a credit for the other 65 percent of the COBRA cost on their payroll tax return.
Employers must maintain supporting documentation for the credit claimed. This includes:
COBRA provides certain former employees, retirees, spouses, former spouses and dependent children the right to temporary continuation of health coverage at group rates. COBRA generally covers health plans maintained by private-sector employers with 20 or more full and part-time employees. It also covers employee organizations or federal, state or local governments. It does not apply to churches and certain religious organizations. The new COBRA subsidy provisions also apply to insurers required to offer continuation coverage under state law similar to the federal COBRA.

Be Aware That if you go to a Tax Preparer to get your Income Taxes Filed, They are required by Federal Law to obtain your Signature on the Tax Forms Before they can E-File them, Also Be Aware that it is Illegal for a Tax Preparer to E-file a Tax Return Without your actual W-2 and other forms with your earnings. However some Banks and Loan Companies may allow Pre-file loans, commonly refferred to as Refund Anticipated Loans. But please remember this is a loan and you will be responsible to pay back if your tax return is accepted by the IRS and then attached for a Federal Tax Debt or other debts that are Administrated by Financial Management Services of The United States Treasury. The IRS E-File begins January 16, 2009.

Authorized IRS e-file Providers must not submit electronic returns to the IRS prior to the receipt of all Forms W-2, W-2G, and 1099-R from the taxpayers.
If taxpayers are unable to secure and provide a correct Form W-2, W-2G,1099-R, Providers may submit the electronic return only after securing Form 4852, Substitute for Form W-2, Wage and Tax Statement, or Form 1099-R, Insurance Contracts, Distributions From Pensions, Annuities, Retirement or Profit-Sharing Plans, IRAs etc. in accordance with the use of that form.
This is the only time Providers should submit an electronic return with information from pay stubs or Leave and Earning Statements (LES). The IRS monitors Authorized IRS e-file Providers for compliance with this and other IRS e-file rules and requirements. The IRS conducts monitoring visits to ensure compliance with Revenue Procedure 2007-40 and with IRS e-file rules and requirements included in IRS e-file publications.
The IRS may warn or sanction Providers that violate IRS e-file rules and requirements. Sanctions may be a written reprimand, suspension of one or two years or expulsion from participation from IRS e-file depending on the seriousness of the infraction. The IRS categorizes the seriousness of infractions as Level One, Level Two, and Level Three. Providers may appeal sanctions through the Administrative Review Process.

The Community Action Agencies in Georgia were pretty much given their own discretion in determining acceptable physical disabilities for the November 2008 LIHEAP Applications.
I filed a complaint with ESP Inc. Which stands for Enrichment Services Program Inc. located in Columbus, Georgia which operates The Neighborhood Service Center in Cusseta Georgia on Wednesday Dec 17, 2008. The complaint was based on the following.
November 2008 I applied for assistance under the LIHEAP based on the US Federal Grant information that was issued to the press that persons with disabilities were to sign up for this program and were to be given priority. I was told this agency was not accepting these applications until December 1st 2008. On December 2, 2008 I once again went to the Cusseta office and requested to be signed up. I was put on a waiting list and that I did not qualify for the disability priority. On December 17, 2008 I went to the office in Cusseta Ga again to check, at that time I was told that only 7 applications had been processed and told again that ESP Inc qualifications for disability were only these conditions I will list below.

2. Bedridden With Home Health Care.

Today Dec 19,2008 I received a phone call from a Ms. Tyler from the Main office in Columbus Georgia. She faxed me a Memorandum from Georgia Department of Human resources from Lynn Sims, Unit Manager Community Based Programs.
This memo only describes November as the "Homebound Period" as is to be used if there is no other person 18 yrs or olde that can apply for the household. It gives some examples but the gest of this memo is that agencies may use their own discretion in determining acceptable physical disabilities.
It is of my opinion from my research of the current Grant Specifications from the federal Government grant requirements and from my personal experience of working at Enrichment Services Programs Inc. in the late 1980's and early 1990's the state of Georgia and ESP Inc is not following federal guidelines on the disbursements of the grant or grants they are receiving to administer this program.
I would like to invite you to assist me in turning tears into smiles for 5 families this holiday season.
