Florida Energy Problems, Options, and Suggested Solutions The following is a brief summary of the main energy related problems and issues to be dealt with over the next few years, and policy options and solutions to deal with the problems and needs. Recent trends in energy use have been unsustainable and have led to major environmental and economic problems including climate change, energy dependency, and export of economic capital and falling value of the dollar. Rapid advances in technology of alternative energy options like thin-film solar PV, concentrators, dye-sensitized solar cells, energy storage equipment, wind turbines, ocean and tidal power, CHP, etc. appear likely to make such options more cost effective, as well as cleaner, than traditional generation technologies within 5 years. Some of these options including energy efficiency options and combined heat and power(CHP) applications are already more cost effective than traditional generation technologies, as well as reducing global warming and pollution effects. Many experts expect some solar PV and concentrator options to be more cost effective than traditional fossil fuel and nuclear options within 5 years, since technology is advancing rapidly and production costs are declining rapidly. Nuclear power and coal plant capital cost have been rapidly increasing in recent years due to rapidly rising costs for steel, concrete, copper, other materials, and specialty labor. Total capital and operating costs for all of the major fossil fuel and nuclear power options are currently of similar magnitude, but fossil fuel plants have significant health and environmental externality cost and nuclear plants have questions about future decommissioning and radioactive waste cost plus proliferation and security issues.

Robbing social security trust fund to pay for wars rather than future benefits

In recent presidential terms, the social security trust fund and other health program trust funds have been runing large surpluses to cover future benefit obligations. Some administrations have used these Social Security trust fund surpluses to pay for increased military spending or special priorities of their administration and flagrantly shifted the debt burden to future generations. The Reagan, G.H.W. Bush, and G.W. Bush administrations used such means to increase the national debt to approximately $10 trillion dollars(2) . The acknowledged public national debt of $10 trillion amounts to a liability or mortgage of $32,800 per U.S. resident and over $131, 000 per family of 4. On average the first more than $5000 paid in federal taxes by a family of 4 goes just to cover the national debt. Other than these 3 administrations, no other administration in the last 40 years has significantly increased the national debt.

Sustainable cost effective energy alternatives

Technology is rapidly advancing in many areas, with huge amounts of cost effective energy efficiency measures available to improve the economy and environment, as well as huge amounts of cost effective combined heat and power applications, that double current effeciencies and are already cost effective. Additionally there are advances in renewables such as thin film solar PV, solar concentrator systems, wave and tidal and river power(without dams) and advanced energy storage systems for use with renewables, electric cars, and other energy storage applications. The current advances already make it clear that renewable options such as thinfilm solar PV and ocean/tidal power are nearing competitiveness with fossil fuel power and experts agree will have lower cost than fossil fuel options within 5 years, less time than it would take to build a coal or nuclear power plant. Energy dependency and fiscal irresponsibility major part of financial crisis

Fiscal Irresponsibility of the last 3 Republican Administrations : (notice that the subprime lending losses are actually a small part of the total problem) Unprecedented massive U.S. national debt, trade deficits, capital outflow and wealth transfer to other countries, and redistribution of wealth from poor and middle class to the ultra- rich. Before recently announced major fiscal bailouts, the outstanding

U.S. Public Debt was $ 9.7 trillion, which is $31,790 per citizen.

100% of this debt was responsibility of 3 administrations: Reagan, Bush I, and Bush II.

The national debt is increasing by $1.9 billion per day.

Adding unfunded Medicaid, Social Security, Medicare, and similar obligations, this figure rises to a total of $59.1 trillion, or $516,348 per household.[6]

Additionally, losses from the falling value of subprime mortgage assets may reach $400 billion worldwide, Deutsche Bank AG analysts said. Additionally, the 2007 U.S. trade deficit was over $739 billion and the debt is rapidly accumulating.

The major factor in U.S. trade deficits is fuel imports; the U.S. is 70% dependent on oil imports, plus large amounts for natural gas and coal. The debt and deficits are a major drain on the value of the dollar, and result in a massive transfer of U.S. wealth to other countries and economic decline. Florida imports over $50 billion in fuel and energy per year with corresponding capital drain, and is much more dependent than the total U.S.

The annual trade deficit is 35% larger than total Social Security spending, 50% larger than total defense spending, and 250% higher than Medicare spending.

Since 1952, the international reserve position of the U.S. has fallen 95%, from 50% of the world total to 2.4%.

The U.S. manufacturing base has declined 60%, while import ratios increased by a factor of 5.

There has been a huge transfer of wealth from the middle class and the poor to the ultra-rich; with increased gap between rich and poor, and increasing inequities and joblessness.

In both cities and suburbs where overall poverty rates rose from 1999 to 2005, child poverty rates rose faster. The income of the top 1% in income increased 14%, while that of the lower 90% declined.
