War on Drugs:

Under existing law, prison officials can control virtually every aspect of a prisoner's life. They can decide he or she will not have sex, even without any law providing for that. They can decide when he will get up, and when he will go to bed. They can decide how much money will be spent on his food, and how it will be spent. They can set rules for prisoners, and punish prisoners in many ways, including depriving them of all food but "nutri-loaf," or tasteless, ground-up leftovers pressed into a loaf. They can decide who gets to visit a prisoner, and for how long. They can force a prisoner to sleep on a metal grating without a mattress. They can decide how long a prisoner must wait before he gets medical treatment. They can decide that the prisoner will spend 24 hours a day in his cell, or 12 hours a day doing backbreaking labor. It is up to them.

In many states there is a move to privatization of jails and prisons. Instead of being run by the Government, they will be run by private corporations for profit.

The labor of the prisoner belongs to the State, but when the State transfers their interest to a private corporation, the labor of the prisoner belongs to the corporation. A corporation will run the lives of prisoners, and decide how they shall labor and what they shall labor at. See any chance for profit here?

Under the Thirteenth Amendment to the US Constitution, slavery is not illegal. Slavery is illegal unless it is for conviction for a crime. In that case, slavery is perfectly legal.

The actual text of the Thirteenth Amendment (with some emphasis added) is as follows:

Amendment XIII

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

Section 2. Congress shall have power to enforce this article by appropriate legislation.

War on Drugs:

Two Florida-based companies that have exported a total of at least 11 aircraft to Venezuelan buyers since 2003 are linked to four cocaine planes and what appears to be an elaborate covert intelligence operation, an ongoing Narco News investigation shows.

The covert program, law enforcement sources contend, likely involves the CIA and components of Defense Department intelligence agencies, and is focused, in part, on penetrating, or even propping up, narco-trafficking groups in Venezuela. That country's outspoken leader, Hugo Chávez, is regularly demonized by U.S. policymakers for, among other things, supposedly allowing his country to become a haven for narco-traffickers.

CIA asset Vega further claims that a notorious Colombian narco-trafficker named Nelson Urrego works as an informant for the U.S. government, both ICE and the CIA, and that he helped to arrange the Gulfstream II's cocaine payload through Colombian paramilitary groups. Panamanian authorities arrested Urrego on money-laundering charges about a week before the Gulfstream II crashed. Urrego has since told the Panamanian press that he is, in fact, a CIA asset.

Given this backdrop, several Narco News sources, including Mark Conrad, a former supervisor special agent with ICE's predecessor agency, U.S. Customs, have suggested that the CIA, not ICE, is actually the U.S. agency controlling the Mayan Express operation.

Due to the multiple allegations linking at least two of these cocaine planes to U.S. intelligence agency operations, questions do arise as to whether the current DEA and FBI investigations into the cocaine planes will be allowed to get to the bottom of this mystery, according to law enforcement sources who spoke with Narco News. They explain that any individuals or companies involved in a CIA-backed operation, even ones that are complicit in drug trafficking, would be off limits to U.S. law enforcers due to the cloak of national security the CIA can invoke.

FLASHBACK:

On April 17, 1986, the Reagan Administration released a three page report acknowledging that there were some Contra-cocaine connections in 1984 and 1985, arguing that these connections occurred at a time when the rebels were "particularly hard pressed for financial support" because U.S. aid had been cut off. The report admitted that "We have evidence of a limited number of incidents in which known drug traffickers have tried to establish connections with Nicaraguan resistance groups." The report tried to downplay the drug activity, claiming that it took place "without the authorization of resistance leaders."
